CONSULTATION ON PROPOSED CHANGES TO PET SHOP LICENCE CONDITIONS
Dear Sirs
I am writing to you, as a pet shop license holder within Salford, to inform you of a consultation that the
Environment & Community Safety Directorate is undertaking on proposed changes to the license
conditions. Although Salford adopted the national model license conditions when they were issued in
2013, they have been reviewed and amended to ensure that they are also in line with other Local
Authorities across Greater Manchester and reflect current best practice. It is hoped that this will
eliminate any inconsistencies and ensure a more uniform approach to pet shop licensing.
Following a review by officers the proposed changes are being brought forward to improve the clarity of
the conditions, ensure that requirements regarding animal welfare are unambiguous and reflect changes
in other relevant regulations. I have enclosed a copy of the proposed conditions for your information and
I would draw your attention to the underlined text which highlights the revised wording. If you sell dogs
and/or puppies you should also review schedule B, which reflects the new legal requirement for microchipping.
This consultation process has also triggered a review of the fee charged for a license. The current fee is
£102 for both new applications and renewals. Across Greater Manchester the fees range from £71 to
£190 (for new applications). Please see the table below for Salford’s proposed revised fees, in line with
case law these fees are limited to recovering the council’s costs in managing the license scheme and
reflect the level of work involved in processing the different types of applications:
New application

This is to take into account the additional time spent in processing
new applications. A vet will accompany inspecting officers on new
applications, which will be paid by the applicant
Renewals

Subject to complaint history, a vet may be required to accompany
the inspecting officer
For premises selling dogs and or cats, as these premises generally
generate more complaints throughout the year for officers to
investigate

Pet shops selling
fish only

It is proposed to lower the fee for these type of premises as the
level of pet shop management is less complex
This is a four week consultation, the closing date is FRIDAY 21ST OCTOBER 2016.
Please read the enclosed proposed conditions and if you would like to make any comments, please do
so by e-mailing them to environmentalhealth@salford.gov.uk before the closing date. Following the
consultation, it is hoped that any changes will be implemented by the end of the year. As a result there
may be a delay in sending out the licence renewal letters, so please be aware of this.
