Captain Dr. Wallace W. Williams Captain Dr. Wallace W. Williams is a former cadet from the Trinidad and Tobago. He started his military career at Queen’s Royal College and continued until leaving for the UK to continue his studies in 1974. Upon recognizing the need to help urban youths who were turning to criminal activities, Williams joined the Army Cadet Force (ACF). Sharing a similar strategic vision in youth development in the Caribbean with his once platoon sergeant, then Commandant of the Trinidad and Tobago Cadet Force (TTCF) Colonel Edison Isaac, Wallace was encouraged to rejoin the TTCF where he was commissioned as a Captain in May 2005. Williams was appointed as the first ever International Relations Officer (ILO) in the TTCF in its 100 year history. In May 2007 after only two years of his commission, he was awarded the Most Outstanding Commissioned Officer 20062007 known as the Commandant’s Efficiency Award Medal. In addition, in 2007 he was appointed as the Caribbean Liaison Officer for CVQO (Cadet Vocational Qualification Organisation) UK. He has had Honorable Mentions from 2005-2010 in ‘The Commandant’s Address and Report to the President’, at the President’s Annual Inspection Parade. The Prime Minister of Antigua and Barbuda Honourable Baldwin Spencer in August 2010 presented him with the 25th anniversary medal for services to that country.
