VERIFICATION OF ENVIRONMENTAL
TECHNOLOGIES UNDER EU
ETV PROGRAMME
Background
Urgent environmental challenges such climate change, the unsustainable use of resources, and the loss
of biodiversity requires government, industry and citizens to take collective action within Europe and in
the rest of the world. Environmental technologies can contribute by increasing resource efficiency, finding
cleaner alternatives to current technology or introducing measures to mitigate or prevent the harmful
effects of human activity on the environment. The benefits of environmental and eco-innovations are
further enhanced by the policy win-win dimension of these technologies. For example, development,
production and uptake of technology in Europe can positively contribute to competitiveness, economic
growth and employment.
In light of this substantial need for environmental technologies, Environmental Technology Verification
(ETV) is intended to facilitate greater environmental technology innovation and uptake by end users by
providing independently validated and credible performance data.
Why ETV?
Environmental Technology Verification (ETV) is a European Programme that provides for Third Party
Verification, on a voluntary basis, of the performance of new environmental technologies.
The objective of ETV is therefore to:
ƒƒ increase the credibility of such technologies on the market
ƒƒ enable technology users and purchasers to compare technologies and identify eco-innovations
suited to their needs
ƒƒ ensure wider recognition of verification results, both within the internal market and internationally.
Verification under the EU ETV Pilot Programme is neither a pass or fail system nor a certification against a
set of predefined criteria or standards giving e.g. a CE-marking. Instead, it is a dynamic process involving
the proposer as much as the entities responsible for the verification tasks. Verification under ETV is
concerned with the technical design of a technology, not with the production series of industrial products.

Who may apply?
Candidate technologies for verification under the EU ETV Pilot Programme can be proposed by any legal
entity or natural person established in or outside the European Union. The proposer can be a technology
developer, manufacturer or its authorised representative. If the technology manufacturers concerned
agree, the proposer can be another stakeholder undertaking a specific verification programme involving
several technologies (e.g. as part of pre-procurement procedures).
A candidate technology for verification under EU ETV Pilot Programme should be an innovative environmental
technology ready for market uptake, whose performance characteristics are not fully covered by existing
regulations/standards, and for which an independent verification of environmental performance will
help building purchaser’s trust thus accelerating its market penetration. The EU ETV Pilot Programme is
intended for use in a business-to business context.
The following technological areas are applicable under ETV:
ƒƒ Water treatment and monitoring (monitoring of water quality, treatment of drinking water and of
waste water)
ƒƒ Materials, waste and resources (separation and sorting of solid waste, recycling of materials, end-oflife products and chemicals, products made of biomass)
ƒƒ Energy technologies (renewable sources of energy, energy from waste, energy efficiency technologies).
The role of RINA
RINA SERVICES is the entity responsible for the verification task. The verification of an environmental
technology under ETV concludes with a complete verification report and a summary called the Statement
of Verification. The Statement of Verification determines the final performance claim which can be
considered verified under the EU ETV Pilot Programme.
RINA is accredited as ETV ‘Verification Body’ (VB) in all the three technology areas. The accreditation is
based on the ISO/IEC Standard 17020 for Inspection Bodies, and on the ETV General Verification Protocol.
