 Lower Brule 230 kV Substation and Lower Brule-Witten 230 kV line (2018 or later): TransCanada
is proposing construction of a new pipeline that will cross the IS in eastern Montana and western South
Dakota (Keystone XL). With addition of this new load, post-contingent voltage collapse could occur in
the Big Bend, Mission, and Fort Randall areas, and that a new source into the area was needed. The
Lower Brule-Witten 230 kV line will mitigate this issue and when this project is completed is
dependent upon timeline of Keystone XL proceeding.
 Gregory Keystone XL (PS21) 115 kV (2018 or later): Construct/extend 115 kV yard and add 2x10
MVar capacitors at Gregory needed for the Keystone XL project.
