Senior Advisor for WASH The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. The IRC has been present in Liberia since 1996 and is a leader in the health sector. The IRC Liberia supports hospitals and primary health care facilities across three counties. It ensures access to vital medicines and quality medical care at all facilities in accordance to the Ministry of Health and Social Welfare (MOHSW) national standards. The IRC is seeking a Senior Advisor for Water, Sanitation, and Hygiene (WASH) for a 5-year, $24.8 million USAID program to support integrated community-level health services and activities in Liberia. The primary purpose of the program is to support community-based health and social welfare services, health communications, and capacity building. The WASH Technical Advisor will work under the direction of the Chief of Party to design, implement, and manage the WASH components and related capacity strengthening activities of the program. This position is contingent on IRC being awarded funding. RESPONSIBILITIES: Oversee the implementation of all WASH aspects of the program; Support the MOHSW and Ministry of Public Works (MPW) in their mandates to comprehensively improve access to and proper utilization of quality and sustainable WASH services at the community level; Lead coordination efforts with and build the management capacity of relevant WASH-stakeholders at the county level including MOHSW, MPW, Ministry of Internal Affairs (County Superintendent’s Office) and civil society especially sub-grantees; Design, and implement activities aimed at strengthening community structures for improved management and maintenance of water infrastructure; Oversee the implementation of county-level support for the scale up of sustainable sanitation approaches including Community-led Total Sanitation (CLTS); Lead private sector engagement efforts around sustainable demand-driven WASH inputs; Ensure deliverables are met on time and within budget; Coordinate program activities with partners; Prepare monthly and quarterly reports. REQUIREMENTS: Minimum 10 years of relevant experience in water, sanitation, and hygiene especially at the community level, at least 5 years in a developing country; Minimum of a Bachelor of Science degree in water engineering or other relevant field, master’s degree preferred; Demonstrated ability to collaborate with local government ministries, non-governmental organizations, beneficiaries, community organizations and any other relevant stakeholders; Experience improving access to WASH services at a community level required, experience implementing CLTS highly preferred; Strong oral and written communication skills; Fluency in English is required. Previous work experience in Liberia strongly preferred.
