Guide for Preparation of Form 3
Particulars, Documents and Information to be Provided to Intending Purchaser Before Issue of
Option to Purchase
Section A: Information on Property
• Include the address of the property
• For landed property, state the land area
• For strata-titled property, state the strata floor area and include a breakdown of the floor area
Section B: Property Plans
Location Plan
• Mark the boundary of the
housing project clearly
• Indicate names of streets
nearby
• Mark prominent buildings,
facilities and features
within 500 metres of
project
• For clarity, a circle marking
the 500m radius could be
drawn
• Show the scale used, scale
should be appropriate for
the markings to be clear
and legible
Common mistakes:
• Prominent buildings within
500 metres of housing
project not shown
Site Plan
• Include communal facilities
in the housing project, e.g.
electrical sub-station and
bin centre
• Ensure that the site plan is
clear, i.e. facilities are
clearly marked and words
are legible
• Plan is in accordance with
approved building plan
• Show the scale used, scale
should be appropriate for
the markings to be clear
and legible
• Indicate Building plan
approval number and date
Unit floor plan
• Individual rooms and
spaces within the unit
clearly marked and labelled
• If there is any void area in
the unit, to mark and label
the extent of the void area
clearly
• Plan is in accordance with
approved building plan
• Show the scale used, scale
should be appropriate for
the markings to be clear
and legible
• Indicate Building plan
approval number and date
Common mistakes:
• Electrical sub-station, bin
centre or similar facilities
not marked
• Facilities not clearly marked
• Words too small to be read
Common mistakes:
• Floor plan of another unit,
which is a mirror image of
the unit’s floor plan, is
provided instead of the
actual floor plan of the unit
• Walls in building plan but
not shown in unit floor plan
• Spaces not marked, e.g. airconditioner ledge, balcony
Section C: Specifications of the Building
• Include items in prescribed Sale and Purchase Agreement
• Describe items correctly – please refer to the prescribed Sale and Purchase Agreement for the
requirements on the description. E.g. for windows, the type and material of windows and
location have to be stated
Section D: Amendments to the Prescribed Sale and Purchase Agreement
• State all approved amendments, deletions and alterations to the Sale and Purchase Agreement

Section E: Conditions, Restrictions and Requirements Imposed by Authorities on Housing Project
• State all conditions, restrictions and requirements imposed by authorities on housing project,
e.g. conditions in the Written Permission granted under the Planning Act (such as reinforced
concrete ledges shall not be converted to other use, no opening along common party walls)
• Conditions, restrictions and requirements which have been set out under “Section D:
Amendments to the Prescribed Sale and Purchase Agreement” need not be included again under
this Section
Common mistakes:
• Set out the Schedule on Restrictions on Use and Enjoyment, which are restrictions the Vendor
imposed on the purchasers, e.g. “The Purchaser shall not use the Unit or permit it to be used for
any purpose (illegal or otherwise) which may be injurious to the reputation of the Housing
Project”
Section F: General Description of Housing Project (where property is intended to comprise a lot in
strata title plan)
• Set out the general description of a housing project, which must be the same as that to be set
out in the First Schedule to the Sale and Purchase Agreement in Form 5
Section G: Track Record of Housing Developer
• State whether the housing developer has carried out and completed any housing or other
development project in Singapore
• If the housing developer or its related company (as defined under the Companies Act) has
completed any development project, the following information on the project is to be provided:
o description and location of the project
o year of issue of the Temporary Occupation Permit or Certification of Statutory
Completion
Common mistakes:
• Omit to include a statement to say that the housing developer has not completed any housing or
other development project in Singapore.
Example
If ABC Development Pte Ltd is a new company set up recently to undertake the development
project and has not completed any project under its own name, then ABC Development Pte Ltd
has to include a statement to state that:
“ABC Development Pte Ltd has not completed any housing or other development project in
Singapore”.
After the statement, if a related company (as defined under the Companies Act) of ABC
Development Pte Ltd has completed a housing project, ABC Development Pte Ltd may include
the following statement:
“XYZ Pte Ltd, which is a related company of ABC Development Pte Ltd as within the meaning
under the Companies Act, has completed the following housing project:
