Please fill out these forms and complete this checklist to begin your application process:
1) Overhead-to-Underground Conversion Bid Sheet. Complete
the enclosed bid sheet to include the appropriate billing address
and estimated footage of the service installation.
2) Residential Underground Service Contract. Fill out the site
address at the top and read this agreement thoroughly. Make sure
you fill in the total amount due from your bid sheet and sign.
3) Preliminary Site Sketch. This form helps us understand your lot
layout and assists us in our planning.
4) Send the following:
•Bid sheet
•Signed residential service contract
•Preliminary Site Sketch form. Plot plan is not accepted as a
replacement for the Site Sketch.

7. Underground Residential Service Rate; Xcel Energy's Tariff. I agree to pay applicable monthly rates

Rate Schedules of Xcel Energy's Electric Rate Book for Customer's specific service, as they now exist or
may hereafter be changed, on file with the state regulatory commission in the state where service is

1. Request for Electric Service. I request that Xcel Energy install an underground electric service at the
Rate Code
service address designated above, consisting of 120/240 volt, 1 phase, 3 wire. Xcel Energy agrees to
install or have installed the facilities for electric service. I grant Xcel Energy any right, privilege or

easement necessary to install, operate, own and maintain its electric service on the property.

2. Installation Requirements. I agree that prior to Xcel Energy starting work: (1) the route of Xcel Energy’s
service installation will be accessible to Xcel Energy’s equipment; (2) I will remove all obstructions from the
route at no cost or expense to Xcel Energy; (3) I will clearly expose all septic tanks, drainfields, sprinkler
systems, water wells, owner-installed electric or pipeline facilities, invisible fence, or other Customerowned facilities in the installation route; and (4) the ground elevation along the route will not be above or
more than four inches below the final grade. I agree Xcel Energy is not responsible for damage to
Customer-owned underground facilities not exposed at the time of installation. Xcel Energy will contact the
state utility location service to locate third party utility facilities (phone, cable, etc) on my property.
3. Installation Cost Contribution. I agree to pay an installation cost contribution provided in the Customer
Charges section below and as provided in the General Rules and Regulations and/or in the Rate
Schedules of Xcel Energy's Electric Rate Book for customer's specific service, as they now exist or may
herafter be changed, on file with the state regulatory commission in the state where service is provided. I
understand that I must pay this amount before Xcel Energy will install the electric service. I understand
Winter Construction Charges may apply if I have not signed and returned this agreement and I have not
forwarded my electrical inspection to Xcel Energy by October 1. I agree to pay Winter Construction
Charges if Xcel Energy determines winter condition exists when the underground facilities are installed
and I have not forwarded my electrical inspection to Xcel Energy by October 1.
4. Restoration. Xcel Energy will restore the boulevard, and will backfill the service trench on my property
with existing soil. I am responsible for final compacting, loaming, seeding, sodding or watering of the
service trench at my expense. I will also be responsible for restoration in areas where I have exposed my
own underground facilities listed above.
5. Ownership of Facilities. The underground electric facilities installed by Xcel Energy shall be the property
of Xcel Energy and any payments made by me or my contractor shall not entitle me or my contractor to
any ownership interest or rights therein.
6. Relocating Facilities. I agree to pay the cost of relocating any portion of said underground facilities
made to accommodate me or required due to altering of grade, additions to structures, installations of
patios, decks, gardens, sidewalks, curbing, paving, blacktop, sod, landscaping or any other surface or
subsurface condition which makes maintenance of Xcel Energy’s facilities impracticable.
5) Easement. Check your pole location.

•YES – continue with checklist
•NO – Do not proceed with electrical work.
You may require an easement to proceed with your overheadto-underground conversion. Please contact Builders Call Line
at Xcel Energy about how to move forward.
6) Permits. If Xcel Energy has to cross a public road, boulevard or
alley to install your service, we will arrange to get the proper
permits. Please keep in mind, however, that these permits may
delay the process of converting your service by six to eight
weeks.
7) Install an Xcel Energy-approved meter socket. Your
electrician has or can get Xcel Energy information on which
meter sockets are approved.
8) Acknowledgement. That the electrical work has been approved
or been completed by a certified electrician.
•An approval call from state/city certified electrical inspector;
or
•Copy of the affidavit from a licensed electrical contractor.
•To determine which form of acknowledgement is required for
your area, verify at the state website at dli.mn.gov/CCLD/
ElectricalInspect.asp or call the Builders Call Line at 1-800628-2121, between 7 a.m. and 4:30 p.m., Monday through
Friday.
9) Other utilities. If you want other utilities buried at the same
time, it is your responsibility to have your phone and cable
TV provider(s) get the wire on site before Xcel Energy starts
the installation. If the phone and cable TV wires are not there
when Xcel Energy comes to do the conversion, we will bury the
electrical wire only. Note: Not available with all utilities.
10)Prepare the work area. Clear a 10-foot-wide path from the
utility pole to the new meter location. This includes rocks, brush
or trees around the pole, any gardens or flower beds, and any
other obstacles that would prevent us from digging a trench in
your yard. Xcel Energy will install the underground cable from the
first utility pole to the house. We will fill the trench, but will not
restore disturbed ground to its original condition. Also remember
that the disturbed area will settle over time.
•We need an open work area at least 4 feet by 4 feet if there
is a sidewalk, patio or concrete/hard-scape below or within
4 feet of your meter. You’ll need to open an area so the wires
can be brought from underground into the new meter and you
will be responsible for the restoration.
•If the work area is open but enclosed by a fence, you are responsible for providing an opening at least 10
feet wide to get our equipment in and out of the fence.
Note: If a neighbor’s fence is in the path to the pole, it is the customer’s responsibility to gain
approval and discuss removal with that homeowner. Xcel Energy will not remove or re-install
sections of fence.
11)If lot is not to finished grade. Please be within 4 inches of final grade
12)Private underground obstacles. Include this information on site sketch. Expose all private underground
obstacles such as sprinkler systems, invisible fencing, drain tiles or old septic or oil tanks. Also expose
any other buried lines that do not belong to a utility, such as a private electrical line from your house to a
garage or lamp in your yard. Xcel Energy will not be financially responsible for damage to any unexposed
facilities.
13)Conduit: future decks, sidewalks or patios
•Note: NO DISCOUNTS FOR CUSTOMER INSTALLED CONDUIT
•We don’t install conduit as part of an overhead-to-underground installation. However, if you have or plan
to build a deck, sidewalk or patio near or abutting the house and above the new service wire, you will
need to install a 2-inch gray electrical conduit 24 to 36 inches below finished grade and extending at
least 3 feet beyond deck, sidewalk or patio. The conduit should be made of either galvanized rigid steel
(meeting the requirements of the ASA Standard C80.1) or OVC (meeting the requirements of Scheduled
40, ASTM-D-1785). Conduit may also need to be installed if the path of installation is not wide enough
for our equipment or too steep of a path.
•If conduit is installed, customer is responsible to fill in trench prior to Xcel Energy electric install.
•Additional pipes are required for the
telephone and cable TV. Please consult these
companies for exact requirements.
•Xcel Energy will not install service wire under
any structures, existing or future, e.g. garages
or sheds.
14)Scheduling. Xcel Energy will contact you to
schedule when:
•We have received the signed Residential
Underground Service Contract, Bid Sheet and
Site Sketch.
•Invoice has been paid in full.
•An Xcel Energy-approved meter socket has
been installed and checklist numbers 7 and 8
have been completed and filed.
•Please inform us at this time if your phone or
cable TV utilities will be involved with this
installation (see checklist number 9).

The estimate you calculate on this bid sheet will be invoiced and sent to the responsible party for billing. This
party will also receive additional billing or a refund of the difference after the conversion is complete. Final billing
will be calculated off Xcel Energy crew’s final footage and any other work that was provided. If you are requesting
a removal of a utility pole that is owned by Xcel Energy, an additional $200 will be assessed per pole (if applicable).

Restoration
Xcel Energy will install the underground
cable from the first utility pole to the
house. We will fill in the trench, but
will not restore disturbed ground to its
original condition. Also remember that
the disturbed area will settle over time.
We will be extremely cautious around
your trees and shrubs, but Xcel Energy
is not financially responsible for any
damages that may occur. You will have to
put anything moved, such as fencing or
swing sets, back in place.

Ignition sources include outlets, switches and other electric
contact points. Electric meters are not considered ignition
sources, but for extra safety, Xcel Energy needs a 3-foot
separation between the gas meter & vent and the electric
meter stand pipe.

Converting Residential Overhead Electric Service to Underground (up to 400 amps)
Xcel Energy strongly recommends that you hire a licensed electrician to complete any necessary work beyond our wires, which go
to the top of the mast. For example, your meter socket, fuse box or internal wiring may need to be upgraded. Your electrician also
coordinates with your local inspector when the work is finished.
Xcel Energy will not accept customer-installed underground service wire.

Xcel Energy Conversion Charges
Other Costs
Xcel Energy charges to convert your overhead service to
underground between April 15 and Oct. 1 are as follows:
In most cases it will be necessary to hire a professional
electrician to make some changes to your system. For example,
the overhead mast may need to be removed from the top of
your meter box; or your fuse box or meter socket may need to be
upgraded to accept the underground service. Xcel Energy does
not recommend that you try to do these things yourself. Also,
some communities require permits for this type of work and
may charge a fee for the permit application. If you are burying
telephone or cable TV, those companies may also charge a fee
(see Customer Responsibilities inside.)
Base Charge:
$340 per service conversion
Circuit Footage Charge:
$6.50 per trench foot (length of service path)
If actual footage exceeds our estimate, you’ll be charged for the
actual footage when the job is complete.
Charges include material and labor for the service installation
from Xcel Energy point of service to the customer meter socket
regardless of installation method.
No discounts for conduit installation.
Customer is responsible to ensure an unobstructed 10-foot-wide
path for installation. Xcel Energy will determine method of
installation.
Installation does not include restoration of your yard back to its
original condition.
Pole Removal:
$200 per utility pole if applicable.
Winter Construction charges, including a $1,500 deposit, apply to
service conversions from Oct. 1 through April 15. Please call the
Builders Call Line at 1-800-628-2121 for more information.
In Minnesota, North Dakota and South Dakota, once your service
is changed, your Xcel Energy account will be placed on the
Residential Underground Rate. This will increase your monthly
service charge by $2.
Note: Xcel Energy reserves the right to refuse conversion from
an overhead-to-underground service due to excess costs,
impractical field conditions, easement issues, etc.
