Note: Proposed rules were not required before 1947 and explanatory material did not
begin until the mid-1960's. Also, extensive preambles were not required before 1973. In
addition, about 5% of the pages the Office of the Federal Register reports as blank or
skipped pages. Finally, not included in the tally are some 15 pages a day devoted to the
title page, table of contents and reader aids which are numbered with Roman numerals.
