Definitions of the Telecommunication indicators
used in the EUROSTAT telecommunications inquiry
Table 1 – Operators
(Unit: number (NBR))
Number of active operators (only active) offering publicly available telephone services in
fixed or mobile network including managed VoIP. Publicly available telephone services are
available to the general public for initiating and receiving national and international calls and
access to emergency call services. Managed VoIP is a publicly available telephone service,
which has to include access to emergency call services, provided through an IP network,
whereby the operator controls the quality of service. Unmanaged VoIP and peer-to-peer
services are not included. Operator here refers to providers of the service and should be
distinguished from the enterprise. Reference time is the end of the year.

Number of mobile network operators (including mobile service providers) offering
broadband services via 3G mobile networks (UMTS, Wideband CDMA) or
compatible high-speed mobile networks (IMT-2000).

Number of cable network operators offering interactive electronic communication
services such as internet, publicly available telephone services or other data services.
Operators providing only television programme distribution are not included.

NUMBER OF EMPLOYED PERSONS (FTE)
Staff employed by telecommunication operators or parts of enterprises that provide
telecommunication services, facilities based or resale, and other telecommunication
service providers, expressed in full-time equivalents. Part-time staff should be
included in full-time equivalents. The conversion should be carried out on the basis
of the number of hours, days, weeks or months worked.
T1011 NUMBER OF EMPLOYED PERSONS (NBR)
Average-of-the-year staff employed by telecommunication operators or parts of
enterprises that provide telecommunication services, facilities based or resale, and
other telecommunication service providers, expressed in absolute numbers. Parttime staff should be included as number of persons.

during the financial year under review. Retail as well as wholesale revenues should
be included. Any revenues from non-electronic communication services should be
excluded. The sub-items do not have to add up to total turnover, as all possible
sources of revenue are not covered.

REVENUES FROM LEASED LINES
Revenues from the provision of leased lines (private circuits) on retail and wholesale
market. Leased line is a service providing point-to-point data transfer with a constant
bit-rate.

Revenues from the provision of telecommunication services in the fixed networks,
excluding leased lines.

Revenues from mobile networks
Revenues from the provision of cellular mobile telecommunications services (incl.

Revenues from the provision of interconnection services i.e. services provided by

variable specifies the total VoIP traffic, which should also be included in T501,
T506, T403 and T404.

charged a specific premium rate tariff for such value-added services.

domestic mobile networks.

Main telephone lines
A main line is a (fixed) telephone line connecting the subscriber's terminal equipment to
the public switched network and which has a dedicated port in the telephone exchange
equipment. This term is synonymous with the term main station or Direct Exchange Line
(DEL) that are commonly used in telecommunication documents. It may not be the same as
an access line or a subscriber. The number of ISDN channels should be included. Fixed
wireless subscribers should also be included. If not included, specify in a note. (ITU)

PSTN
Number of PSTN connections (network termination points at the end of the year. PSTN
Direct services are defined as a situation where a customer is directly connected to a
telecommunications operator which connects that customer to the public
telecommunications network. Indirect services are provided to customer by means of their
supplier's wholesale access to another operator's PSTN network infrastructure. The ISDN
subscriptions should not be included here.

LEASED LINES
Leased line (also known as private circuit) is a service providing point-to-point data
transfer with a constant bit-rate. Retail and wholesale leased lines should be included.

ISDN (NUMBER OF ISDN CONNECTIONS (NETWORK TERMINATION POINTS))
Number of access lines provided for the ISDN (Integrated Services Digital Network)
Direct services, not specifying, whether basic or primary rate interface service: not number
channels. Direct services are defined as a situation where a customer is directly connected
to a telecommunications operator by a wire, fibre optic or radio link which connects that
customer to the public telecommunications network.

Number of broadband (144 kbit/s or more) Digital Subscriber Line subscriptions (DSL),

use of UMTS or comparable 3G network and which could be identified by the IMEI code.
