1.
INTRODUCTION
National Mission for Clean Ganga under Ministry of Water Resources, River
Development & Ganga Rejuvenation has set objective to ensure effective abatement
of pollution and conservation of the river Ganga by adopting a river basin approach for
comprehensive planning and management. The objective of work envisaged under this
tender is to carry out river surface cleaning under entry level activity for Uttar-Pradesh,
Uttarakhand, Bihar, Jharkhand & West-Bengal.
2.
BRIEF SCOPE OF WORK
Tender for River surface cleaning works is divided into five parts as Part-A (UttarPradesh), Part-B (Uttarakhand), Part-C (Bihar), Part-D (Jharkhand) & Part-E (WestBengal).
The scope of work shall include but not limited to the following:

Mobilization of Equipment/Machine for collection of floating waste in river Ganga.

Collection of floating waste in the river and disposal of the same to a specified
location on the shoreline within a distance of 50m from the shore line towards the
land.

Deployment of manpower for operation & maintenance of machines and also for
collection of floating waste manually where water depth is less and
Equipment/Machine is not maneuverable.

Deployment of Trash Booms for arresting the floating matter without arresting the
movement of boats.

Disposal of waste from specific location on the shoreline to municipal land fill/
other location shall be done by Urban Local Bodies (ULB). However, Contractor
shall coordinate with ULB’s so that the disposal area along the shoreline is
regularly cleared.

Demobilization & Transportation of Equipment/Machine from one town/city and its
mobilization to another town/city for river surface cleaning activity as per directions
of Engineer-in-Charge.

SCOPE OF WORK

Submission of Mobilization Plan of Equipment/Machine within one week from date
of award of work. Bidder to note that all Equipment/Machines shall be deployed at
site within 3 months from date of award of work.

Contractor shall deploy Equipment/Machine at locations as specified in the
Schedule of Rates (SOR) to collect all kinds of floating waste materials in the river
such as flowers, coconuts, plastic bottles/bags, food packets, dead bodies (human
& animal), algae, logs, bamboos and any other wood material, water hyacinth,
other aquatic flora (plants) and any other floating waste.

Contractor scope of work includes comprehensive operation and maintenance of
the machines deployed that includes provision of trained operators, helpers,
supervisor, service engineer and supply of diesel/fuel, oils, lubricants, spares and
consumables.

Dedicated team shall be deployed for operation and maintenance of the machines
deployed in each location.

Contractor shall deploy sufficient number of contingency workers to collect waste
from shoreline areas where the machine may not be able to reach.

Contractor shall dispose the floating waste collected at designated points on the
shoreline from where the Corporation/ULB would arrange for final disposal to the
dumping ground/other location.

Contractor’s scope includes liaisioning/coordination with Owner/Corporation/ULB
for identification of disposal points along the river where the collected waste can
be disposed. Responsibility for transferring collected waste to dumping ground will
be that of the Owner/Corporation/ULBs.

Liaisoning required with authorities having jurisdiction of Centre/State/ULBs shall
be done by the contractor at his own cost.

The contractor shall run the machine in the entire service area as per directions of
Engineer-in-Charge.

Records of river surface cleaning such as number of machine loads of waste
disposed daily on the shoreline to be maintained.

Daily log book shall be maintained to record number of shifts operated, location,
number of loads, machine hours as per hour meter and attendance of contingency
staff. It shall be Contractor’s responsibility to get the Log Book validated by
Engineer-in-Charge.

Contractor shall be responsible for watch and ward and will have to insure
machines against all risks of theft, natural calamities etc.

Statutory paperwork such as (Form 38/39 in UP and equivalent in other states)
and other related paperwork to ensure smooth passage of the machines to and
from location where river surface cleaning required would be provided by
Owner/Corporation/ ULB.

If the human dead bodies are found during the collection of waste, contractor to
inform the local police and do the necessary liaisoning/procedural compliance. No
additional amount shall be payable to Contractor for the same.

The above referred activities shall be documented and daily, weekly and Monthly
status/progress report shall be submitted along with pre & post scenario
conditions which shall be photographed/ video graphed (within the area of
services on daily basis). Photography/videography shall be carried out during
collection of waste, disposal of waste at river shore and collection of waste by ULB
for further disposal.

The contractor shall comply with legal orders and directions of the local or public
authority or Municipality and abide by their rules and regulations and pay all fees
and charges, which he may be liable. No additional amount shall be payable to
Contractor for the same.

Work shall be carried out on all days (with one weekly off day) as per the
requirements. The contractor shall attend complaints received in connection with
the services immediately.

The contractor shall provide its staff, employ skilled, semi-skilled and unskilled
labor in sufficient Number to carry out service and a minimum two set of uniforms
mentioned with Logo of “Namami Gange”. The staff & Labor shall also display a
photo identity card on their person clipped to the shirt at all times.

“Namami Gange” Logo shall be mentioned at the local boat (Blue in colour),
equipments, vehicles deployed by the contractor to implement the work /services.
Contractor shall also put require banners of NMCG/PMC/ULBs as per direction of
Engineer-In-charge.

The contractor shall take at his own cost, necessary insurance cover in respect of
staff and other personnel to be employed or engaged by him in connection with
the afore mentioned services to be rendered to concerned ULB/SPMG/NMCG and
shall comply with all relevant labour laws as applicable to the area as existing or
as may be mentioned during the contract period and shall indemnify concerned
ULB/SPMG/NMCG against all acts of omissions, fault, breaches and or any claim
or demand, loss injury and expenses to which concerned ULB/SPMG/NMCG may

be party or involved as a result of the contractors failure to comply and of the
obligation under the relevant act law which the contractor is to follow.

The cost of machine maintenance shall be borne by the contractor.

The contractor should ensure that all the mechanized equipments are compliant
with the National/ State Environment Norm.

The cost of running charges of machines i.e. for diesel/fuel/battery/spare parts,
replacement of parts etc. shall be borne by the contractor and nothing extra is
payable.

Contractor shall prepare a Health & Safety guideline and submit the same to
Engineer-in-Charge for approval.

Contractor shall provide at least 3 numbers of Life Jackets (marine) & 4 numbers
of Life Buoys with each equipment/machine deployed in the river. Any other life
saving apparatus required to be kept in the equipment/machine as per Statutory
Guidelines shall be Contractor’s responsibility. No additional payment shall be
made for the same.

It shall be Contractor’s responsibility to rectify the machines for any defects within
a period of 2 days.

For operation of the machine/equipment the Contractor shall deploy operators
possessing a valid professional driving license/ certificate/ permit to run such
floating machine from concerned official authority of GOI/State Government.
4.
SPECIFICATIONS O F THE EQUIPMENT/MACHINE
The equipment/machine proposed to carry out the river surface cleaning activity shall
have the following parameters as minimum,
i.
The equipment/machine shall be equipped with conveyor system with minimum
width of 1.0 m for loading/unloading/storage of floating waste.
ii.
The equipment/machine shall be capable of floating and collecting floating waste
in minimum 2 feet water depth (under full load condition).
iii.
The equipment/machine shall be capable of cutting and collecting Weeds / Water
Hyacinths & other flora growing in the river.
iv.
The equipment/machine shall have trash/waste storage capacity of minimum 5
cum.
v.
The equipment/machine shall have speed of 5 kmph (max.) as minimum
requirement.
vi.
The operator area of the equipment/machine shall be provided with sun
shade/canopy.

vii.
The engine of the proposed equipment/machine shall be minimum 20 HP confirm
to BS-III/EURO-III standard as minimum.
5.
TIME SCHEDULE
Time schedule for river surface cleaning is 36 months reckoned from date of award of
work. However it shall be different for each machine depending upon the mobilization.

SCOPE OF SUPPLY

Contractor’s Scope of Supply:
All materials, machinery, equipments and consumables required for satisfactory
completion of the job shall be supplied by contractor. Contractor’s scope shall also
include arranging of all tools, tackles, equipments, machinery required for satisfactory
completion of the job.
