Project Approval at the Riga City Construction Board Full construction process in the City of Riga 1. In order to start developing a construction project and the implementation of the idea, the Riga City Construction Board (4, Amatu Street) must be approached, submitting information on the desirable preliminary plan of the construction, its location, the planned scope of work, placement in the land plot and the type of construction (reconstruction, renovation or construction of a new building). 2. The Construction Board evaluates whether the construction idea corresponds with the regulations on the planning, construction and use of the territory of Riga City, depending upon the territory and the scale of the construction plan, and issues: – planning and architecture terms of reference (PATR), indicating the regulations that must be complied with in the implementation of the construction idea; – or commissions public discussions; – or commissions an open architectural competition; – or commissions a spatial plan for the territory. 3. The party commissioning the project pays the calculated construction duty in the amount of 40 % of the total sum. 4. The construction project is elaborated in compliance with the issued planning and architectural terms of reference. Depending upon the size of the project, when elaborating the construction project it is necessary to: – receive technical regulations for connecting the site to engineering networks; – carry out topographical surveying; – perform a geological study. 5. While preparing the project of the construction, in accordance with the references included in the planning and architectural terms of reference, the following must be elaborated and submitted to the Riga City Construction Board for evaluation and approval: – technical project and its examination in cases provided for by the General Construction regulations; – or the preliminary design, the technical project and project examination, in cases provided for by the General Construction regulations; – or an elaborated preliminary design and its examination in cases provided for by the General Construction regulations. 6. Following the approval of the elaborated preliminary design or technical project by the Construction Board and upon presenting all the necessary agreements with the construction manager, construction supervisor and other necessary participants of the construction process, the party initiating the construction applies for a building permit to start the construction works. 7. The party commissioning the project pays the infrastructure duty and the calculated construction duty – in the amount of 60 % of the calculated sums. 8. The Construction Board examines the documents submitted for starting the construction works and issues a building permit to start the construction works. 9. During the construction process the Construction Inspectorate monitors the compliance of the performed works with the existing regulations and the approved project. 10. The party commissioning the project pays the infrastructure tax in the amount of 40 % of the total sum. 11. After completing the works scheduled in the construction project the project developer submits to the Riga City Construction Board a confirmation that the construction is ready to be commissioned. 12. A committee for commissioning the building is established, which verifies the compliance of the works with the approved project and passes a decision on the readiness of the building for commissioning. 13. The building is ready to be commissioned.
