QUESTIONS FROM POTENTIAL BIDDERS
Questions from Potential Bidders
1. Franchise Fees, Page 8, section 3: Please confirm that our proposed
numbers are not to include franchise fees and that any franchise fees later
assessed will not affect the rates we propose.
2. Bulk Waste/White Goods, Page 10, Section 5.2, and paragraph 4: It states
not to exceed 50 pounds. This would exclude heavier appliances such as
refrigerators, etc. Is this an oversight or will the City limit to 50 pounds?
3. Yard Trimmings, Page 10, Section 5.2, and paragraph 5: It states “stacked in
an 18” bundle”. Will the stacks be required to be tied or loose?
4. Compensation, Page 13, Section 5.2, and paragraph 17: Will there be any
price increases allowed during the first five years? Will the City consider
the inclusion of a CPI clause?
5. Projected Time Table, Page 5, and Section 1.7: Would the City consider
extending the proposed close date by 1-2 weeks?
6. Background, Page 3, Section 1.2: Our house count numbers are lower than
the stated 15,000. Are there multifamily homes included in this number that
may have commercial service? Are there more homes being collected by
another contractor?
7. What will the franchise fee be if the bid is awarded?
8. What is your current residential waste tonnage per month?
9. What is your current residential recycling tonnage per month?
10.Are there opportunities for commercial trash/recycling services?
11.Is recycling mandatory? Would that be a possibility in the future?
12.Pages 19&20 Option 4, 5 and 6 - What is meant by the word –combined?
13.Is the City asking for a rate from the hauler- for garbage and yard trimmings
in one truck during service and recycling in another truck when servicing
and then use the same format as Option 1, 2 and 3?
14.May a bidder provide the audited financials of its ultimate parent company
(Annual Report) if it is a subsidiary of a publicly traded company that files a
consolidated tax return?
15.When will the City determine the franchise fee?
16.Do you anticipate the Peachtree Corners program to be “contents of cart
only” or is the provider expected to collect unlimited quantities of material
at curbside? As an example, may a resident place a 95-gallon garbage cart as
well as numerous plastic bags of garbage at curbside on his/her collection
day or is collection limited to the contents of the cart only?
17.Elderly and Disabled Page 11 - What is your best estimate of the number of
households over the age of 65 that will qualify for the 15% discount? Is
there an upper limit to the number of households that will be discounted?
18.Elderly and Disabled Page 11 - Typically, side door service is limited to no
more than 2 – 3 % of total households. Do you anticipate 10% will avail
themselves of side door service? Is it correct to understand that “elderly”
qualifying for side door service is defined as 65 years of age or older?
19.Section 3 Page 8 Franchise Fees - The required franchise fee payable to the
City is left potentially unlimited as required by the Mayor and Council.
Would the City consider stipulating the franchise fee, perhaps at 6%, shall
be included in the pricing provided in response to the RFP as a mechanism
to receive the most accurate proposals absent disclaimers to protect haulers
from unknown future franchisee fees and rates?
20.Section 5 Page 8 Bulk Items - Reads 65 gallon rollout cart. Should that be a
95-gallon garbage cart? Is it correct to understand the City seeks pricing for
95-gallon rollout carts for garbage and 65-gallon rollout carts and/or 18gallon bins for recyclables?
21.Yard Trimmings Page 10 - Is there a limit per week (ex: 8 bags and/or
bundles) or is the hauler expected to collect unlimited amounts of yard
trimmings? Will the City add a stipulation that all yard trimmings are
resident generated and DO NOT include any business and/or commercially
generated yard debris?
22.Will the City permit additional holidays each year – ex. 4th of July, Labor
Day, and Memorial Day?
