GRANT PROGRAM FOR CONSTRUCTION OF NEW SINGLE FAMILY DWELLINGS
I.
OBJECTIVE
a. To encourage new construction of single family residential dwellings on lots
located within the City of Avoca’s Urban Renewal Area #1.
II.
DESCRIPTION
a. The City of Avoca will provide grants to developers and/or homeowners to assist
with the construction of new single family residential dwellings located within
Urban Renewal Area #1.
b. A developer or a homeowner may apply for the full grant; however each
individual property will only be eligible for funding on a single-time basis.
c. On a case-by-case basis the City will negotiate agreements with developers that
will allow them to claim up to half of the eligible grant funds, while leaving at
least half of the eligible grant funds to be claimed by homeowners.
III.
ELIGIBILITY CRITERIA
a. The project must be located in Urban Renewal Area #1, which includes all areas
within the corporate boundaries of the City located south of Interstate-80. See
Exhibit A for corporate boundaries of the City of Avoca.
b. The project must consist of a single family residence with an attached two-car
garage.
c. All applications for the program must be filed with a building permit. Conditional
approval for the project will be granted with in conjunction with the building
permit, although a final approval will be required prior to the disbursement of
grant funds.
d. The property must front on a street in which water and sanitary sewer mains exist
at time of final approval.
e. The completed project must comply with all applicable zoning, building or other
statutes.
IV.
ELIGIBLE ASSISTANCE
a. The homeowner/developer of an approved project will receive a grant based upon
the appraised value of the single-family home constructed. The following terms
will be used in calculating the grant:
i. Minimum qualifying appraised value will be $100,000. At the minimum
qualifying appraisal the homeowner/developer will qualify for a $5,000
grant upon final approval.
ii. For each $1,000 of appraised value in excess of the minimum qualifying
appraised value, the homeowner/developer will qualify for an additional
$25 of grant funding. For example, a home with an appraised value of
$125,000 would qualify for $5,625 in grant funds.
iii. The maximum available grant for any one property will be capped at
$7,500.
iv. Qualified projects will also receive the sanitary sewer tap and water
distribution system tap at no cost.

v. Qualified applicants will also receive one free year of family membership
at the Avoca Aquatic Center and Avoca Municipal Golf Course, including
cart path fees.
b. The successful applicant to whom a grant is payable may assign the grant to
another party.
V.
CONDITIONAL APPROVAL
a.
Authorization of conditional approval lies with the City Manager.
b. Conditional approval is contingent on available funding as authorized by the City
Council for this purpose.
c. Conditional approval expires 12 months from the issuance of the building permit
unless substantial completion has been achieved on the dwelling.
VI.
APPLICATION, REVIEW AND APPROVAL PROCEDURES
a. Applications for grants under this program (see Exhibit B) are to be submitted to
the City Manager for review.
b. Applications will be received on a first-come, first-served basis.
c. Applicants will be notified in writing of the conditional approval or rejection of
their application.
d. Final approval will be granted by resolution of the City Council.
e. Final approval is contingent upon complying with all eligibility requirements.
f. Final approval is subject to the completion of construction as determined by
closure of all building permits related to the project and the issuance of the
occupancy permit.
g. Grant will be paid to successful applicant upon final approval.
