Project Identification: PIPING Project LBB TRACON AND ATCT –REFURBISH LAVATORY AND REPLACE 1. Project Location: Lubbock Preston Smith International Airport 2. Owner's Representative: FAA Resident Engineer/COR a. All work performed and all materials and equipment used are subject to approval by the “Contracting Officer Representative” (COR). The drawings make reference to “Resident Engineer” (RE), which is equivalent to COR/RE. B. Designers: Terminal Engineering Services, AJW-C11C. C. Remove and replace the sewer line extending to the base building restrooms and the Janitor Room. Provide temporary break room facilities. Remove and replace sewer line in ATCT. Asbestos abatement and reseal of the ATCT catwalk. D. 1.4 CSA-2669 In all three Restrooms and Custodial Room: remove all flooring, plumbing fixtures, electrical fixtures, wall coverings, shelving, partitions, hung ceilings. Modernize Men's and Women's Restrooms for accessible sinks, toilets, and urinals. Modernize Tower Restroom. Modernize Custodial Room. Provide temporary restroom facilities. The facility is operational on a 24 hour basis and must remain so with the least amount of noise and disruption. Drawing Convention – The contract drawings for this project are revisions to the original construction drawings for the facility. All dimensions are for informational purposes only and shall be field verified by the Contractor. WORK UNDER CONTRACT A. 1.5 General: a. Contractor must supply a full item by item breakdown of their bid with the following headings: 1. ACM removal in Break Room and Catwalk 2. Restrooms, Break Room, Conference Room, Custodial Room 3. TRACON piping including concrete floor repair. 4. Tower piping 5. Catwalk 6. Temporary Faculties USE OF PREMISES A. General: Contractor shall have limited and restricted use of the premises for construction operations as indicated by FAA COR in coordination with Facility Operations personnel. B. Use of Existing Building: Maintain existing building in a weather tight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period. 1.6 COORDINATION WITH OCCUPANTS A. Partial Owner Occupancy: FAA personnel will occupy the premises during the entire construction period, with the exception of areas under construction. Cooperate with COR/RE during construction operations to minimize conflicts and facilitate continual usage of facility. Perform the Work so as not to interfere with facility operations. Maintain existing exits unless otherwise indicated. 1. Existing Facility Operations: The LBB is a 24-hour, 7 days per week operating facility. It will be necessary to coordinate all construction activities so as not to interfere with the facility’s operation. Work must be scheduled and planned by the contractor, and coordinated with the COR/RE so that normal facility operations may continue WITHOUT disruption and/or interference. 2. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the CO and/or COR/RE. SUMMARY 01100 - 2 LBB LAVATORY/ PIPING CSA-2669 3. The General Contractor (GC) must not block the LBB facility’s main entrance during the entire construction period, especially during controller shift changes, 06:30AM - 08:00AM and 02:30PM - 04:00PM. Extensive coordination between the general contractor and FAA personnel (COR/RE) shall be required at all times. 4. Contractor must coordinate all night and weekend work with COR/RE. 5. GC must provide, on a weekly basis, a two-week look ahead schedule of work. Schedules must be submitted by 0500 hrs, every Thursday, to the COR/RE. 6. Provide not less than seventy-two (72) hours’ notice to COR/RE of activities that will affect the LBB facility operations. B. Project Coordination: The contractor must prepare a detailed schedule of work and work layout to resolve conflicts and to ensure coordination of the work by different trades. It shall be the duty of the contractor to resolve all coordination conflicts that arise among his subcontractors. The contractor shall coordinate all day-to-day schedules in advance with the COR/RE to prevent delays. Specific coordination may periodically be required. See Section 013100 (Project Management and Coordination) for more information. C. Work Affecting Operational Systems: The contractor must coordinate all work, which has or may have any impact on any operation of the LBB facility, through the COR/RE. The contractor must immediately cease any work, which is adversely impacting the operation of the LBB facility, and must immediately repair or restore any portion of the facility that has been damaged or suffered diminished performance as a result of the contractor's activities. D. Local Permits and Coordination: The Contractor shall be responsible for obtaining permits, payment of all building fees, inspection fees, utility connection charges and any other fees or charges which may be incurred in the performance of this contract. E. Applicable Documents: The contractor shall comply with all local city, county, and state construction codes. 1.7 WORK RESTRICTIONS A. Duration for this project is 210 calendar days. The contractor shall complete this project, including final clean-up of the premises and storage and equipment areas within this duration. This shall include operational testing of systems. On-Site Work Hours: All work hours, shifts, and overtime work must be coordinated with the COR/RE fourteen (14) days in advance. This is important due to security requirements. Before commencing construction, furnish to the COR/RE a statement of hours per day and days per week to normally be worked and approximate number of persons on the job for a normal work shift. Normal work hours for the project are to be from 08:00AM – 05:00PM, Monday through Friday. There is a high potential for night time working hours due to facility disruptions. The extent of the night work will be discussed at the preconstruction meeting with the COR/RE and the LBB facility. The contractor must observe all Federal Holidays and no overtime work will be allowed unless a request has been submitted and approved in writing at least 14 days in advance. Weekend work must be coordinated with the COR/RE and the LBB facility at least 14 days in advance. B. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to the LBB facility. Obtain CO’s written permission before proceeding with disruptive operations. Submit a Material Safety Data Sheet (MSDS) with samples of all potential vapor emitting materials to COR/RE. Allow a minimum of seven (7) days for review and approval of materials submitted. Night work is permissible but must be coordinated with the COR/RE and approved by the facility management. No work shall be performed during the following Holiday Moratoriums: a. Thanksgiving Holiday starting 7:00 p.m. (EST) o18 November, 2016 through 3:00 a.m. (EST), 28 November, 2016. b. Christmas/New Year Holiday starting 7:00 p.m. (EST) on 22 December 2016 through 3:00 a.m. (EST), 3 January 2016. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated: 1. 2. Do not proceed with utility interruptions without the FAA Resident Engineer written permission. No work shall be performed during the following Holiday Moratoriums. 1. Christmas/New Year Holiday starting 7:00 p.m. (EST) on 22 December 2016 through 3:00 a.m. (EST), 3 January 2016. ACCEPTANCE AND WARRANTIES A. Upon substantial completion of work, the FAA will conduct Contractor Acceptance Inspections (CAI). At the appropriate stage after the CAI, the work will be considered Substantially Complete, and the FAA will assume occupancy of the work at a date identified as Beneficial Occupancy Date (BOD). Other contractor acceptance inspections will be conducted prior to partial FAA occupancies. A final inspection, called Joint Acceptance Inspection (JAI), to determine FAA acceptance of the total work, will then be conducted. B. Contractor must provide written warranty for material and equipment furnished by the various manufacturers for the following periods: 1. 2. 3. 4. 5. 6. 7. 1.9 General construction: 2-year warranty. Mirrors: 15 years Architectural finishes: 2-year warranty. Structural: 10 years Mechanical and Plumbing: 2-year warranty, unless otherwise stated. Electrical: 2-year warranty, unless otherwise stated. All other equipment and finishes: 2-year warranty SPECIFICATION FORMATS AND CONVENTIONS A. Specification Format: The Specifications are organized into Divisions and Sections using the 16-division format and CSI/CSC's "MasterFormat" numbering system. 1. Section Identification: The Specifications use Section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the SUMMARY 01100 - 4 LBB LAVATORY/ PIPING 2. B. sequence is incomplete because all available Section numbers are not used. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of Sections in the Contract Documents. Division 01: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows: 1. 2. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates. Imperative mood and streamlined language are generally used in the Specifications. Requirements expressed in the imperative mood are to be performed by Contractor. Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted. a. 1.10 A. FAA ESCORT: Contractor shall provide the building owner with a list of contractor’s personnel who will require access to the site. The list shall be kept current during project work. SECURITY INVESTIGATION: 1. D. FAA will provide a Resident Engineer to Escort Contractor on a Full Time Basis during work hours listed above. PERSONNEL LIST: 1. C. CSA-2669 Contractor’s personnel will have a security investigation by the FAA. Upon request by the Resident Engineer, the contractor shall promptly complete all security forms provided the by Resident Engineer. RIGHT TO SEARCH: 1. Current procedures at FAA facilities include the “right to search.” If in the judgment of the FAA, a reason to search a vehicle or person exists, such search will be made.
