Chairman’s Report for the TC on National Electrical Code Making Panel 1
Signature:
1) Date(s) and location of meeting: January 19-22,
2015; Sonesta Resort, Hilton Head Island SC
2) List names of guests in attendance:
3) List names of guests addressing the Panel/TC, the subject of their address,
and the length of time they spoke:
a. Nehad El-Sharif, Littelfuse; Subject: PIs related to updating the
GFCIs definition and including a new definition for equipment
ground fault protection devices. Duration: 10 minutes.
b. Jim Dollard, IBEW; Subject: PIs related to Sec. 110.16, ArcFlash Hazard Warning. Duration: 15 minutes.
4) Number of Pubic Inputs acted upon: 258
5) Number of First Revisions created: 54
6) List any Task Groups appointed to work subsequent to the First Draft
Meeting, along with the names of members of the Task Group(s): N/A
7) List any request contained in a Response or Statement that require NEC
Correlating Committee attention:
 PI 3681 relative to global DC voltage thresholds was resolved. CC
consideration of the global implications of DC voltages is recommended.
 PI 1211 was the basis for a First Revision related to including the removal
of conductors etc. under the Scope in 90.2(A).
 PIs 4067, 4070, and 4072 were the basis for a First Revision related to
excluding certain installations from the Scope of the NEC in 90.2(B).
 PIs 2590 and 684 were the basis for a First Revision modifying the Code
Arrangement in 90.3. This FR may result in the need for significant
correlating activities in Chapters 5, 6 and 7 related to identification of
specific requirements being supplemented or modified within Chapters 5-7.
 PIs 4619 and 698 were the basis for a First Revision replacing the word
“wires” with “conductors” in 90.8(B). Because both words are used
frequently throughout the Code, consideration by the CC and Usability
Task Group is recommended.
 PI 4329, seeking to relocate all definitions to Article 100, was the basis for
a First Revision.
 PIs 2894 and 2109 were the basis for a First Revision to the definition of

building in Article 100. CC consideration of the global implications is
recommended.
PIs 1004 and 1003 were the basis for a First Revision adding a new
definition for electrical circuit protective system in Article 100.
PIs 3874, 3969, and 555 related to proposed changes to the definition of
Qualified Person in Article 100 were resolved. Additionally, referral to the
Editorial Task Group on the referenced date of NFPA 70E is
recommended.
PIs 881 and 1073 relative to use of the phrase “listed and labeled” were
resolved. Multiple PIs on this topic throughout the NEC had been
proposed, including Panel 18 action in creating First Revisions.
PIs 1491, 4789, 551, and 4626 were the basis for a First Revision related to
additional field markings for arc-flash hazard in 110.16. Scope relative to
the work practices of NFPA 70E was carefully considered by the Panel,
and the Panel action supports the opportunity for public review and
comment.
PIs 492 and 3578 were the basis for a First Revision relative to the
identification of the people who are identified to perform the fault-current
calculations in 110.24(A).
PIs 1065, 3263, and 1513 were the basis for a First Revision adding
general requirements in 110.26 for working space of equipment that is
often installed in spaces with limited access. PI 1066 would delete the
specific requirement relative to limited access for duct heaters in 424.66 in
favor of a general requirement in 110.26. We understand Panel 17 spoke
favorably of the proposed action, but resolved PI 1066 pending action by
Panel 1.
PI 382 was in part the basis (with PIs 1516, 3265 and 2181) for a First
Revision to 110.27 related to the identified voltage. Consideration of the
modified terminology is recommended.
PI 4117 was the basis for a First Revision adding new requirements for
inspections and tests for high voltage systems. Consideration of the need
for referral to the High Voltage Task Group is requested.
8) List any Public Inputs or First Revisions, in your opinion, that needs to be
referred to another TC for information or correlation:
 PIs 1004 and 1003 were the basis for a First Revision adding a new
definition for electrical circuit protective system. Referral to Panel 16 for
information and correlation is recommended.
 PI 2937 relative to requirements when conductors are increased in size
from the minimum size that has sufficient ampacity was resolved. Referral
to Panel 6 for information is recommended.
 PIs 492 and 3578 were the basis for a First Revision relative to the
performance of the fault-current calculations in 110.24(A). Referral to
Panel 13 for information is recommended.
 PIs 1065, 3263, and 1513 were the basis for a First Revision adding
general requirements in 110.26 for working space of equipment that is

often installed in spaces with limited access. Referral to Panel 17 is
requested for information and correlation.
PI 1326, relative to enclosure types for hazardous locations in 110.28 was
resolved. Referral to Panel 14 for information is recommended.
9) List any Public Inputs or First Revisions that should be referred to the
Toxicity Advisory Committee: N/A
10) List all Public Inputs or First Revisions related to combustibles in plenums
or other air handling spaces: N/A
11) Identify any issues that should be brought to the attention of the NFPA
Research Foundation for their input and assistance: N/A at this time.
12) List any general requests for information or assistance from the NEC
Correlating Committee: N/A
13) Provide any additional information that you feel would be helpful to the
NEC Correlating Committee, staff, or to the process in general: The first Panel
meeting using the new development process was successful and efficient,
reflecting efforts by the NFPA staff, Panel members, and the Code user
community.
