Using sport as a tool for prevention of racism and violence Sport teaches us not only joy from physical exercise and peaceful competition but also the need to obey rules Need to tackle root causes of racism and violence at the very early stage Need to realise that if young people will not be influence by positive way they may be influence by negative group and environment in a negative way Influence of youth and children, especially from deprived conditions, by providing sport exercise/engagement through different government, municipal, NGO, schools, sport clubs initiatives The work shop should exchange experience what works and what not, stimulate new ideas and initiatives and also should discuss how to stimulate the need to be engaged in preventive actions within the sport world The format and the opinions expressed in this contribution are those of the author and do not all necessarily reflect the official policy of the EPAS and of the Council of Europe. The sport world should come with initiatives encouraging inter-cultural dialogue Media play an important role in presenting intercultural nature of sport life New way of both promoting intercultural nature of sport and „marketing“ its manifestations should be sought The workshop should exchange ideas and strength the need to find new ways of promoting intercultural dialog through sport; should discuss the role of sport organizations, minorities, media, government bodies and NGO representatives The format and the opinions expressed in this contribution are those of the author and do not all necessarily reflect the official policy of the EPAS and of the Council of Europe. Sport itself is not only area where positive influencing of children and youth can be made There are other areas in education, social life, culture where youth can be positively formed and influenced. Education is not enough to prevent and suppress racism and violence in society and in sport in particular It is a role of legal system to define clearly what is permitted and what is not Legal framework is even more important when dealing with issues wit no clear consensus There are number of different international recommendation – national experts should be aware of them The workshop should discuss the issue of developing proper national regulatory framework with the full use of international recommendations and experts The format and the opinions expressed in this contribution are those of the author and do not all necessarily reflect the official policy of the EPAS and of the Council of Europe. Legal regulations should be accompanied by rigorous enforcement Enforcement means determines, evidence gathering skills, tactical plans It needs experience police officers, training, cooperation with other actors There are specific obstacles in enforcement of anti-racist and anti-violence legislation – like prejudices that „some „violence and racism“ can be tolerated as a part of sport life The workshop should deal with conditions of proper law enforcement of racism and violence and possible cooperation in this respect The format and the opinions expressed in this contribution are those of the author and do not all necessarily reflect the official policy of the EPAS and of the Council of Europe. Racist and violence behaviour should be properly sanctioned Not all sanctions best fits to the offence There are number of sanctions which prove to be more effective and less costly – like stadium banning orders, community work, probation etc. Sometimes judicial system are reluctant to impose the proper sanction because of presumed minority of the offence or because of improper evidence There is need for legal education – offenders should know consequences of their behavior The workshops will deal with good examples of effective sanctions and how to overcome obstacles and difficulties The format and the opinions expressed in this contribution are those of the author and do not all necessarily reflect the official policy of the EPAS and of the Council of Europe.
