Step 4 Objective Criteria
Objective Criteria (Non-weighted criterion)
In terms of the PPPFA, the application of objective criteria may be a valid and justifiable reason why
a tender is not awarded to the highest scoring / highest ranked supplier, after application of the
90:10 preference points system. Objective criteria will generally be applied after evaluation, and are
generally the criteria / conditions specifically linked to contract award (viz., legal compliance,
adherence to contract terms and conditions. The requirements for the objective criteria do not form
part of the above Part A and Part B; however, they will be required from the recommended
tenderer/s to submit them before the contract award
NOTE: SAFETY: The documents required as Objective criteria should be in line with the scope
of work
NOTE: SD& L: The objective criteria of this package are to advance participation of Local
businesses especially those that are within designated Local to site areas.
The Project team has therefore, identified opportunities to determine Local development
objectives which enable Eskom to maximise its contribution in the growth and development of
the Local Economy. The objective criteria include the following:
1. Supplier Development and Localisation
The objective criteria for boiler turbine roof repair are to advance participation of businesses
that are BBBEE compliant around South Africa.
Job Creation
Suppliers should mention the number of jobs created and retained as a direct result of the contract.
These proposals shall be made in the SD&L Compliance Matrix as shown below.
Suppliers are required to source local to site labour on semi-skilled and unskilled labour to increase
job creation around Duvha Power Station.

The objective criteria for boiler turbine roof repair are to advance participation of businesses that
are BBBEE compliant around South Africa.
