Remote Operations in the context of IO:
is onshore control room the ultimate IO scenario?

3 Topics – for todays presentation
• Remote operations is very often linked to
establishing/moving the control room from offshore to
onshore in the Norwegian context. Is that all?
• The technology available gives us the possibilities to
remotely operate, maintain and monitor many of the
offshore O&G field safely from shore.
• This presentation will highlight what Remote Operations can
be, and highlight some of the challenges of implementing
Remote Operations in an IO context.

4 A step against generation 2
24/7 Integrated onshore operation centers and control rooms
IO = ”Real time data onshore for offshore fields and new integrated work processes” (Norwegian oil and gas
association)
IO = ”Use of Information Technology to change work processes to achieve better decisions, to
remote control equipment and processes and to move functions and personnel to onshore” (White
paper 38 (2003-2004)
IO = ”Use of information teknology to change work processes to achieve better decisions. The
technology eneables remote control of equipment nd processes. Functions and personel can be
moved from offshore to onshore.” (White Paper 28 (2010-2011)

6 Generation 1 case – BP Valhall

BP – Valhall Re-development project has delivered control rooms both onshore and offshore, which gives
Valhall the ability to have:

collaborative working within and between the onshore and offshore teams and other locations

24/7 onshore monitoring and control

training and simulation offshore/onshore via the operator training simulator

integrated emergency response

This shall support the Integrated Operation vision of “one team independent of where people are located”

BP levels of Remote Control:

Level 1 (offshore control): - Control in the field, with remote
monitoring and support – ie an offshore control room
connected to a remote onshore support centre
Level 2 (Partial Onshore Control) –
Shared control from a remote
location – at Valhall this means an
offshore and onshore control room
with shared responsibilities for
operations and surveillance between
offshore and onshore

The Strategy for Valhall is to
progress to Level 3 (Onshore
Control) - Full remote control from
Valhall onshore control room, but
maintaining a local field crew to
provide surveillance and to

8 Generation 2 case – Total Martin Linge






The main objective for Martin Linge IO is to make quicker and better informed decisions in
a distributed organization, based on right time information which is commonly available to
the different disciplines independent of location throughout the field lifetime.
The aim for Martin Linge is to work closer and more integrated together with selected
vendors and service contractors (ref. the OLF IO Generation 2 model).
For Martin Linge, IO is an integrated and natural part of the operation and maintenance
(O&M).
All field data needed to achieve full
condition monitoring and performance of
equipment and systems, as well as data
needed for production optimization and
drilling performance, will be gathered.
The mindset will be that IO is not a
separate system or element; it is an
integration of people, process, technology
and organisation
IO will also influence on the architect
work, in order to create working arenas
suited for integrated operations.

Integrated Operations and remote control in the
“PPTO”- perspective
IO = ”Use of Information Technology to change work processes to achieve better
decisions, to remote control equipment and processes and to move functions and
personnel to onshore” (White paper 38 – about the Petroleum sector (2003-2004)

10 The development of control rooms towards remote control
• Specialized local and hardwired equipment with simple
software
• No/limited infrastructure/network connections between
offshore and onshore
• Fiber possibilities, IT equipment and windows control system
• Onshore nodes, redundancy of network, high availability and
reliability

How advanced is it to establish an onshore control room to
15 remotely control an offshore installation 24/7?

The physical control room; architectural layout and functionalities is very
standardized

Some adaptions to onshore regulations, laws and standards


The working environment act, TEK10, NORSOK, ISO 11064, TIA-942, etc
Most companies have incorporated Integrated Operations and some
remote monitoring/control in their Operating Philosophy, but the
Operating Philosophy needs to be developed into Functional
requirements covering:

Supporting infrastructure, networks, utility systems and other technology to
achieve availability/uptime and redundancy for a secure and reliable data
transmission between onshore and offshore.

16 The political and cultural game around remote control

Within the PPTO-perspective the most challenging area is the people…:

Employees

Offshore and onshore management

Labor unions

Safety delegates

The authorities

NPD, PSA, The Labor Inspection authority, The data inspectorate, etc
Partners


What is the business case??

Competition

Others
The human beings – are they willing to change??

17 is onshore control room the ultimate IO scenario?

The control room itself onshore is not enough, will quickly became
a “show-room” with no content

Need to incorporate all elements of the PPTO-perspective

Needs to educate and train “champions” to keep focus and
maintain goals of IO and Operating Philosophy

Don´t forget; Most of us will claim that we are adaptable and open
for changes, but in reality we are as human beings very resistance
to changes……
