. Contractors may do the work and sell the products for any job but contractors may not submit rebates for property owners or receive the rebate checks on behalf of the owners. Contractors may submit rebate applications for purchase and installation of equipment on new contruction where a full irrigation system is installed and there is no homeowner (property is owned by developer when equipment was installed).
If you are a contractor and wish to assist homeowners in receiving a rebate for products that you purchase and install for them, you will need to provide the homeowner with an invoice which shows clearly the product or item installed by name and brand, the quantity (in the case of nozzles, heads, etc), and the retail cost (their cost) for that product not including labor. The invoice needs to be detailed enough as to leave no question about the brand, exact product installed, the date of installation and the address where products were installed.
This program can be used as an incentive for you to help the homeowers get better products and more efficient systems for less cost, but the rebate must go to the property or homeowner. You can help them fill out the application and even send it for them, but they have to receive the rebate to their address.
A price comparison will be made between your submitted product cost (on invoice provided to your customer) and the suggested retail cost for the product from the manufacturer. Homeowners will not receive a rebate which exceeds 50% of the suggested retail cost for any product. The program is intended to assist you as a contractor in promoting your business and helping homeowners receive some savings off of the total cost of the job you are performing, while not taking away from your work and ability to be paid in full for the work you do. If you are charging too much for a controller and the homeowner submits a rebate application, they may know they were not treated fairly based on their rebated amount which will be based on the average retail cost of that item from local vendors
The overall objective of this program is intended to assist water users in becoming more efficient with irrigation scheduling, therefore reducing wasted water while maintaining the desired level of quality in the landscape. Please be conscientious and help homeowners be more efficient. If needed, please suggest to the homeowner that there are free resources available to help them manage their irrigation and become more efficient. These programs include:

A free water check or sprinkler system audit (takes an hour and will help homeowners with proper scheduling).
2.
Free landscape classes (held in Layton at the Learning Garden, visit www.weberbasin.com/conservation for details).
3.
The Learning Garden (2 acre garden, open free to the public to provide ideas and education about plants, irrigation, soils, lawns, etc.).
We encourage you as contractors to continue to do the quality work you have been doing. It is our desire to work with you and help educate homeowners about the need for properly designed and installed irrigation systems with the best products. The outcome will be healthy, beautiful landscapes which require and use much less water, thus extending water supply and the continuation of the beauty and landscape aesthetic which we enjoy. Water will be the driving influence that could affect the landscape industry in the future.
The Landscape Irrigation Product Rebate is a conservation program of Weber Basin Water Conservancy District. The program will continue through Dec. 2013 or until budgeted funds are depleted. Weber Basin Water Conservancy District reserves the right to cancel or modify the program as any time. Such changes will be posted immediately online at www.weberbasin.com/conservation . Rebates are offered independently of any sale prices or rebates that may be concurrently offered by manufacturers or vendors.
