Contractor/ Property Manager Purchase and Installation Policy 2016
Contractors may do the work and sell the products for any job but contractors may
not submit rebates for property owners or receive the rebate checks on behalf of the owners.
Contractors may submit rebate applications for purchase and installation of equipment on
new contruction where a full irrigation system is installed and the property is still owned by
the developer or builder when equipment was installed. A water audit is required unless the
contractor is certified through the Irrigation Association and conducts the audit, the results of
the audit must accompany the application.
Additional Contractor Items 2016
For contractors that are hired as property managers on larger institutional sites, parks, HOA’s
and other large sites, 2016 guidelines for qualifying for rebates are available. Property managers may
qualify to receive rebates of $250 off smart controllers that are designed for large sites to handle large
numbers of valves and in some cases multiple timers. Because there is potential that this set of
additions could consume the rebate budget for this year very quickly, this section may be
discontinued at any time. This continues a pilot testing phase of the rebate program to evaluate the
need and effectiveness for additional contractor and property management invovlement in smart
irrigation management, which is believed to be an important part of larger conservation measures.
The $250 rebate in this category is for smart controllers only. The controllers must be those
designed for more than 12 stations and be on the approved EPA WaterSense list. If a controller is not
on that list and you believe it meets the criteria, please call to discuss those controllers. If you
manage multiple properties and you would like to take advantage of the rebates and intend on
purchasing multiple controllers or several for one owner on different parcels, you must call ahead to
make sure that they are pre-approved and that funding is still available in the program before you
guarantee the owner of the property that a rebate will be granted.
Contractors and property managers may simply qualify for rebates under the original
homeowner rules for nozzles and specific heads and pressure regulation if work is being done on small
sites or residential sites. The rebate checks will still be issued to the owner unless some specific
arrangement has been established and Weber Basin has been invovled in that arrangement prior to
your submitting the rebate application.
If you are a contractor and wish to assist homeowners in receiving a rebate for products that
you purchase and install for them, you will need to provide the homeowner with an invoice which
clearly shows the product or item installed by name and brand, the quantity (in the case of nozzles), and
the retail cost (their cost) for that product not including labor. The invoice needs to be detailed enough
as to leave no question about the brand, exact product installed, the date of installation and the address
where products were installed.
This program can be used as an incentive for you to help the homeowers install better products
and more efficient systems for less cost to them, but the rebate must go to the property or homeowner.
You may help them fill out the application and even send it for them, but the rebate will be sent to the
homeowner at their address.
A price comparison will be made between your submitted product cost (on invoice provided to
your customer) and the suggested retail cost for the product from the manufacturer. Homeowners will
not receive a rebate which exceeds 50% of the suggested retail cost for any product. The program is

The overall objective of this program is intended to assist water users in becoming more
efficient with irrigation scheduling, therefore reducing wasted water while maintaining the desired level
of quality in the landscape. Please be conscientious and help homeowners to be more efficient. If
needed, please suggest to the homeowner that there are free resources available to help them manage
their irrigation and become more efficient. These programs include:
1. A free water check or sprinkler system audit (takes one hour and will help homeowners with
proper scheduling).
2. Free landscape classes (held in Layton at the Learning Garden, visit
www.weberbasin.com/conservation for details).
3. The Learning Garden (2 acre garden, open free to the public to provide ideas and education
about plants, irrigation, soils, lawns, etc.).
We encourage you as contractors to continue to do the quality work and services you provide.
It is our desire to work with you and help educate homeowners about the need for properly designed
and installed irrigation systems with the best and most efficient products. The outcome will be healthy,
beautiful landscapes which require and use much less water, thus extending water supply and the
continuation of the beauty and landscape aesthetic which we enjoy. Water will be the driving influence
that could affect the landscape industry in the future so we need conscientious, pro-active design,
installation and maintenance to improve overall water use behaviors today.
