Getting Online The ICOS Case Tracking Online (ICTO) system allows you to view and track progress on your cases. To view a case you need to be a participant in the case or representing a participant in the case. The case details that are available to you are updated in real time subject to case registration and result confirmation rules. This means that a case cannot be viewed until the case registration process, including receipt processing, has been completed and not until the completion of the result confirmation process. All cases are available online except ex-parte cases or cases which are subject to reporting restrictions or no publicity orders. The system allows you to create a personal case list through a case flagging facility. This means that you have a quick way to view and monitor progress of your current cases. The system also allows you to send non-urgent queries directly to the relevant case processing office. You will also need to use your Northern Ireland Courts and Tribunals Service (NICTS) login details that you created on registering with the site. If you do not have an account, registration is quick and straightforward and can be completed using the 'Login/ Register' button. If you have forgotten your login details, please contact the webmaster via: WebmasterNICtS@courtsni.gov.uk You can change your password anytime via “View Account Details”. Your PIN can be reset by NICTS at any time upon request. Login to our website www.courtsni.gov.uk and select Online Services. 2 Select ‘ICOS Case Tracking Online’. Then select ‘Launch ICOS Case Tracking’. 3 2. ICOS Case Numbering Proceedings are categorised as cases, applications or appeals. Our ICOS system uses a specific numbering format for cases, applications and appeals and this will be reflected in the details provided in the ICOS Case Tracking Online system. Cases are allocated a number when they are created in our system. The case number has the format nn/nnnnnn, e.g. 10/123456. The first two numbers represent the year in which the case was received. The remaining six numbers are sequentially allocated during the year and reset at the start of each year. Applications are associated with a case and are given a sequential number which is appended to the case number, i.e. the application number format is nn/nnnnnn/nn e.g. 10/123456/01. Appeals are associated with either a case or an application and are given a sequential number which is appended to the case number or the application number as appropriate. An appeal lodged on a case has the format nn/nnnnnn/Ann, e.g. 10/123456/A01. An appeal lodged on an application has the format nn/nnnnnn/nn/Ann, e.g. 10/123456/01/A01 However, when searching for cases, applications or appeals, you only need to enter the case component of the proceeding number, e.g. 10/123456. 3. Search Cases Screen The Search screen allows you to find and view details on your cases. Only cases in which you are a party to or in which you are currently representing a party will be viewable. Ex-parte cases or cases which are subject to reporting restrictions or no publicity orders will not be displayed in search results. You should select your search type, enter your search criteria and click on the 'Search' button. There are four search options available: Case Number - this is the ICOS case number. The ICOS case number has the format 99/999999 e.g. 06/001234. 4 Client Reference - this is your reference number. You can use a wildcard character in the search criteria e.g. 'CMCA*' will return all cases in which the client reference starts with 'CMCA'. If a wildcard character is not used then the search will be based on an exact match. Name - this is the party surname or company name. You need to enter at least two characters when searching on name. You can search on the name of any party to your case. You can use a wildcard character e.g. 'SM*' will return all cases where the party surname or company name starts with 'SM'. If a wildcard character is not used then the search will be based on an exact match. By default the name search will limit its search to 'Active' cases but you can change this to 'Dealt With' cases or 'All' cases by selecting the 'Case Status' drop-down list. Also by default the name search will look for cases in 'All' business categories but you can change this to limit searches to 'Civil', 'Criminal' or 'Family' business categories by selecting the 'Business Category' drop-down list. Business Area - this will list all active proceedings in the specified business area. Proceedings can be cases, applications or appeals. A complete list of business areas can be found in the user guide in section 9.2. A maximum of 100 records will be returned in any search type. If search results are found which can be displayed, subject to the restrictions indicated above, then the results will be displayed in a table as follows: 5 The following fields will be displayed for the search results: Business Area - this is the ICOS business area associated with the case. A complete list of business areas can be found in the user guide in section 10. Case Type - this is the ICOS case type associated with the case. Case Number - this is the ICOS case number. Case Date - this is the cause date for a civil case or the offence date for the charges if a criminal case. Client Reference - this is the client reference provided by the issuing party or their representation. Issuing Party - this is the name of the first issuing party to the case. If there is more than one issuing then ANOR or ORS will also be displayed. Responding Party - this is the name of the first responding party to the case. If there is more than one responding party then ANOR or ORS will also be displayed. Case Status - this is the current status for the case. The information displayed relates specifically to the case. Applications and appeals associated with the case, will most likely have different details than the case. By default, the sort order for cases displayed will be by Business Area (ascending), Case Type (ascending) and Case Number (descending). However, you can re-sort the list of cases using any of the fields displayed in ascending or descending order. So for example, if you click on the Issuing Party column header, it will sort the list in ascending order by Issuing Party name. Click on the Issuing Party column header again and it will be resorted in descending order. To view the case details, including the details of any associated applications and appeals, click on the relevant case 'View' link. The 'Reset' button will reset the search screen back to its default settings. 4. Flagged Cases Screen The Flagged Cases screen displays the cases associated with any specific flag. Cases can be flagged using the 'Add Flag' function available on the Search screen and the View Case screen. The drop-down list will list any flags which have been used on your user account. You can select any flag shown and a list of cases which have been flagged with this flag will be displayed. This allows you to maintain your own personal list of cases which you want to be able to view and access quickly. If there are multiple users in your firm using flags you might want to agree what flag or flags each of you will be using. You can use up to 5 alphanumeric characters for your flag text. Flags are not case-sensitive but they are displayed in upper-case. You can only use letters and numbers for the flag text. On entry to the Flagged Cases screen, the system will check to see what flags have been used on your account. If only one flag has been used, then the associated cases will be displayed automatically. If more than one flag has been used, you will need to select a flag from the drop-down list to see the associated cases. The flagged cases list will be displayed in a table as follows: 6 The following fields will be displayed for the flagged cases: Business Area - this is the ICOS business area associated with the case. A complete list of business areas can be found in the user guide in section 10. Case Type - this is the ICOS case type associated with the case. Case Number - this is the ICOS case number. If there is more than one issuing party then ANOR or ORS will also be displayed. Responding Party - this is the name of the first responding party to the case. Listing Date - this is the next listing date for the case, application or appeal. The information displayed, apart from the listing date, relates specifically to the case. Applications and appeals associated with the case, will most likely have different details than the case. View Civil Case Details This screen is used to display details relating to a civil type case including details of any related applications and appeals. The case details are split into a basic case details section which is displayed at the top of the screen and a number of case related sections. These sections are initially set to collapse but you can open any desired section by clicking on the plus sign to the left of the section header. To close an open section, click on the minus sign to the left of the section header. To view the details for all sections, click on the 'Expand All' link. To close all open sections, click on the 'Contract All' link. Full details of the fields and data available are shown below. Each case, application and appeal listed, has a processing office which is linked to a query screen to allow you to send a query directly to the relevant processing office. Click on the relevant underlined processing office for the case, application or appeal to go to the query screen. You can use this facility for non-urgent queries. To add a flag to a case, enter the flag text into the relevant field at the bottom of the screen and click on the 'Add Flag' button. The flag text field allows up to five alphanumeric characters and is not case sensitive. If there are multiple users in your firm using flags you might want to agree what flag or flags each of you will be using. Reference - the correspondence reference for the representation (if held). 5.3 Orders Sought This section displays details for the order or orders sought relating to the case. This information may not always be relevant depending on the case type. Applications may have a different processing office than the case. Applications are numbered sequentially in the range 01 to 99. Processing Office - the name of the processing office for the application. Case and appeals may have a different processing office. The processing office name is a link which can be used to send a query to the application processing office. Status - the current status for the application. 5.5 Application Participants This section displays details for the participants specifically involved in the applications (see also case participants and appeal participants). The number refers to the application which the participant is involved in. Num Party Type Name Representation Reference Number - the application number that the participant is a party to. Representation - the name of the solicitor firm representing the participant. Appeals may have a different processing office than the case or the application. Appeals are numbered sequentially in the range A01 to A99. If the appeal relates to an application then the appeal number will be preceded by its associated application number, e.g. 03/A01. Lodging Party - the name of the lodging party if the event relates to a document lodged. Comments - any additional information related to the event as recorded in ICOS. 5.9 Court Listings This section displays details for the court listings which have been entered for the case and any associated applications and appeals. All court listings entered will be displayed even if the listing was taken out or cancelled before the sitting date. This is indicated by the court listing status. The court listing status would normally be set to Active for future listing dates and this would change to Resulted when the results had been entered and then Confirmed when the results had been confirmed. Only when the court listing status has changed to Confirmed will be results be available for viewing online. Date Num Hearing Type Venue Courtroom Time Status Date - the court listing date. Status - the status for the court listing. 11 5.10 Results This section displays details for any results which have been entered for the case and any associated applications and appeals. Results will only be available for viewing online after they have been confirmed. This will be evident from the court listing status. Depending on the result type, 'View' links may be available in the 'View Detail', 'View Order' and 'Copy Order' sections. Where an output document exists, this link will allow you to view the text of the order document in plain text format. You can view, print or save this document for your own records only. Copy Order - a link to obtain a copy of the selected order online through our Copy Orders Online facility. A fee will be chargeable. This will only work for certain order types which were made on or after 1 January 2007. 5.11 Appearances This section displays details for any appearances by solicitors or counsel which have been recorded as part of the court resulting process. Date Num Participant Solicitor Stand In Counsel 1 Counsel 2 Date - the date of the court hearing against which the appearance is recorded. Number - if specified, then the appearance relates to the indicated application or appeal. If blank, then the appearance relates to the case. Participant - the name of the party being represented. Solicitor - the name of the solicitor who appeared, if known, otherwise will display a 'Y'. Stand In - the name of the stand-in solicitor who appeared, if known, otherwise will display a 'Y'. Counsel 1 - the name of the first counsel who appeared, if known, otherwise will display a 'Y'. Counsel 2 - the name of the second counsel who appeared, if known, otherwise will display a 'Y'. 5.12 Service Details This section displays details for any summonses which have been allocated to a summons server for service. Service Name Service Method Service Fee Date Served Service Result Outside NI Service Name - the name of the party who was served with the summons. Service Method - the service method used for service. 12 Service Fee - the service fee paid. Date Served - the date the summons was served. Service Result - the service result type. Outside NI - indicates if service was outside Northern Ireland. 5.13 Fees This section displays details for any fees which have been paid in respect of the case and any associated applications and appeals. Number - if specified, then the fee relates to the indicated application or appeal. If blank, then the fee relates to the case. Document - the document type which relates to the fee paid. Amount Paid - the amount of the fee. Payer Name - the name of the party who paid the fee. Court Office - the court office where the fee was paid. Status - the fee status, which is usually displayed as receipted unless the fee has been refunded or waived. Receipt Number - the receipt number for the fee (unless paid from a pre-paid account). ICOS Account - the pre-paid account number used to pay the fee (unless paid by any other method). 13 6. View Criminal Case Details This screen is used to display details relating to a criminal type case including details of any related applications and appeals. The case details are split into a basic case details section which is displayed at the top of the screen and a number of case related sections. Result - the result for the legal aid application. Effective Date - if legal aid has been granted, the effective date for the legal aid order. Solicitor - the name of the solicitor granted legal aid (if recorded). 6.13 Service Details This section displays details for any summonses which have been allocated to a summons server for service. Service Name Service Method Service Fee Date Served Service Result Outside NI Service Name - the name of the party who was served with the summons. Service Method - the service method used for service. Service Fee - the service fee paid. Date Served - the date the summons was served. Service Result - the service result type. Outside NI - indicates if service was outside Northern Ireland. 6.14 Fees This section displays details for any fees which have been paid in respect of the case and any associated applications and appeals. ICOS Account - the pre-paid account number used to pay the fee (unless paid by any other method). 19 6.15 Multi-Defendant Screen This screen is used to display details relating to the charges, results and court listings which are specifically related to the selected defendant in a multi-defendant criminal case. You can select the appropriate defendant name from the Case Participants option. See 6.2 Case Participants. The screen shows the name of the selected defendant at the top of the screen, along with sections for Related Charges, Results and Court Listings. These sections are initially collapsed but you can open any desired section by clicking on the plus sign to the left of the section header. To close an open section, click on the minus sign to the left of the section header. To view the details for all sections, click on the 'Expand All' link. To close all open sections, click on the 'Contract All' link. Full details of the fields and data available are shown below. You can click on the 'Back' button to return to the previous screen. 20 6.16 Related Charges This section displays details for any charges which have been entered for the selected defendant. The latest details for any consents, pleas and findings will also be displayed. Number - charges are numbered sequentially from 1. Title - the short name for the charge. Offence Date - the offence date for the charge. Consent - if consent has been recorded for the charge, displays the date of the consent and consent type. Plea - if a plea has been entered for the charge, displays the date of the latest plea and the plea type. Finding - if a finding has been recorded for the charge, displays the date of the latest finding and the finding type. Status - the status for the charge, usually active or dealt with. Results will only be available for viewing online after they have been confirmed. This will be evident from the court listing status. View Family Case Screen This screen is used to display details relating to a family type case including details of any related applications and appeals. The case details are split into a basic case details section which is displayed at the top of the screen and a number of case related sections. These sections are initially collapsed but you can open any desired section by clicking on the plus sign to the left of the section header. To close an open section, click on the minus sign to the left of the section header. To view the details for all sections, click on the 'Expand All' link. To close all open sections, click on the 'Contract All' link. Full details of the fields and data available are shown below. Each case, application and appeal listed, has a processing office which is linked to a query screen to allow you to send a query directly to the relevant processing office. Click on the relevant underlined processing office for the case, application or appeal to go to the query screen. You can use this facility for non-urgent queries. To add a flag to a case, enter the flag text into the relevant field at the bottom of the screen and click on the 'Add Flag' button. The flag text field allows up to five alphanumeric characters and is not case sensitive. If there are multiple users in your firm using flags you might want to agree what flag or flags each of you will be using. The system will send an email to the relevant processing office with your query details and a confirmation screen will be displayed. Click on the 'Return' button to return to the screen you were previously viewing. The court office will deal with your query and contact you with the answer using the contact method you entered in your query. 29 9. Feedback Screen This screen allows you to provide feedback or comments or suggestions on the ICOS Case Tracking Online service. You can complete any or all of the feedback questions and/or the comments and suggestions field. The feedback questions have ratings available on the drop-down fields. The feedback questions are optional. However, any feedback or comments or suggestions you provide are much appreciated and will be forwarded to our ICOS Team within Digital Services for consideration. If you would like someone to contact you regarding your feedback or comments or suggestions, please enter your contact details into the 'Name' and 'Contact Details' fields.
