Paee-2 In this regard all the membersof TEEA and central E~ecutive body has further resolvedthe following modalities for the employeebifurcation betweenthe two states. 1. Since there had been a complete violation of spirit of 371D article of the constitution, 610GO and recommendationsof the various commissionsin gross violations of the local employment in power sector since-1975, it is resolved to carry out the employee bifurcation based on the Native district mentioned in the initial aooointment order read with the local address mentioned in the initial service records and oolice antecedents. There should be consistent amon!! all the above three records. Anv discreoancv in the above. such emolovees should be allotted to the state to which he/she orieinallv belon!!s to. This Association is repeatedlyrequesting the same since long time. 2. The above process is inevitable in view of our observationsof so many manipulations done by seemandharaofficials in their service records during our processof verification of every employee service record. It is regret to inform that these manipulations were done by senior seemandhraofficials in the cadreof CE, SEs and DEs who are presently working in Telangana. Some of our such observations have been already brought to the notice of the managementvide our earlier letters from which it may be noted that the way they have misusedthe HR Wing under seemandhramanagements and the amount of biasing is clearly evident. Further there is not even a single discrepancyobserved from the service record ofTelangana employees. 3. The managementneeds to initiate the criminal proceeding including dismissal from serviceson the employeeswhose nativity is alteredand manipulatedto their convenience. Further any employeeif found default at latter stagehe/sheshould be punished in simila, lines. 4. As informed earlier that in case of shortageof the employeesin any particular cadre, the balancec.adreshould be filled only by way of promotion from the next down cadre. In case of excess employees additional posts are to be created. Under no circumstances seemandhraemployeesshould be filled againstthe Telanganaposts. 5. The caseof employeesbelonging to other states,physically handicapped1medical aliment casesshould be allotted betweenthe two successivestatesbasedon the populationratio. 6. The managementshould initiate measureto bring back all Telanganaemployeeswho have beentemporarily allotted to seemandhraon work to order basis. .. .-- . .. .. .Pal!~-3 .7. Irrespective of the employment basis whether zon~l/statelevel, the employees must be given one time opportunity to repatriatethemselvesto their parentstate after ensuringthe employeenativity as per clause (1) of the above. 8. In caseof spousecases,if husbandbelongsto Telanganastate only suchrequestsmay be considered.Employeesspousewho are presentlyworking in Telanganastateand have the provisions to work in Andhra Pradesh also such as Railways, Defence, Central Governmentorganisation,LIC, insurancesectorand Banks whosejobs are transferrableon national levels basisneed not be consideredfor retaining in Telanaganastate. 9. The bifurcation ofSC/ST employeesis to be taken up basedon their nativity only without any special privileges. As per the prevailing Supreme Court Orders, the benefits of reservations are not applicable to the employees of outside states, including Andhra Pradesh. 10. This associationrequeststo place the employee data immediately on the website for bettertransparencyand requestto seekthe objections from all the associations. This associationstrongly believes that until unlessTelanganaemployeesare not placed at all focal posts, the same manipulations will continue and there is scope of misrepresentationof facts to the managementby these officials which has been clearly evident from recentemployeedatapreparation. As such this association once again requests not to rely upon the seemandhra officials too much and request the management to utilize the services of senior officials available in Telangana by way of in- charge promotions. . 11. Furthersomeof the seemandhraofficials are making propagandathat without the services of seemandhraofficials, running of the generatingplants in Telanganais not possible. With this rumour once again they are trying to mislead the managementin taking the decisio~ for employee bifurcation. There were similar situations during unbundling of the erstwhile APSEB and employees' bifurcation. There was no impact in running the generatingplants at that time. Further this association assuresthe availability of the engineers having generation experienceand suggestto take the services of retired engineers for 1 or 2 years if required rather than depending on the seemandhraengineers and simultaneously initiating the AEs recruitment, completing the modular and on job training for placing them in the new plants. ... ;~":',:~.c~: ". ....' .Paee-4 . .. 12.
