RATIONAL DISCOUNT ON BULK BUYING
It has come into the notice of the General Administration
Department that despite clear instructions to fill to
the form with MB pencil only some of the candidates
are filling up the application forms designed In OMR/
ICR technology for the Class-IV posts {State Cadre) of
J&K Secretariat (Subordinate) Service, advertised vide
this Department Notice No.01-GAD of 2014 dated
27.06.2014, with ball pens instead of HB pencils.
All concerned are once again advised to their own
interest to fill up the said application forms with HB
pencils only, after carefully reading the Advertisement
Notice, as the OMR/ICR forms filled up with ball pan
shall not be accepted by the “scanner” and the form
will be rejected.

The accused persons detailed below have been declared as proclaimed
offenders by the Hon’ble Court of Special Judge Anti Corruption Kashmir vide its
orders dated 23-04-2014 and 26-05-2014 in case FIR No 24/2013 P/S Crime Branch
Kashmir. Earlier General Warrant of arrest was also issued by the Hon’ble Court against
these accused persons who have willfully gone into hiding in order to evade their arrest
and scuttle the due process of law.
Now Hue and Cry notice is issued against these accused persons in order to
effect their arrest. Any person/persons giving information regarding the whereabouts
of these accused persons to the Crime Branch Kashmir on the phone numbers given
below shall be suitably rewarded and his identity will not be disclosed.

Rule 180 of Central Motor Vehicles Rules, 1989 was amended vide notification GSR 943(E) dated
31.12.20)2 mandating fitment of Speed Governor (Speed Limiting Device or Speed Limiting Function)
with a maximum pre-set speed of 80 Kmph by OEMs or dealers. However, the following category
of vehicles shall be filled with: a "Speed Governor" conforming to the standards specified in Rule
118 of Central Motor Vehicles Rules, 1989, namely:
1.
Stage Carnages;
2.
Contract Carriages with seating capacity exceeding 7+1;
3.
Maxi Cabs;
4.
Educational Institutional Buses/Buses hired by Educational Institutions;
5.
Private Service Vehicles (Transport);
6.
Omni Buses (Transport);
7.
Motor Cabs;
8.
Tourist vehicles covered by permits issued under sub-section (9) of Section 88 of the Motor
Vehicles Act, 1988;
9.
Goods Vehicles except 3-whecler goods vehicles.
The speed governor shall be fitted in respect of:
01. Un-registered transport vehicles at the time of registration;
02. Registered transport vehicles at the time of renewal of fitness certificate;
To implement the directions passed on by the Hon'ble Supreme Court of India followed
by notifications issued by Ministry of Road Transport & Highways, Government of India
"Expression of Interest" is hereby, offered from the eligible vendors for fitment of "Speed
Governor" in the above mentioned class of vehicles in the State of Jammu & Kashmir.
However, the vendors who shall be empanelled as registered vendors be able to fit the "Speed
Governors" on the following terms & conditions:
01. The vendors shall be registered company under the Companies Act, 1956;
02. The process of registration shall open to all vendors having a type approval certificate issued
by any of the testing agencies prescribed under Rule 126 of Central Motor Vehicles Rules,
1989 viz. ARAI, Pune, VRDE, Ahmad Nagar, CIRT, Pune, ICAT, Gurgaon etc.
03. The vendors shall have a sufficient experience in the field of fitment of Speed Governors;
04. The process of empanelment shall start after seven days from the date of issue of this notice.
05. The vendors shall have to acquire registration from the office of Transport Commissioner, J&K
on payment of registration fee to the tune of Rs. 50,000.00;
06. The vendors shall have to issue a valid receipt of amount of payment to the vehicle owner;
07. The vendor shall have a pay a royalty @ 5% on the sale of every Speed Governor;
08. The vendors shall deposit the monthly royalty before every 5th of the following month;
otherwise delay will entail 5% interest.
09. The vendors shall have to pay all the taxes, duties, statutory charges etc. applicable under law;
10. In the vent of failure on the part of the vendor to pay royalty within the time limit on monthly
basis, the registration fee shall be forfeited without serving any notice;
11. The vendors have to establish/commensurate infrastructure in every district across the State
preferably near the office accommodation of the respective RTO/ARTO at his own risks 8s
all costs involved in and maintain the following Service Level Agreement (SLA);
i.
After payment of amount by the vehicle owner, a fully functional approved "Speed Governor"
shall be fitted within five (05) working days from the date of payment otherwise, the vendor
shall be liable to immediate refund of money charged with an equivalent amount of penalty.
ii.
The vendors shall be obliged to rectify any technical defect emerging out of production issues
"FREE of COST" during the warranty period;
iii.
The vendors shall undertake all ex-post facto conditionalities which the Ministry of Road
Transport & Highways, Government of India and the State Government or any judicial
pronouncement regarding this technology from time to time;
iv.
The Transport Commissioner (Chairman, State Transport Authority), J&K reserves the right
to withdraw the registration & prevent the vendor from selling the equipment on account Of
complaint without attributing any reason.
v.
All the litigations on the contracted issues pertaining to the above requisition shall be admissible
in civil courts in Jammu/Srinagar only and shall not be permitted to register the case before
any other court of law.
