Threshold CIA Option
Presented by: Stan Dafoe, Senior Account Executive
7
Threshold CIA Option
At Hydro One discretion:
• Allocates1 MW (min) of capacity per TS bus
• Available for LDC owned & express feeders
• One Small FIT project required for TCIA
• LDC may connect one or more inverter based Small FIT’s
• 6 month, renewable term
• 2 MW capacity must remain at the TS
• Connection authorization required for each project
8
LDC CIA Example #1
• 200 kW Small FIT (CAE)
• Solar (Inverter based)
• Connecting to an LDC owned feeder
• No H1 DAT required
• Qualifies for Threshold CIA (LDC owned
feeder)
9
Threshold CIA (TCIA) Process
• LDC applies for TCIA for an entire TS bus
• No Charge for TCIA
• LDC provides P. Eng. stamped LDC Form B
• LDC allocated 1 MW+ on one TS bus
• No monitoring required (<500 kW, LDC
feeder)
• Coordinate with OGCC as project connects
• Sign Letter of Equivalency post connection
10
TCIA Report
Connection Authorization
Presented by: Stan Dafoe, Senior Account Executive
12
Connection Authorization for
TCIA DG’s
Pre-connection (6 days in advance)
• Contact your OGCC outage planner (per
operating schedule A or D)
• Provide “draft” (unsigned) Letter of
Equivalency (LoE)
• Provide Single Line Diagram (SLD) &
Nomenclature
13
Connection Authorization for
TCIA DG’s
Post connection
• LDC submits signed LoE after commissioning
• LOE signed by the P. Eng. or LDC officer
• DG info captured in OGCC NMS system
• Operating schedule A or D updated
14
Date:
Letter of Equivalency - Confirmation of Verification Evidence Report (COVER)
[Insert name of LDC] acknowledges that the embedded connection of [Insert H1 CIA Project Reference] does not materially
adversely affect the safety, reliability and efficiency of the distribution system and meets the technical requirements specified in
Appendix F.2 of the Distribution System Code, in accordance with section 6.2.25 of the Distribution System Code.
[Insert name of LDC] verifies that the embedded connection of [Insert H1 CIA Project Reference] has been properly commissioned
in accordance with Appendix F.1 of the Distribution System Code.
Existing feeder protections are confirmed to be suitable within the stated terms of the CIA.
Please reference the project data below for your operational schedules.
Name of Facility (Generator)
OPA Contract Number (if applicable)
Generator Site LDC Operating Designation
Proposed Energization Date
Supply TS
Supply Feeder(s) Designation
Generator Site Legal Address
Instructions: The letter is to be provided on LDC letterhead by a LDC employee or agent acting on behalf of the LDC. The
equivalency letter needs to be signed by a Professional Engineer registered in the Province of Ontario or a LDC Officer.
• Please file with the Business Call Centre at DXGENERATIONCONNECTIONS@hydroone.com along with a copy to the
applicable control authority Outage Planner identified in your Connection Agreement Operating Schedule A/D. Unless otherwise
specified for “M” designated feeders, this will be the Network Operating Division, for “F” designated feeders, this will be the
appropriate provincial Lines Zone Scheduler. Check your Schedule for the appropriate contact numbers and email addresses.
• For projects over 250 KW, an “as constructed’ single line drawing of the generators facility should be included with this letter.

PEO ID (if applicable)
Renewal/Expiry of TCIA
• Reminder letter sent at 5 months
• LDC can renew TCIA or let it expire
• Submit updated original application to renew -
including project listing
• Or on expiry provide the list of DG’s
connecting

LDC DG Connections – Key
Points
• Check Capacity (OPA website/Restricted
Stations/DAT)
• Consider a Threshold CIA for LDC & Express
feeders
• DAT is required for embedded feeders
• Contact the OGCC before connecting
• A Letter of Equivalency is required for all LDC
