1|P a g e STATE OF TEXAS COUNTY OF McCULLOCH CITY OF BRADY The City Council of the City of Brady, Texas met in a Regular Session at on Tuesday, January 7th, 2014 at 6:00pm at the Ed Davenport Civic Center, 200 Country Club Rd, Brady, Texas with Mayor Anthony Groves presiding. Council members present were Marilyn Gendusa, Mary Bradshaw, Linda Lott, Latricia Doyal, and Jack Turk. Others present were, City Manager Dale Brown, Asst. City Manager Kim Lenoir, Project Manager Steve Miller, Code Enforcement officer Carey McBride, City Secretary Christy Badilla, Assistant City Secretary Tina Keys, Police Captain Lupe Carrizales, Frank Gendusa, Harold Badilla, Tesah Badilla, Timmy Emery, Water Supervisor Gary Jacobson, Bill Neslage, John Boone, Lynn Farris, Sheila Hemphill, Joe Sanchez, Kim Davee, Donald Lee, Bobbie Williams, Bobby Williams, Sr., Anita Ellison, Neal Ulmer, Shelly Perkins, Gary Ray, and Andrew Williams. REGULAR SESSION 6:00pm 1. Call to order, roll call, and certification of a quorum-The meeting was called to order by Mayor Groves at 6:02 p.m. After roll was called, City Secretary Christy Badilla certified a quorum was present. 2. Invocation and Pledge of Allegiance – Invocation given by Council Member Latricia Doyal and the pledge was recited 3. Approval of Audit Board – Council Member Gendusa made a motion to approve the audit board and that motion was seconded by Council Member Bradshaw. All Council Members voted “aye” and none “no”. Motion carried. 4. Approval of Minutes: 12/17/2013 – Council Member Gendusa made a motion to approve the minutes and that motion was seconded by Council Member Lott. All Council Members voted “aye” and none “no”. Motion carried. 5. PRESENTATIONS/PUBLIC HEARINGS A. 7. Texas Main Street Program – Joe Sanchez (5 minutes) ITEMS FOR DISCUSSION, CONSIDERATION AND POSSIBLE ACTION A. Appointment of members to the Planning and Zoning Commission to fill three vacancies application has been received from Lewis Jordan as well as Connie Easterwood. – A motion was made to add Lewis Jordan made by Councilmember Doyal, and that motion was seconded by Councilmember Mary Bradshaw, all ayes, no nays, motion passes / Connie Easterwood motion made to add Connie Easterwood to P&Z board by Mary Bradshaw, seconded by Jack Turk second. All councilmembers voted “ayes”, and none “no”. Motion carried. 2|P a g e Second reading of Ordinance #1142: An ordinance of the City Council, City of Brady, Texas authorizing an agreement for animal shelter services between the City of Brady and PAWS from the Heart Animal Shelter – A motion was made by Councilmember Bradshaw and that motion was second by Councilmember Lott to approve second reading. All councilmembers voted “aye” and none “no”, motion carried. C. Second reading of Ordinance # 1143: An ordinance amending the FY 2013-2014 Budget (GRW, Courthouse Lights / PAWS). A motion was made to approve second reading by Councilmember Gendusa, and that motion was seconded by Councilmember Turk. All councilmembers voted “aye” and none “no”, motion carried. D. Consideration and possible termination of the Clean Water Professional Services Contract – A motion was made to terminate clean water professional services contract made by Councilmember Doyal and that motion was seconded by Councilmember Gendusa. All councilmembers voted “aye” and none “no”, motion carried. E. Consideration and possible termination of the Drinking Water Professional Services Contract – A motion to terminate the Drinking Water Professional Services Contract was made by Councilmember Gendusa, and that motion was seconded by Jack Turk. All councilmembers voted “aye” and none “no’s”, motion carried. F. Review of the amended City Charter requirement as outlined in Article V. Municipal Planning and Zoning, Section 5.04 Comprehensive City Plan, 3rd paragraph, regarding the City Manager’s Annual Report. – Assistant City Manager Kim Lenoir presented an explanation to council that the report was published in the newspaper on December 4, 2013. EXECUTIVE SESSION Council Adjourned from regular session for a short break at 7:00p.m.and then convened into executive session at 7:16p.m. The City Council of the City of Brady reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed on this agenda as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.086 (Deliberations, vote or final action about competitive matters of the public power utility), and 551.087 (Economic Development).
