SUMMARY This specification describes One 10 KVA Single phase input & single phase output, One 20 KVA & Two 40 KVA Three‐phase input and Three phase output, on‐line, double conversion, continuous operation, solid‐state, DSP controlled, Uninterruptible Power Supply (UPS) along with external isolation transformer & battery bank for One hour back upto be delivered at the Project Management Office, CABS cell, Air Force Station Bhatinda. 2. SUBMITTALS The following documents must be submitted along with the offer. a) Manufacturers Authorization letter to submit offer mentioning this tender. b) Reference list where similar UPS systems have been supplied in India. c) Product catalogue sheets or equipment brochures. d) Circuit diagram showing the UPS units, load sharing mode along with the input and output panel requirements. 3. The UPS shall operate as an on‐line system in the following modes: a) Normal, b)Battery, c)Recharge, d)Bypass: 4.QUALIFICATIONS a) Manufacturer experience: The manufacturer shall have a minimum 10 years of Experience in the design, manufacture and testing of UPS systems. b) Service Centre: Should have a fully functional service centre with spares stock for attending the breakdown calls. Details of the service centre must be provided. c) ISO Certification: The manufacturer and bidder shall be ISO 9001 and ISO 14001certified. 5.WARRANTY a) UPS Module: The UPS manufacturer shall warrant the UPS module against poor workmanship and materials for 2 years from the date of supply. The warranty shall include coverage of all internal parts and the supporting equipment. b) External Batteries: For batteries connected to the UPS, the warranty should be at least ≥ 02Yearsfrom the date of supply, installation and acceptance. 6. Preventive Maintenance of SMART UPS (PM) a) Preventive Maintenance of complete setup of UPS system for a period of twoyearstobe undertaken. b) Minimum 04 Numbers of Preventive maintenance shall be carried out in an year. Breakdown calls to be attended within 12 hours from the time of call. 7. SYSTEM RATINGS AND OPERATING CHARACTERISTICS a) The rating of UPS should be 10,20& 40 KVA respectively. b) UPS should be online‐Double Conversion with Digital Signal Processor control. c) Should have IGBT based PFC Rectifier and IGBT based Inverter d) SMF Batteries should be sized for back‐up of one hour at full load e) Battery manufacturer’s catalogue and stacking details to be provided. f) Battery banks and their mounting racks should be separate for each UPS. SYSTEM INPUT a) Input Voltage Rating: Nominal 230 V for 10 KVA &415 V for 20 & 40 KVA. b) Input Voltage Range: 120 – 275 V for 10 KVA &228 to 476 V for 20 & 40 KVA. In this range UPS should not switch to Battery backup mode. c) Input frequency Range: 40 ‐ 60 Hz. Voltage transient recovery time: 10 milliseconds to nominal d) Output Voltage THD: 2% at Nominal Voltage e) Overload capability:125‐150% for 60 seconds in normal operation f) Acoustical noise: dB(A) of noise, typically, measured at 1 meter from the operator surface should not be more than 64 dB(A) UPS DESIGN AND FABRICATION a) Enclosure: The UPS shall be housed in a free standing enclosure. b) Battery housing : Battery housing cabinet to be supplied c) Ventilation: The UPS shall be cooled by forced air and shall be equipped with fan monitoring circuits. External battery systems shall be cooled by free‐air ventilation and convection according to battery manufacturer requirements. d) Inverter/Battery charger: The inverters shall be a high‐speed insulated gate‐bi‐ polar transistor switch module type (IGBT) and shall be controlled to precisely regulate system output voltage and battery charge current. The inverters shall be temperature protected. In case of inverter over temperature, the unit shall activate an alarm and automatically transfer to static bypass operation. e) Static bypass switch: The static bypass switch shall be solid state, rated for continuous duty. The static bypass switch shall automatically transfer the critical load to mains supply without interruption after the logic senses one of the following conditions: i. Fatal error in control system DISPLAY AND CONTROLS a) UPS status messages: The display unit shall display the following metered Parameters: i. Normal operation: Load power in % ii. Battery operation: Time in minutes iii. Bypass operation iv. Standby v. System off b) Metered parameters:The display unit shall allow the user to display the following metered parameters: i. Year, Month, Day, Hour, Minute, Second ii. Source Input Voltage (Line‐to‐line, three‐phase simultaneous) iii. Source Input AC current (Line‐to‐neutral, three‐phase simultaneous) iv. Upon activation of the on push button, the UPS shall automatically connect the UPS output to the critical load. Upon activation of the off push button, the UPS shall remove power from the critical load. 14. Installation &Commissioning The UPS must be installed and commissioned at the Project Management Office, CABS cell, Air Force Station Bhatinda.The required inverter input and output switchgear & cables should be provided. 15. The delivery shall be within 8 weeks from the supply order. 16. The supply order of 10 KVA, 20 KVA and 40 KVA will be given to a single vendor as one lot. 17. The quotation to be submitted separately for 10 KVA, 20 KVA & 40 KVA UPS in the following format as given for 10 KVA UPS.
