Invitation for “Expression of Interest” “Expression-of-Interest for assembly, testing & delivery of fluid control components (valves, regulators, etc.) & modules using LPSC, Valiamala facilities” 1. Preamble: LPSC, Valiamala is engaged in the development, realization and delivery of propulsion systems for launch vehicle & spacecraft programmes of ISRO. These propulsion systems incorporate high-precision and high-reliability elements like electro-mechanical valves, pressure regulators, relief valves, check valves, filters and similar products. LPSC, Valiamala proposes to carry out the assembly, testing and delivery of fluid control components (valves, regulators, etc.) and modules using LPSC facilities by a Service Provider, who is in the field of aerospace /defence/aircraft sector and who possess prior experience in assembly & testing of similar aerospace products. Accordingly, it is proposed to invite Expression-of-Interest for Assembly, Testing and Delivery of Fluid Control Components & Modules using LPSC, Valiamala facilities. 2. Scope of work: The scope of work includes the assembly, testing & delivery of Fluid Control Components & Modules as per the specification and requirements of LPSC using LPSC-Valiamala facilities. The Service Provider’s workforce shall be conversant with essential clean-room practices which are vital in maintaining cleanliness. Additionally, several tests like cleanliness verification, leak-testing, pressure-testing, flow-testing, electrical-testing, bubble-point testing and environmental testing like thermo-vac and vibration are to be carried out as part of the assembly & test process. Finally, knowledge is essential on the part of Quality Control (QC) to assess/evaluate performance parameters and adhere to stringent quality stipulations. The final product shall be delivered within the stipulated schedule with full complement of test and evaluation documents and stipulated delivery documentation. The Service Provider should be conversant with safety practices and shall ensure compliance to safety regulations. Essentially, the scope-of-work encompasses assembly, testing & delivery of fluid control components & modules @830nos. per annum approximately, utilizing the machined parts & standard parts issued by LPSC, Valiamala. It is envisaged that the contract shall be for a tenure of 2 years & extendable for another 3years, based on the performance and review at the end of 2nd, 3rd and 4th year. 3. Payment terms Payments will be made monthly on pro-rata basis, for the targets fixed through mutual discussion in terms of deliverables and man-hours requested. 4. List of assembly & test equipment/ facilities: The dedicated Assembly & Test facility established at LPSC, Valiamala is a self contained facility and includes full complement of assembly, testing equipment/ machinery. The facility also includes captive power supply, pneumatic supply, LN2/GHe supply. Essentially, following are the equipment/facilities: 4.1 Pre-assembly facility for de-burring, visual examination, lapping, polishing, ultrasonic cleaning and spring calibration lab. 4.2 Class 10,000 clean-room for assembly operations and testing such as cleanliness verification, pressure-test, leak-test, flow-test, bubble point test, electrical checks and data acquisition. 4.3 Test facilities for carrying out environmental testing viz., thermo-vac & vibration tests and data acquisition. 5. List of assembly & test operations: 5.1 Pre-assembly operation viz., Precision de-burring of machined parts & subassemblies under microscope, visual inspection of standard parts, tube bending, swaging, crimping, matching and spring calibration. 5.2 Sub-assembly level testing viz., flow test, electrical flow check, leak check, electrical check, high pressure test and data acquisition. 5.3 Functional testing viz., flow check, leak check, electrical check, high pressure test and data acquisition. 5.4 Environmental testing viz., vibration tests & thermo vacuum tests and data acquisition. 5.5 Acceptance tests: similar to functional checks viz., leak, flow, electrical tests at various stages, that is, after assembly, after proof-pressure tests and after environmental tests. 5.6 Verification of Interface Control Dimension (ICD). 5.7 On-line quality supervising at all stages of assembly & testing operations. 5.8 Documentation, packing & delivery. 6. Human resource and HR policy 6.1 The Service Provider shall provide the entire required workforce (Technical and skilled) to assemble & test the fluid components & modules using the facility provided. 6.2 Service Provider should be qualified, experienced and possess requisite skillsets for operation of the dedicated facilities and to perform production work as specified. 6.3 It is anticipated that a work-force of about 30 personnel (comprising of Graduate engineers, Diploma engineers, ITI Technicians, Data entry operator & helper) may be required to be deployed by the Service Provider for the assembly & test task. 6.4 The Service Provider shall have a HR policy of retaining trained workforce. This is very essential since attrition would lead to derailment of production activities, affect quality and result in inordinate delay in delivery schedule and lead to uncertainty in contract execution. 7. Other requirements: • Security: Service Provider shall comply with security regulations of LPSC, Valiamala. • Safety: Service Provider shall follow all safety stipulations as and when issued by LPSC, Valiamala. • Secrecy: The Service Provider and their entire workforce shall abide by INDIAN OFFICAL SECRETS ACT, 1923 in vogue and shall provide information of awareness of the above in writing. 8. General: The EOI shall contain complete information of service provider, human resource, infrastructure, assets, financial standing, line of business and credentials as detailed below: 8.1 Prior experience of more than 3 years is essential in working with aerospace/defence/aircraft sectors in manufacturing, assembly, testing and delivery of similar aerospace products. Service Provider should be currently in the business, related to similar aerospace products. (Copies of the contract/PO shall be submitted). 8.2 The Service Provider shall possess human resource with adequate knowledge in the areas of manufacturing, metrology, non destructive inspection and quality control, assembly & testing; skill and experience in assembly & testing. (Organization structure with human resource’s competency and experience shall be submitted). 8.3 Average annual turnover of the Service Provider for similar nature of work and aerospace/defence/aircraft should be Re.1.00 Crore or higher per annum during the last 3 financial years. 8.4 Certified audit copies of the annual financial turnover, IT returns and balance sheet showing profit/loss to be furnished, for the previous 3 financial years. 9 This call for EOI does not carry with it any guarantee for allotment of work.
