ENVIRONMENTAL SERVICES DIRECTOR JOB DESCRIPTION RELATIONSHIPS REPORTS TO: DIRECT SUBORDINATE STAFF: City Manager Water/Wastewater Superintendent Deputy Environmental Services Director INDIRECT SUBORDINATE STAFF: Water/Wastewater Lead Plant Operator Water/Wastewater Treatment Plant Operator II Water/Wastewater Treatment Plant Operator I Water/Wastewater Maintenance Worker Water Meter Reader Aquatics/Resource Specialist Maintenance Trainee Resource Aide Engineering Aide Forest Technician Forest Aide GIS Technician Water/Wastewater Technician OTHER INTERNAL CONTACTS: Employees in Department Employees in Other Departments EXTERNAL CONTACTS: Consultants, Other Professionals, Contractors, Representatives from Other Agencies, Public SUMMARY STATEMENT Under the general direction of the City Manager, is responsible for the Natural Resources/ Conservation and Water/Wastewater divisions of the department; analyses City's needs and State and Federal requirements; submits plans for approval and supervise all operations and projects to implement plans; submits annual work programs and budgets; and is responsible for their implementation. 1 SUPERVISORY RESPONSIBILITIES Interviews job applicants, makes hiring recommendations, plans and/or schedules work for others, assigns or delegates work to others, monitors work of others, establishes rules, procedures and/or standards of work, gives instructions to others, trains others, evaluates the work of others, recommends promotion, discharge of others. TYPICAL DUTIES/TASKS/RESPONSIBILITIES Set short-term and long-term goals and objectives for the divisions in the Environmental Services Department. Develop different alternatives to accomplish goals and objectives. Seek approval from the City Manager for projects to meet goals and objectives. Prepare work programs and budget requests and present to City Manager. Plan implementation of goals and mandates including resources needed, time lines, and interaction with other agencies. Evaluate program performance in relation to goals and objectives, and budget. Decide on adjustments to projects to fit new circumstances. Develop measures for work performance - both quantitative and qualitative. Delegate functions, activities, and resources to divisions and hold divisions responsible for work. Assure the preparation and maintenance of necessary accounting and reporting records. Periodically review work in the various divisions. Report regularly to the City Manager. Coordinate the functions within the department, with other departments of the City, outside consultants, and agencies. Coordinate and administer grants for all divisions. Coordinate and administer contracts for outside professional services for all divisions. Review all new State and Federal mandates and develop plans for implementation. TYPICAL DUTIES/TASKS/RESPONSIBILITIES (cont’d) 2 Monitor work for compliance and make necessary adjustments so compliance can be reached. Maintain good working relationships with Federal and State agency staff which have regulatory powers. Review work contracted to other agencies or outside consultants/contractors. Coordinates and prepares studies, reports, and recommendations for all divisions. Supervise division heads, coordinate secretarial work for department. Maintain knowledge of laws, policies and regulations and apply these to environmental services decisions. Confer with regulatory agencies, consultants, contracts. Attend City Council meetings, Creeks and Wetlands Advisory Committee meetings, Forest Management Advisory Committee meetings, and other meetings as necessary. TYPICAL KNOWLEDGES/SKILLS/ABILITIES Oral communication skills to explain complex topics in one-to-one situations, groups and formal gatherings. Reading skills to comprehend engineering and public administration texts, laws, regulations, and contracts. Written communication skills to write contracts, grants and correspondence. Knowledge of laws, regulations, and procedures affecting Environmental Services. Knowledge of regulatory requirements and skill to interpret and meet requirements. Knowledge of water and wastewater systems Knowledge of waste diversion and management of household hazardous waste. Knowledge and skill to plan and administer projects. Knowledge and skill to produce and maintain records. Public relations skills in responding to citizen complaints, developers plans, other agency personnel, and various professionals. Interpersonal relations skills with City Manager, other department heads, and employees in area and other departments. Skill to coordinate various personnel resources, outside consultants, and agency personnel. Skill to evaluate projects against goals and objectives. Knowledge of Federal and State agencies and their grant programs. Knowledge of and skill to administer forest, wetland, and creeks. OTHER REQUIREMENTS Must possess a valid California Driver's License. Willing to attend meetings in town and out-of-town. Willing to comply with clean, neat grooming standards to present a professional appearance when serving as City representative. Must have two of the following licenses: Water Treatment, Wastewater Treatment, Registered Professional Forester - State of California, or be capable of obtaining these within six months. 4
