Access to World Markets
When looking to market beyond their own countries,
manufacturers must understand and satisfy a new set
of testing, evaluation, certification and regulatory
compliance requirements applicable to their products
to sell them in their new markets.
While the compliance requirements of different geographical markets
may share common elements and objectives, each country or region
may mandate requirements specific to national or regional regulatory
concerns or implement different options for how these requirements
can be met. Market-driven voluntary certification marks may also
need to be considered. These variations and nuances can cause
major challenges and delays for companies trying to introduce new
products to markets.
Regulations and compliance requirements tend to evolve over
time, presenting another challenge to manufacturers and requiring
constant vigilance to identify and address changes that can impact
the continued marketability of their products.
Fortunately, the global network and compliance expertise of

solution. UL can obtain the required certifications/marks via its own
certification organizations, partnerships with other certification
organizations or participation in mutual recognition schemes such as

Testing and evaluation services
• Construction review: A preliminary construction assessment
against defined requirements to determine testing readiness.
• Safety testing: Testing to IEC and EN standards as well as
national standards
• EMC/EMF evaluations
• Reporting services: UL can generate customized informative
test reports specific to the needs of a manufacturer for any type
of testing or evaluation as well as CB or IECEX Test Reports per
scheme requirements.
Certification, facilitation and maintenance
• Direct delivery of certificate or certification mark: UL
and its many affiliates are accredited to issue certifications or
certificates for many key markets, including but not limited
to the following: C-UL Mark (Canada), D Mark (Denmark),
DENAN PSE Mark (Japan), S Mark (Japan), GS Mark
(Germany/Europe), S Mark (Argentina), INMETRO Mark
(Brazil), NOM Mark (Mexico), ATEX Certificates (Europe),
CB Test Certificates and IECEX Certificates of Conformity.
• Agency Service: Once the required certifications/marks
are identified, UL can project manage the entire certification
process. UL will complete required forms, coordinate sample
management, pay submittal fees in appropriate currency,
prepare certification-ready documentation package, and
communicate with applicable certification organizations to
obtain the certification marks or certificates.
• Factory audits and inspections: UL is authorized to conduct
initial and follow-up factory audits and inspections on behalf of
many other certification organizations as required to complete
and maintain certifications.
• Certification management services: UL can maintain
certification records for a manufacturer’s products and
coordinate all necessary actions required to keep the
certifications valid, such as annual audits, follow-up testing
and certificate renewal.

• Technical file preparation services: Documentation
supporting conformity to requirements is frequently needed
under EU Directives for CE Marking compliance. UL can
prepare a file based on information/data supplied by the
manufacturer or generated by UL to support the manufacturer’s
declaration of conformity.
Consulting and training
• Compliance strategy development: UL can work with
manufacturers to develop single or multiple market
compliance strategies that maximize the manufacturer’s
past investment and minimize the additional investment
needed to enter new markets.
• Regulatory knowledge reports and updates: UL can
provide customized reports on a periodic or as-needed basis
to cover product-specific regulatory requirements for specified
markets. Regular updates can also be provided to report any
changes and how they may impact product compliance.
• Regulatory consultation services: UL can provide handson consultation to address any of the multitude of compliance
issues relating to current regulatory requirements and/or
upcoming regulations. We can help manufacturers validate
and/or update their compliance strategies.
• Educational services: UL University can provide public
seminars or customized workshops for manufacturers on a
wide range of subjects.
The CB Scheme advantage and UL’s services
The CB Scheme is a global mutual recognition scheme by which
manufacturers can obtain national marks for more than 40 countries
by working with one participating National Certification Body (NCB).
As an NCB in Canada, Denmark, Japan and the United States, UL
can evaluate many product categories to their corresponding IEC
standards and applicable national differences for target countries.
When the product is found to comply with all requirements, UL will
issue a CB Test Report and Certificate for the product tested. The
Test Report and Certificate can then be presented to the NCBs in
participating countries for the issuance of their national certification
marks without, in most cases, any additional testing.
