An-Najah National University, Palestine The Office of Care for Disabled at An-Najah National University, is willing to submit a proposal, and hoping it will be of interest for our partners and colleagues in Erasmus+. Our proposal is dealing with a class of people who are, for no logical reasons, deprived for their rights, mainly education at the Universities. The title of our proposal is : Legal and Social Framework for the Inclusion of Disabled School Students in High Education Universities and Institutions. (Inclusion, Accessibility and Empowerment) As the chance for disabled school students to go and join the university study is so difficult and hard , and for many reasons , the idea here is to get a kind of law that could be enforced on high education institutions to facilitate the goal of disabled students to join universities and high institutions. Why Legal and Social Framework? It looks very hard to achieve the goal of this proposal if no joint acceptance and collaboration is achieved, why? 1- Disabled students (hearing and sight and physical, and slow learners and study difficulties), will not be able to join the target Institutions and universities if no physical and equipment facilities are provided; of course we are talking about individual and collective needs. 2- Our field survey showed us that about 75% of students with disability are coming from bad and poor economic back ground, so the framework will create a kind of commitment from governmental and private sector bodies to cover, jointly, the needed tuition fees. 3- In Palestine we are talking about 7% of population ( Gaza and West Bank ) are categorized as disabled, this means, 310000 persons , at least 25% of them are in the age of school ( 6 – 16), and 10% at the age of the university (17 – 20). 4- As for disabled, education and vocational rehabilitation is the right way to make their access to society life easier, and creating the physical facilities work environment.
