I. Upcoming Coalition Meetings
- December—Holiday Potluck Luncheon: Wednesday, December 16, 2015, 11:30am at the Newman Osborne

II. Welcome, Introductions, and Announcements
- Introductions: FSU Freshman Orientation Students and MRHS SADD Students
- FSU Homecoming (Oct. 15-18) update: Law enforcement did a great job managing student safety. Homecoming was successful for law enforcement due to continued coordinated efforts. It was reported that there were over
50 officers working in Frostburg at any given time during the weekend. BURG students shared concern with
SafeRide being backed up that students were having to walk alone to get home.
- Bill Mackay brought some handouts about marijuana. He expressed concern with medical marijuana growers and how those companies are trying to create their own policies and guidelines and not utilizing the ones set forth by the DEA and FDA. He implied that growing medical marijuana will lead to growing for recreational use.
Five FSU students in attendance believe alcohol and tobacco are more harmful than marijuana.
III. Upcoming Events with FCC Information Tables
- Winter sporting event tables at MRHS will begin in December
IV. Group Dialogue: Here is some key information shared during the dialogue.
What FSU students had to say—
- I like that FSU is sport-oriented, the proximity of everything on campus, and the dorm life. I do not like living with
roommates and I do not feel safe.
- I am very happy with my decision to come to FSU. I like being away from home and appreciate the dedication of
the staff. I do not like that there is no long boards on campus.
- I like the sport teams, classes, and the haunted house in Cumberland.
- I like how close everything is; however, there is limited stuff to do like shopping and grocery stores.
- I do not see FSU being a party school.
- Some say that FSU is the same as any college for being a party school.
- There are many house parties.
- I do feel safe on campus, but not in the streets near Frost/Allen Hall. (Center to College to Wood)
- Sometimes I don’t feel as safe here as I do at home in Frederick County.
- I use the buddy system and don’t go out at night by myself.
- I think the recent events off-campus is scary, but unfortunately, it happens.
- Recent events have been discussed in classes which have led to heated discussions of racism that end abruptly
and without being resolved.
- Alcohol and marijuana are the number 1 and number 2 most used substances by FSU students.
- Alcohol is the easiest to access.
- FSU students use substances to have fun.
- Students were surprised to learn how much proactive policing goes on in our community.
- Students recommend that law enforcement visit Freshman Orientation classes to chat with students.
What MRHS students had to say—
- I think alcohol is the most abused drug, especially within the sports teams because you can’t be drug tested for it.
- Most often MRHS students access alcohol because older siblings and parents supply it.
- Perception of 10th grade students who drink alcohol once per month- 65%
- Perception of 10th grade students who use marijuana once per month-35%

- Do you think your peers approve of drinking alcohol under the age of 21?
- I don’t believe my peers approve of underage alcohol use due to legal implications.
- I believe most of my peers approve of marijuana for recreational use.
What Coalition members shared—
- Expectations for college students living in the Frostburg community: o To be responsible and respectful o Be aware of surrounding and know your limitations with alcohol o Act like young adults o Aware of consequences
- Economically, our community has benefitted from the university. It brings jobs and volunteering in mass
accounts.
- We lose sleep due to the parties and noise.
- Tension occurs when students don’t take responsibility for their actions.
- Alcohol misuse is improving because of spreading awareness; however, marijuana use is used in groups.
- There is more alcohol use than marijuana use because alcohol is more accepted.
- I enjoy having a university in our community very much.
- Having a university in our community is beneficial for family members to study closer to home and the majority
of students have a positive impact on the community.

Red Ribbon Week at MRHS:
Mon-Wed SADD students had a table in the lunch room to collect pledges for being drug- free as well as give out incentives purchased by the coalition (pencils, lollipops, rubber bracelets) and ribbons

On Tuesday, Oct. 27 th
SADD students attended a presentation by the Resource
Officer.
Zombie Poster Campaign:
Posters were distributed to campus buildings, resident’s halls, and partner alcohol establishments.
Partner with BURG to host a table and give out postcards with zombie campaign and safe party tips.
BURG and SHAC gave bottled water at two locations in the neighborhood on Halloween.

Saturday, November 14 th
. The
Coalition partnered with the ACHD and hosted a peer pressure table.
Over 1000 people were in attendance to hear and meet the “bully” from the
Karate Kid movie (1984), “Johnny” and his “Tommy”. News of the event was published by global media outlets such as Entertainment Weekly, E- Online, and the New York Daily News.

Halloween message was sent out to students.
Through the university partnership with the MD Collaborative to reduce college drinking a parent newsletter was emailed to parents of FSU students about common behaviors among college students at Halloween.
Commander Martz requested that perhaps we could message students to share law enforcement’s efforts to keep the community and students safe. Lt.
Donahue advised that this is done but suggested that this could be done more often.

Law enforcement officers held saturation patrols of the Frostburg community during Homecoming weekend and Halloween weekend.
Law enforcement expressed appreciation fall coordinated efforts of the allied agencies: FPD, FSUPD,
ACSO, and MSP.

Ashton reported there have been 26 noise citations so far with 13 calls to
Bobcat Court and that there is an unrecognized fraternity house on
