To Whom It May Concern:
I am writing to you today to thank you for allowing my constituent, August Scotto to come
before you and ask that you seriously consider his proposal for increasing awareness of the
Constitution to our schoolchildren.
Mr. Scotto is an excellent example of an informed, active citizen. Always present at
Hamilton Township Council meetings, Auggie has an interest and knowledge of
government that would be the envy of any politician.
More importantly, he has an abiding love and respect for the United States Constitution. He
carries a copy of it with him at all times, and can cite articles and sections as well as a seasoned
lawyer. He believes - and rightly so - that an actual working knowledge of the Constitution is
vital to be a good citizen, hence his proposal before you today.
Please seriously consider Mr. Scotto's proposal today as part of a process to make all New
Jerseyans better citizens of the state and country.

When the “Founding Fathers” were citizens of England, many were upset at all the dictatorial powers
the Kind had been developing! One of his violations was when he developed the “Church of
England” and said everyone must belong to his established religion and no other religion would be
allowed!
Many went to the "New World" and tried to keep their religions in the new American Colonies, with
problems developing in many areas from the Kings troops that were sent to keep the King in control here!
With also taxation without any representation, along with many other problems! They fought the Kings
Troops and finally won the "Revolution!
To develop and preserve all the freedom that they had fought for! The 13 American Colonies knew they
had to create a document to prevent any development of dictatorial powers in the future! So they carefully
wrote the Constitution, to protect us all!
One very big problem, some states wanted slavery or they would not join the American Colonies.
Then later when Abraham Lincoln was President he demanded an addition to the Constitution to
end slavery, but some states went to war rather than to stop slavery.
In his Gettysburg address, President Abraham Lincoln said, .Our fathers brought forth upon this continent
a new nation, conceived in liberty, and dedicated to the proposition that all men are created equal" He
then said, "We have a new birth of freedom; and that government of the people. by the people, and
for the people shall not perish from the earth." He was justifying the Civil War to stop slavery.
Articles were added to the Constitution to stop slavery! However, later the former enslaved people were
victimized because the Constitution was not followed and enforced
Today, not many people know the Constitution, so we are in danger of people not following it and losing
our rights to keep it! We must teach the Constitution Article by article, to preserve all our rights!
The NJ State Board of Education must require all the schools in NJ to teach the Constitution starting in the
lower grades one Article at a time! So that when they reach the upper grades, they can get more involved,
and know the whole Constitution, when they graduate High School! They will be around 18 years old!
Then they will be ready to register to vote, more knowledgeable on voting, than anyone ever was when they
first registered to vote! Then many other States will look at NJ and will want to copy what NJ will achieve!
This will guarantee the future of a PEOPLE’S GOVERNMENT!
Very few know the "Separation of Powers! According to the Constitution, the Executive branch of
government submits a proposed budget to the Legislative branch and the legislators can approve or deny
any part of the budget! And the Judicial branch can interpret the Constitution to see if it was proper!
The Founding Fathers gave the Separation of Powers in Articles 1 and 2, to keep the power in the
hands of we the people when we vote, then we can control the government!
The problem is many people do not know all the protection the Constitution offers we the people,
now and for our children and grandchildren in the future!
