The Graduate/Professional Students of Education and Human Development (GradSEHD) is hereby established, to act as the representative organization for the graduate and professional student body within the College of Education and Human Development. GradSEHD will comply with all University policies and procedures, as well as local, state, and federal laws and regulations.
The Graduate/Professional Students of Education and Human Development (GradSEHD) exists to promote the academic, social, professional, and economic aims of graduate and professional students within CEHD, by promoting communication and cooperation among graduate and professionaI students.
In all actions it will strive to provide a common voice for CEHD graduate and professional students.
Any substantial concerns brought by the student body shall be brought to and discussed with CEHD administration.
1. The organization shall be named the Graduate Students of Education and Human Development, hereinafer referred to as the GradSEHD.
2. The organization will operate as a non-profit.
1. The membership of the GradSEHD shall include all graduate and professional students in the College of Education and Human Development.
2. One member of GradSEHD will serve as a student representative to the University Senate and Student
Senate. Two members of GradSEHD will serve as a student representative to GAPSA, the Governing
Council, and one member the Curriculum Council.
Up to ten officers, namely President, Executive Vice-President/Grants Coordinator, Vice-President of
Communications, Treasurer, Webmaster, two representatives to Governing Council, two representatives to
GAPSA and one senator shall be elected each year academic year at the time of CEHD-wide elections by all eligible students. Their terms of office shall end in July of the following year. The Webmaster,
Representatives to Governing Council, Representatives to GAPSA, and the Senator can be ex-officio positions that can be held by a student holding another office. Upon election to office, the President shall no longer hold any voting position on the Committee.
All officers must be currently enrolled students at the University of Minnesota and registered for at least six credits. Officers should also be in good standing with the University and free of any sanctions defined within the Board of Regents Policy-Student Conduct Code administered by the Office for Student Conduct and Academic Integrity. Exceptions to the requirement are permitted for graduate students upon receipt of a letter from the Director of Graduate Studies of the student's department certifying that the student is actively pursuing a degree.
The officers shall have the following duties:
A.
President
1.
Preside and maintain order at all meetings.
2.
Announce all business in order.
3.
Perform all administrative duties necessary and proper to facilitate the effective operation of the Committee.
4.
Serve as a GradSEHD representative at orientations, university meetings, and other gatherings at which GradSEHD is expected to be in attendance.
B.
Executive Vice-President (same as Grants Coordinator)
1.
Preside at all meetings at which the President of the Committee is absent.
2.
Assume the office of President of the Committee whenever a vacancy occurs therein.
3.
Perform such duties as the President of the Committee or the Committee may direct.
4.
Chair of the Grants Committee, which allocates, distributes, and documents student travel reimbursement.
C.
Vice-President of Communications
1.
Record the minutes of each meeting and communicate the minutes of the previous meeting.
2.
Communicate to the faculty and the student body such resolutions and recommendations as the Committee may adopt.
3.
Perform such duties as the President of the Committee or the Committee may direct.
4.
Prepare monthly newsletter, advertisements, or miscellaneous communication on behalf of
GradSEHD.
D.
Treasurer
1.
Keep accurate and complete records of the financial transactions of the Committee.
2.
Issue checks for expenses authorized by the Committee or the President.
3.
Give a statement of finances as often as required.
4.
Perform such duties as the President of the Committee or the Committee may direct.
E.
Representative to the Curriculum Council
1.
Serve on the CEHD Curriculum Council (CC) as a graduate student representative and assume all responsibilities of that membership.
2.
Attend all meetings and perform duties as the President of the Committee, either Vice-
President or the Committee may direct.
F.
Representative to Governing Council (2 positions)
1.
Serve on the CEHD Governing Council as graduate student representative and assume all responsibilities of that membership.
2.
Maintain continuity in communications between the Committee and the Dean’s office.
3.
Perform such duties as the President of the Committee, either Vice-President or the
Committee may direct.
G.
Representative to GAPSA (2 positions)
1.
Serve on GAPSA as a CEHD graduate student representative and assume all responsibilities of that membership.
2.
Maintain continuity in communications between the Committee and GAPSA which includes updating each group on the activities of the other.
3.
Perform such duties as the President of the Committee, either Vice-President or the
Committee may direct.
H.
Webmaster
1.
Update and maintain the official website of the College Committee as directed by the
College Committee.
2.
Continually ensure web server reliability and compatibility.
3.
Train new Webmaster to a competent level during the half-year overlap of term.
4.
Perform such duties as the President of the Committee or the Committee may direct.
I.
Senator
1.
Serve as CEHD Graduate Student Representative to the University-wide Senate and assume all responsibilities of that position.
2.
Perform such duties as the President of the Committee or the Committee may direct.
1. To be eligible for office, an individual must be a member of the GradSEHD at the time of nomination, except if allowed by a majority vote of the group.
2. All terms of elective office shall be for one calendar year.
1. There shall be at least three group meetings during each of the Fall and Spring academic semesters.

Each officer of the GradSEHD shall have one vote at meetings of the GradSEHD.
A member of the GradSEHD or his/her designated alternate must be present at a meeting to vote, except in cases where the president/chair calls for an e-vote in accordance with the bylaws.
4. The means of alternate designation shall be specified in the bylaws.
The GradSEHD may adopt such bylaws as two-thirds of the GradSEHD members present and voting deem necessary to conduct business.
Any elected officer of the GradSEHD may be removed from office upon a two-thirds vote of the officers present of the GradSEHD, following seven days notice to the group of the proposed vote.
This organization shall not provide monetary gain, incidentally or otherwise, to its directors, officers, or membership. This does not restrict the payment of wages, salaries. or incentives by the organization for services rendered.
The GradSEHD may be disestablished if its membership falls below five (5) in number. After disestablishment and after all liabilities of this organization are rectified, the Student Unions &
Activities shall hold any remaining cash assets in trust for this organization for three (3) years following the organization's last meeting. If after that period this organization has not reactivated, the assets shall be distributed to the following not-for-profit organizations according to the proportions below:
College of Education & Human Development Scholarship Fund 100%
Amendments may be made to this constitution by a two-thirds vote of all GradSEHD members.
This constitution and proposed bylaws shall be ratified by at least two-thirds of the GradSEHD officers.

I. GRADSEHD Membership
1. Any graduate or professional student within the College of Education and Human
Development is eligible for membership in GRADSEHD. Any GRADSEHD member shall be eligible for election as a representative to the Graduate and Professional Student Assembly
(GAPSA), Governing Council, and Curriculum Council. That representative also may serve as a University Senator or senate committee or Twin Cities Campus Assembly (TCCA) committee member elected from [for] GRADSEHD.
2. The President shall resolve any membership disputes.
1. The student elected by the GRADSEHD to the Senate Consultative Committee shall serve as a
GRADSEHD executive committee member.
1. GRADSEHD committees shall be responsible for providing analyses of issue, and preparing proposals for GRADSEHD consideration.
2. All committees shall have ad hoc status and shall be established by the President upon majority approval of the GRADSEHD. Ad hoc committees may be dissolved whenever (1) committee membership is fewer than three and (2) at the conclusion of the first Fall Semester meeting unless reactivated by the President or (3) whenever the committee is defined as inactive by a majority vote of the GRADSEHD.
3. Committee members and chairs shall be elected by a majority vote of the group or appointed by the
President with the approval of a majority of the group. Positions on committees shall be open to any
University of Minnesota CEHD graduate or professional student.
4. Committee meetings shall be open to the membership and shall be conducted by the committee chair.
Minutes of the meetings shall be delivered to the President within one week of the meeting.
1. GRADSEHD meetings shall receive prior public announcement as specified in the group’s operating procedures. GRADSEHD members shall receive direct notification via e-mail, unless they make a written request to the president to receive their notices in hard copy meetings of the GRADSEHD shall be held at least three times each semester during the academic year.
2. GRADSEHD meetings are open to any University of Minnesota CEHD graduate or professional student.
3. Dates of GRADSEHD meetings shall be determined by the officers. A GRADSEHD meeting shall be called upon petition by three (3) or more GRADSEHD representatives. Group members shall be provided adequate notice of any non-regular meeting called upon petition, as specified in the group’s operating procedures.
4. All votes during GRADSEHD meetings shall be by voice vote or by a show of hands at the discretion of the chair, unless specified otherwise in the constitution or bylaws. Motions shall be approved by a majority of members present and voting, unless otherwise specified.
5. A discussion limit of ten minutes shall apply to any item presented. However, discussion may be extended for additional ten-minute periods by a two-thirds vote in favor of a motion to extend discussion.
6. GRADSEHD meetings shall not last beyond ninety minutes from the meeting time stated in the meeting notice, unless (1) a quorum is present and (2) a motion to extend the meeting is approved by two-thirds of those members present and voting.
7. Agendas are to be set and approved by a simple majority of Executive Committee members before distribution, and by a simple majority of the assembly members present at the start of any meeting.
8. Any matter of business not distributed in writing to members at least three days in advance of an meeting may be considered only upon a majority vote of the group.
9. Any member present at a meeting may request a written copy of any resolution under consideration.
Any resolution distributed to the membership via email shall constitute a written version of the resolution.
10. Minutes of each meeting shall be transcribed and kept in written form, unless otherwise specified.
The results of all votes shall be recorded in the minutes. For any roll-call vote of the assembly, the vote of each member voting shall be recorded in the minutes. A written record shall be kept of the votes of each member voting in any group e-vote.
11. The GRADSEHD shall adopt no policy, bylaw, or constitutional article that is in violation of the constitution of the University of Minnesota.
1. Election of the officers shall coincide with CEHD general elections, (with the exception of the initial start-up year, where elections will take place in the Fall semester) with elected officers taking office by July 1st. Terms of office shall be for one calendar year.
2. Election shall be by electronic ballot organized by CEHD-wide election officials. Voting is decided by eligible graduate/professional students, unless otherwise specified and agreed upon by two-thirds of the members.
3. After election, newly elected officers shall be required to attend all scheduled meetings with outgoing officers. Newly elected officers also shall attend any other meetings designated by the outgoing president, and be present when business is being transacted between the time of the election and the time of their taking office.
4. It wil1 be required that the outgoing Treasurer close all books and financial transactions before turning them over to the newly elected officers.
5. Any Graduate/Professional Students of Education and Human Development member holding elected office who leaves the University or is unable to perform the duties of office shall resign immediately.
In the event of the resignation of an officer other than the President, a special internal election shall be initiated immediately to fill the un-expired term of office. This election shall be governed by the bylaws. Presidential duties shall be assumed by the Vice President in the event of the President's resignation, until the next regular election. In case the elections are not possible, the Committee can appoint interim officers till the next elections.
6. Any incoming Graduate/Professional Students are eligible to participate and run for office in the election.
7. Graduate/Professional Students interested in running for election positions can only run for one position
at a time.
8. In the event of a tie, the two parties must meet with the GradSEHD executive committee. Parties must be prepared to discuss and present their qualifications for the position, reason why they would be the best candidate for the position, and discuss future plans for GradSEHD.
1. The Executive Committee of the GRADSEHD shall consist of elected officers, member(s).
2. The Executive Committee shall conduct such business as is necessary to promote the goals of graduate and professional students when the Graduate Students of Education and Human
Development is not in session.
3. Upon motion, a vote of the executive committee may be taken at any time during any general group meeting.
4. Votes of the Executive Committee may be made by phone or email poll at the direction of the
President of the Graduate Students of Education and Human Development.
5. All executive committee actions taken when the group is not in session shall be reported to the group in written form and must be approved by a majority of the assembly at its next meeting. If there is no assembly meeting scheduled with-in one calendar month following an executive committee action, the action shall be reported to the assembly via email as well no later than one month from the date of the action.
6. All executive committee actions taken when the group is not in session are reversible by a majority vote of the assembly.
These bylaws may be amended by at least two-thirds of the GRADSEHD members present and voting.
