Introduction and Brief Overview





Bill 90 of 1995 is the “Act to Foster the Development of Manpower Training”… the law of 1 %.
The main objectives of the Law are to improve manpower skills through training and development,
to promote employment in general, employment adaptation and employment integration.
We have the obligation to invest the equivalent of at least 1% of our annual payroll in training.
If the training investment does not meet that requirement the difference will be remitted to the
government who then deposits that sum in a National Training Fund (FNFMO).
Two reports are submitted to the government yearly.
1) Report to the Ministère du Revenue du Québec. Declares the amounts invested in training.
2) Report to Emploi Québec. Provides general information (i.e. who, number of training hours)
Eligible Training
The training activity must have increased the employee’s job qualifications.
1. Internal training:
 Staff Development workshops (leadership, communication, management courses).
 Other HR workshops (Environmental Health and Safety, Security )
 Accounting and finance courses
 Department of IT, Continuing Education – Word, Excel, PowerPoint, Access, Tips & Tricks, etc.
 ICS – Banner, Outlooks, Minerva, WebCT, etc.
NOTE: Internal courses which are not eligible: information sessions, placement tests, First Aid, CPR.
2. External training:
 Symposiums, seminars, conferences, professional association events which have a training
component.
NOTE 1: Expenses related to social activities are not eligible (i.e. golf tournament, cocktails)
NOTE 2: Motivational conferences are not eligible
3. On the job training
 Eligible when a training plan indicates the specific duration of learning activities.
4. Internships
 Accepting and teaching interns
Eligible Expenditures





Employee salary for the period he/she receives training.
Overtime replacement cost of an employee in training.
In house trainers who provide training (ICS, Accounting, etc.).
Travel, accommodation and meals of any external training initiatives.
External certified trainers/consultants who are hired for specific or specialized training initiatives.
Expectations for 2006



Same procedure as last year…. same spreadsheet for reporting training.
Your cooperation is required to FULLY COMPLETE and NOT MODIFY the spreadsheet.
Recommend that the tracking be done progressively throughout the year, monthly for example.
 Won’t have to rely on memory or retrieve files.
 Questions can be asked and problems resolved in a short delay.
 This will facilitate the task and provide greater accuracy.
 As well, Staff Development will follow up monthly by sending an e-mail reminding all faculties/ units to
contact us should they wish to obtain statistics of all internal SD courses.
