REASSIGNING OR TRANSFERRING STAFF
When a position is vacant, transferring an employee with the skills necessary to perform the work required may be an appropriate decision. All transfers, voluntary or involuntary, shall be made in accordance with applicable collective bargaining agreements and Merit Rules.
Transfers may be based on business or educational needs and can occur for a variety of reasons:

Changes in student population
•
Changes in staffing levels
• Classroom reassignments
•
Requests from clients for additional services
•
Bargaining unit requirements
Purpose: To deploy staff in a manner which not only considers program and educational needs, but also an employee’s personal goals and well-being.
Involuntary Assignment
Timeline: Certificated – Involuntary transfers for certificated staff shall be done in accordance with applicable contracts. Classified – Involuntary transfers for classified employees require a seven day written notice except in cases of emergency.
Procedures :
1. Department director, Deputy Superintendent, and Assistant Superintendent, Human
Resources, discuss involuntary reassignments or transfers on a case-by-case basis following applicable contractual requirements and Merit Rules.
2. Department director initiates a written notice, including the reason for the involuntary reassignment or transfer. As required, a copy of the transfer notice for classified staff is forwarded to the employee’s union.
3. Department director meets with employee to discuss the involuntary reassignment or transfer. As appropriate, classified employees may have a union representative present at the meeting.
4. Department director initiates a Notice of Personnel Action form (Form # PRS
41101A/f135.01A) prior to reassigning or transferring an employee.
5. Deputy Superintendent reviews request and, if approved, forwards to Business
Services for budget code verification.
6. Business Services forwards to Assistant Superintendent, Human Resources.
7. Assistant Superintendent, Human Resources, establishes actual effective date and implements the change of employee status.
Note: In special circumstances or in the event of an emergency, staff may be transferred prior to processing a Notice of Personnel Action form .

Voluntary Reassignment: Certificated
Timeline: May 1 – Employees are sent an assignment survey. May 15 – Requests must be filed with the Human Resources Department. June 30 – Employees are notified of preliminary assignments. August 5 – Employees are notified of final assignments.
Procedures:
1. Human Resources Department sends certificated staff an Assignment Request form
(Form # PRS 4135.01B) by May 1.
2. Certificated employee wishing to transfer returns form to Human Resources
Department by May 15.
3. Department director and appropriate staff examine reassignment requests, taking into account program needs.
4. Department director or designee notifies all certificated staff of preliminary assignments by June 30.
5. Department director, with assistant superintendent approval, confirms final assignments.
6. Department director notifies all certificated employees of final assignments by
August 5.
7. Department director initiates Notice of Personnel Action form prior to implementing reassignment unless an emergency exists. In an emergency, the change is made and the form is completed within three working days of reassignment.
Note: Prior to the opening of school, a department director may notify the Human Resources
Department of the final assignments in her/his department by using a data base rather than completing a Notice of Personnel Action form for each employee being reassigned, as long as the position control number and budget codes are unchanged for each employee. A Notice of Personnel Action form is required if an employee’s position control number or the budget codes for the position change .
Voluntary Reassignment: Special Education Assistants
Timeline: May 10 – Special education assistants are surveyed for transfer requests. No fewer than seven calendar days before the start of school – Employees are notified of final assignments.
Procedures:
1. Assistant Superintendent, Human Resources, surveys special education assistants to determine interest in assignments by May 10.

2. Special education assistant wishing to transfer returns survey to Human Resources
Department. Request must be received by date specified.
3. Department director and principals review transfer requests from special education assistants, taking into account program needs.
4. Department director or principal notifies special education assistants of preliminary assignments.
5. Department director, with assistant superintendent approval, confirms final assignments and notifies principal.
6. Principal notifies special education assistants of final assignments no later than seven calendar days before the start of school.
7. Department director initiates Notice of Personnel Action form prior to implementing reassignment unless an emergency exists. In an emergency, the change is made and the form is completed within three working days of reassignment.
Voluntary Reassignment: Other Classified
Timeline: Employees may submit a written request to Human Resources Department at any time.
Procedures:
1. Classified employees may submit a transfer request to the Human Resources
Department at any time during the year.
2. Assistant Superintendent, Human Resources, submits employee name to appropriate hiring administrator when a vacancy occurs in a similar class.
3. Employees may be interviewed either separately or along with candidates certified from the employment list.
4. Department director initiates Notice of Personnel Action form prior to implementing reassignment unless an emergency exists. In an emergency, the change is made and the form is completed within three working days of reassignment.
