Srini went over the agenda and discussion points for the meeting

Srini provided a MIH registration overview.

Ajay: This mechanism seems have dependency for authentication and third party
involvement. There could also be mismatch in security parameters

Kalyan: There is also accesss network authentication, do we need mih authentication?

Srini: Yes, but MIH may not be in the access network or the visited network

Ajay: There are primarily two issues with registration

I) authentication

Ii) mobility

Kalyan: Do we need more than MIHF-ID for authentication purposes?

Sriini: Usually you need some additional parameters for carrying authentication
depending on the algorithm. But it is outside the scope of 802.21

Ajay: If MIH is in PoA then network access authentication can be applied for MIH

Srini: Yes, that is a limited case but MIH may not be located in the PoA.

Eunah: Why do we need registration?

Srini: We have agreement we need registration. Basically, it creates pairing that will
enable exchange of MIH communications like ES/CS built upon security mechanisms.
But the security mechanisms are not within 802.21. I could provide more background in
an offline discussion since this telecon is for defining the specifics of registration
function.

Subir: Do we need security mechanisms within 802.21

Kalyan: There is no such implication

Ulises: There is no need for security discussion here. Let's take tne security discussion
outside of the registration concept.

Srini: Agreed

Ajay: But there is a dependence on registration. It may be important to say what it is in
the draft specification. Especially when the terminal supports something while the
network supports something else.

Srini: 802.21 does not do it. It means someone like IETF will define the interoperability,
no issue there. What we are saying is 802.21 doesn't need to do it.

Yoshi: I agree with this

Ajay: ES/CS will be treated without security implication, is this true for IS also? We have
not discussed yet.

Srini: Among the issues related to registration, authentication or security is agreed to be
out of scope. Can we discuss the next item, mobility?

Ajay: Yes, the main problem is that MIH could be in PoA and mobility could result in
reregistration at the new PoA which would create an anchor.

Srini: The word "anchor" is used more for dataplane context, there is not such thing
anchor here

Ajay: It could also be for control plane

Ulises: I agree it is mostly for data plane, but the context of moblility is mainly
implementation specific

Ajay: Not necessarily, unless you say only non-PoA cases are considered.

Srini: We don't have to consider that way, but if you think of 802.21 handovers are more
make-before-break then there is a possibility that the old-PoA is still accessible soon
after handover and re-registration, if needed, is not in the critical path.

Ajay: I agree that make-before-break mechanisms are applicable and it reduces the
mobility cases to some extent.

Ulises: But there could also be idle mobility cases …

Srini: Agree, it just adds some load but there is something we can derive from current
cellular architectures

Ajay: We may need some context transfer is re-registration is not requited.

Srini: Context transfer can be done if actually needed, but there are cases like network
boundary where the context transfer does not work.

Ulises: There is a concept of routing area in cellular networks.

Ajay: I am not sure we should do it that way.

Srini: Agreed we need to put some thought to idle mobility.

Srini: Almost closing time. We could not discuss about MIH ack but we should continue
that in email.
