Rationale:
The FMCA is seen as a suitable framework to combine the efforts of those working on
MIH and test how its components can interoperate across vendor’s and operator’s implementations. A Profile document will provide a recommended subset of the standard for industry. User trials will help to determine the possibilities for commercial deployment.

802.21 – Media Independent handover is an emerging standard in heterogeneous handover. See accompanying documents for details. BT, Intel, and more recently Nokia and NSN, have been working on a successful collaboration for the last 2 years implementing the latest version of the standard to understand its capabilities and determine its possible benefits for operators and vendors.
The first implementation was demonstrated at the Intel Developer’s Forum (IDF) in San
Francisco in September 2006 and showed handover between WLAN and WiMAX. Most recently the demonstrator has been shown at the Mobile World Congress (MWC, formerly the
3GSM) in Barcelona, February 2008. The latest demonstration also showed WLAN to WiMAX handover, this time with a fully implemented Information Server. We are also able to demonstrate seamless handovers between 3G and LAN.
As our work has developed there has been more and more interest in further collaboration from other operators and vendors. The obvious way forward for the work would be to define an agreed subset or profile for the 802.21 standard and test this profile in an interoperability event.
The ultimate goal would be a user trial to measure the performance of 802.21 in a realistic environment and determine its possibilities for commercial deployment.
We see the FMCA as a suitable framework to take this work forward.
