DESIGNATED CENTRES
There are designated centres that provide services for victims of sexual assault in most of Québec’s
regions. They are open 24 hours a day, 7 days a week. These designated centres are generally located in
hospitals.
The services are intended for victims of sexual assault—male and female children, adolescents and
adults—who require an evaluation of their health, a medical examination, a forensic examination and
legal or psycho-social services. The designated centres have medico-social-legal teams composed of
psychosocial support workers, nurses and doctors trained in helping victims of sexual assault.
FOR CHILDREN (0-18 YEARS-OLD)

The Sexual Abuse Clinic at the Adolescent Clinic (514-412-4481): Monday-Friday. By
appointment only for incidents of sexual assault that took place more than 5 days prior.
Services:
 Medical/medico-legal assessment and treatment;
 Art therapy: the MCH offers an Art therapy service. However, the doctor needs to make a
referral for this service and there is a waiting list (couple of months).
 Liaison person: Ms. Justine Noisier, Social Worker (514-412-4455, ext. 22797), will contact
you soon after you make a medical appointment for a client in order to gather information
about the reason for the referral. Please make sure you have the parents’ consent to share
information with the clinic.

Medico-legal Kit (with forensic samples)
Four conditions are necessary for a medico-legal kit to be carried out:
 Possibility of finding biological material from the assailant;
 Sexual assault occurred within previous 5 days;
 The victim gives his/her consent to the examination;
 The victim pressed charges with the police or s/he is considering pressing charges (within 14 days).
N.B. The medical exam or the medico-legal exam should never be imposed unless there is a life threatening condition. No
victim, whatever her/his age can be forced to have a medical or medico-legal exam
Medico-social Kit (without forensic samples):
One or more of the following conditions are required:
 Sexual assault occurred within previous 5 days;
 No forensic sample is necessary, given the victim’s description of her/his sexual assault;
 The victim does not intend to press charges.

Services (source: IVAC brochure ‘A ray of hope for the victims’):
 Compensation for temporary total disability: A victim may receive indemnities for the
period in which he or she is unable to work or to resume his or her usual activities.
 Medical assistance: Certain expenses may be reimbursed, namely: ambulance, medications,
transportation, orthotics and prostheses, dental care, physiotherapy treatments.
 Permanent disability benefits: If a victim remains permanently affected by an incident once
treatment has been completed, he or she will receive benefits determined according to the
degree of physical disability or mental impairment.
There should be IVAC packages available in each Batshaw service.
IMPORTANT: The IVAC form should be filled out as early as possible following a
disclosure. IVAC will contact the parents for more information once they receive the
request for compensation. It is extremely important that the parents respond. If not, IVAC
will not follow-up with the case. IVAC’s three-step process: a) Parents will receive a letter
of approbation to the program; b) Parents will receive another letter in order to evaluate the
family’s needs, to be returned to IVAC within 10 days maximum; c) IVAC will call the
parents to re-evaluate the needs.
Time limit
The application for benefits must, as a rule, be submitted during the year in which the
victim's physical injury, mental impairment or death occurs. However, after that time it is
still recommended that a form be filled out for children as it will most likely be
approved.

personal situation);
 Waiting list (varies from 2 weeks to a year): Café-rencontres are offered to clientele on waiting
list in order to provide strategies to manage various situations linked to the victimization, as
well as debating and analyzing topics linked to violence and sexual assault;

 The Accompaniment Branch: help the victim with legal or police procedures if needed;
 Outreach program: educates and raises awareness about sexual assault and related issues.

The CEMV brings together several services under one roof:

Police interviews are performed by a trained detective from the Sexual Assault Division,
SPVM.

Medical examination: Dr. Baltzer attends the clinic every two weeks on Thursdays. Any
child who is suspected to have been sexually abused can be seen, as long as a police
interview has been completed through the Entente Multisectorielle. Medicare # is
requested. Dr. Baltzer needs to either have the referee present during the medical exam or to
receive any relevant information regarding the case prior to the appointment. You need to
call CEMV to set an appointment. Please note that CEMV does not do the medico-legal kit.

Psychosocial assessment and treatment: Cognitive-behavioral-family based therapy
offered to victims of sexual abuse as well as children with sexual behaviour problems.
Assessment process consists of 3 sessions for assessment of needs and a 4th to give
recommendations, followed by 12 sessions for therapy, and an assessment to see if there are
further needs. Therapy available for children between the ages of 4 and 12 years. For children
with sexualized behaviour, therapy starting at age 6 (but possible before that age depending
on the severity of the displayed behaviours).

Personalized Services to support parent(s) upon disclosure (only available when the police
interview was conducted at CMV): The Centre offers services that meet the parents' specific
needs in order to help them cope with the situation and support them in their parental role;
accompany the parents throughout the various stages of the medical, social and socialjudicial process upon disclosure by their child.

Socio-Judicial Services: The CMV works closely with social-judicial partners such as
CAVAC and IVAC and to ensure follow-up with them.

IMPORTANT:
 Parents do not access services directly, only through referrals from the police, DYP or IVAC;
therefore, the initial call must be made by DYP workers;
 The IVAC package must be sent and approved before CEMV begins the services; this is only
for victims of sexual abuse – not children with sexual behavior problems;
 Upon completion of services and if need be, CEMV can make referrals to other services.
Criteria for acceptance:
 Children must be 12 years and under;
 Children must be supported by a non-offending parent (or a significant person, i.e. caregiver)
so that s/he can actively participate in the therapy process;
 Services only accessible to Faits Fondés (facts founded – abuse confirmed) cases, if there has
been a police investigation, or in the case of sexual behaviour problems.

CRIPHASE is managed by men who were sexually abused during their childhood for men who
were sexually abused in their childhood.
Services offered to men (18 and over):
 Support groups intended for men who were sexually abused during their childhood;
 Support groups intended for spouses of survivors who want to help them in their recovery
process;
 Support groups to help deal with the aftermath of past victimization at the sexual level;
 Art therapy groups to allow sexually abused men to renew contact with their body and the
space surrounding it;
 Individual meeting with a professional (available for survivors who have completed PHASE 1
support group);
 Assistance meeting service is offered to survivors who have completed PHASE 1 and their
partners; however, this is not an individual therapy - it is only a listening and support meeting;
 Workshops and trainings for counsellors and speakers.

The Challenges Program provides individual and family counselling to children and youth
exhibiting sexual behaviour problems and youth who have been convicted of sexual offences.
The goals of the program are to reduce the incidence of sexual victimization, to support children
and youth in ceasing sexually abusive and sexually aggressive behaviour, and to counsel parents
and caregivers on how to respond to problematic sexual behaviours. The Challenges Program
offers, where appropriate, safety planning, individual and family counselling sessions, and
support to other professional interveners.
Services:
 Individual case consultation and Team consultation;
 Assessment: An assessment is completed for every client referred to the Challenges Treatment
Program. The purpose of the assessment is to provide an in-depth understanding of the child
and family, in order to guide intervention and to develop treatment goals and modalities.
 Individual counselling and family counselling: The program’s interventions are based on a
cognitive-behavioural model. Interventions include acceptance of responsibility, cognitive
restructuring, improvement of family and social relationships, building interpersonal skills
and social support networks, victim awareness and empathy, and relapse prevention.
Individual and family intervention can last from 3 to 18 months, depending on the needs of the
child/youth or family.

 Adult Sex Offenders: Assessment and treatment services provided through this program can
be spread out over a period of 6 to 12 months, which is the average length of stay for a patient at
the Institute.

 Adolescent Assessment and Treatment Program: The adolescent unit receives adolescents
between 14 and 18 who exhibit violent behaviour related to a psychiatric problem or severe
psychological disorder. This unit cares for approximately 15 patients at a time. Youth are
referred to the Institute by the Court of Québec's Youth Division (under the Youth Protection
Act or Youth Criminal Justice Act) or following an order from the Commission d'examen des
troubles mentaux. The mission is to assess, treat and aid in social reintegration. If required, these
youth may be followed by outpatient services.

Cost: Between 15$ and 30$/session for adults (depending on the resource who made the referral),
free session for adolescents referred by Laval social services or 30$/session outside of Laval.
Therapeutic Approaches: Cognitive-affective (adolescents) and cognitive-behavioural (adults).
Exclusion criteria: Clients with intellectual deficiency or severe mental illness or identity/sexual
orientation disorder.
Services (provided by a team of clinical sexologists and criminologists):
 Adolescents: 2 options for therapeutic intervention: 10 group sessions (1h30/session) or 20
individual sessions (1h/session). Objectives are: to prevent the sexual abuse behaviour and/or
recidivism; to offer therapeutic help to adolescents who present with a problematic of sexual
delinquency; to offer a sensitization program about sexual delinquency.
 Adults: 3 programs: Sensitization (13 sessions, 2h each); group therapy (27 weeks,
2h30/session, 2 post-treatment sessions); individual therapy if needed only (about 25 weeks,
1h/session). Objectives are: To prevent the sexual abuse behaviour and/or recidivism; to offer
therapeutic help to adults who present with a problematic of sexual delinquency; to offer a
service of specialized therapeutic intervention for clientele with financial difficulties.
 Cheminement particulier (particular path): New program offered to adults who deny having a
problem on a delinquency level, but are open on a personal level. 10 group sessions, 2h each.

services (with legal charges); adults presenting fantaisies, without acting out.
Cost: Group meeting: $5 to $7/meeting; assessment meetings: $15/meeting; sexological
assessment: free when required by a probation officer.

Support Group (available every week): discussion around needs and concerns, sexual
problematic, relationships, etc.

Therapy Group : the therapy process involves 2 phases. The first phase is a preliminary step
for the therapy and the participant is led to accept his responsibility for the sexual offense
and identify his treatment goals. The second phase is a therapy which tackles the issue of
sexual delinquency through four themes: sexuality (7 weeks); Empathy (15 weeks); factors
behind the abuse (15 weeks); Paternity and masculinity (8 weeks).
Assessment: the assessment process consists of two interview of one hour each.

