SUBJECT: Answer to OHCHR questionnaire (public politics and programs participation of
people in poverty)
Within the section of social political programm, Brcko District of Bosnia and
Herzegowina has a longterm goal in implementation legal regulatons in social, family and
child care area.
 Social care area has been legally regulated by Social Care Law in Brcko District BiH
(Official Gazette of Brcko District BiH no. 1/03, 4/04, 19/07, 2/08).
 Child care area has been legally regulated by Child Care Law in Brcko District BiH
(Official Gazette of Brcko District BiH no. 1/03, 4/04, 21/05, 19/07, 2/08, bowdlerized
51/11).
 Family care area has been legally regulated by Family Care Law in Brcko District BiH
(Official Gazette of Brcko District BiH no.23/07).
In creating these Laws direct participation has been taken by experienced employees of
Social Care Center, Brcko District Government lawyers and OHR representatives. Drafts of
all of these laws have been sent to all Government Departments and NGO-s (groups of
potential beneficiaries) for suggestions and comments. Just before The Assembly of Brcko
District BiH has adopted these laws, they have been sent to public debates. Even now, when
adoption of new Social and Child Care Laws is in process, it is requested to repeat the legal
procedure of asking for suggestions, comments and sending it to the public debate.
Expectation is that the Brcko District Assembly meeting for this matter, will be taken during
the first three months in 2013.
Brcko District, as a constituent of Bosnia and Herzegowina, is included in several
politics:
 Creating politics about elders (participation between governmental and nongovernmental partners – pensionary associations).
 Creating politics about disabled persons (participation between governmental and nongovernmental partners– disabled persons associations).
 Enhancing the social protection and inclusion systems (SPIS) for children in BiH
(governmental and non-governmental partners – parents associations).
Participation process among all these partners, making connections and there’s adoptions
is promoted by creating these politics with the slogan: “With us, for us”.
Since the beginning of this year, Brcko District BiH has formed Social Inclusion Council
with governmental and non-governmental partners (Youth associations, CK/K, Economic
chamber, Minority groups associations, Employment agency, Media). Informatins about
programs and participation process have been publicly distribuited by using an official media
in Brcko District, promoting materials and the official web site: www.bdcentral.net.
Till the end of the year 2012, Brcko District’s intention is to create Situation analysis of
social and politic measures and activities in order to create strategic document – Social
inclusion politics, so that making direct contact and getting feedback from beneficiaries can
be possible.
Conclusive beneficiaries will be included in creating draft of the Social Inclusion Politic
as major consultants and public debate will be patronaged and financially supported by Brcko
District Government.
