1. Title of your Case Information Sheet
As a matter of fact since 1998- to till date to date (11-12 years) I have been fighting hard with all the
constitutional bodies to get basic civic amenities at my residence newly built house. Since 1998 I
have been facing in-justice, delay in carrying out field work to let me enjoy civic amenities like
drinking water connection (for 10-11 years), conspiracies amongst government bodies to deny me
in-directly civic amenities like water connection, sanitation sewerage line, cleanliness surrounding
area, electricity connection (for 5-6 years), leading approached road as per town planning road
approved by authority, street light, un-healthy atmosphere living condition, pathetic situatution,
trauma, justice. The delay in delivering justice, in giving civic amenities is intentionally & wittingly
committed by the systems like administration/judiciary/political & media. As the custodians of the
systems are fearful of getting exposed.
Hence my fight against all these manipulation & political maneuvering for political mileage should be
considered as my activities or initiatives considered as my activities or projects I have taken up to
eradicate corruption & un-ethical practices from the systems.
In my all written arguments with the systems I have stressed the need upon having a good, honest &
transparent good governance out of my sheer hard work, physical pains, trauma, time consume to
get civic amenities, incurred expenses, mental torture I have finally been able to get my own
administrative efforts water connection & electricity connection at my home 15-March-2007 (drinking
water connection10-11 years) & 27-May-2003 (Electricity5-6 years.). After fighting hard for 10-11
years I do all the activities in limited fund resources & if at all I empowered by a world renowned
body like you I am sure I can turn the table on errant systems & push the corrupt official to a dead
end.

In nutshell to view & implement these practices in larger perspective your feedback is of
more importance so as to enable me to set the guiding principle to set the ball on rolling to
eradicate corruption.
Innovation in any form is always welcomed without which the change is impossible & the desired
results in a stipulated time period are not expected.
It is always said & firmly believed by the intellectuals in India & world level that all those natural
resources which are needed to up-lift the living standards of any community --- all these resources
are amply available in India.
However, due to high scale of corrupt practices in bureaucracy administration, judiciary & in most
lethargic ill-literate political system, the state India has still remained backward in all walks of life.
The systems prevailing in India need to be revamped so as to instill the sense of accountability in
the minds of custodians. And for this the contribution of people is also needed along with the honest
& literate participation of political WILL. There for I Hitesh Bhatt---- as an individual, openly
declare my participation to change the course of corrupt & lethargic & crippled administration &
judiciary systems norms.
The problems being faced by me is mainly attributed to not succumbing to malicious tactics of the
officials leading to corruption.
As said above I need an empowerment & a forum to undertake activities to bring about the solutions
in the area of social inequalities, right to have basic civic amenities like drinking water connection,
house hold domestic electricity connection, cleanliness surrounding resident area, sewerage
sanitation line, street light, etc…, social-economic up-liftman of poor & needy, education to all,
poverty alleviation, democratic rights to all in real sense etc……
I, the claimant, am facing the problems related to not being able to enjoy the basic civic amenities
for the past 11-12 years in spite of falling eligible with respect to my individuality.
As the corrupt motivated practices in all systems have really deprived me from enjoying all these
civic amenities like drinking water connection, house hold domestic electricity connection,
cleanliness surrounding resident area, sewerage sanitation line, street light, etc…, non enjoying all
these civic amenities.
Moreover, I have the experience of grass root level of how a common is forced to pay the price
(bribe) when he does not succumb to malicious wrong practices adopted by the systems & their
officials.
To a larger extent the communities affected immensely over the years will benefit a lot. The new
ideas & practices, which will be adopted, will usher in a new era & a precedent will automatically get
set for India & world.
Revenue generation can come through only when the appropriate forum is allocated. By
implementing new ideas finally the corruption level will definitely go down, &, the money being saved
in stopping corruption that save money can be utilized in developing infrastructure & improving
overall good governance.
The environmental problems have arisen due to abuse of official power, abuse of humanely values.
And once the values of humanity are restored the environmental problems will vanish in the short
period of time. The systems have also grossly failed to notice the environmental problems as well. I
am better equipped to address problems at least in the area in which I am living in India.
A collective effort is required the problems being faced by the communities cannot be redressed or
sorted out by any individuals, or any organizations. It needs participation from the bodies such as
UN, UNO, NGOS, Heads of states; individuals, world banks, world-renowned celebrities,
intellectuals etc…… can be assessed in appropriate forum.
In today's fast growing world the issue of corruption has not been properly addressed due to this
reason many developing countries have remained socio-economically poorest of the poor there for
the basic socio-economic needs are yet to be made available to the people.
Unless & until the political heads of all the countries focus & concentrate on this social menace the
corrupt practices will not vanish from this earth. As the need of the hour is to understand, design &
implement the practices, which can lead to annihilate the demon called corruption.

I do not run any organization, however, the motive of committing corruption by the people working in the system
has forced me to taken on the daunting challenges of corruption threatening, abusing the society & perishing
the human values.
My only aim & objective is to establish a society in the world which can be free of corruption & can encourage
the sustainable effort to value based ethics.
So awaken & rise up to live up to phenomenon called justice of right kind,
Justice of the right kind,
Justice of appropriateness,
Justice of quality standard,
Justice of propriety,
Justice of high moral values,
Justice of conviction for abiding by the truth,
Justice of keeping God fear in mind,
Justice of allowing India to prosper,
Above all justice is “SATYAMEVA JAYTE”.
And people of any democratic system are sovereign.
Justice is the implementation of law hence the law should not be abused.
To be at truth or untruth you need to pay a price. For truth you need to pay a price for being
in the corrupt & lethargic system. For untruth you need to pay a price for being in noncorrupt system.

administrative department/system & the orders I have received from judiciary system
Which narrate the heinous acts committed by the whole system/opponents, these orders
promulgated by judiciary corroborate my innocence to a larger extent.

The thought put across are based on the person experience. Where these is poverty, illiteracy,
criminalization of politics, in the guise of manifesting flaunted ethical political values the practice of
corruption is blossoming in the Indian society whole world. In the present context India, it seems, will
remain a poor country. Because through India is one of the largest democratic countries in the
world. But tainted politicians, dormant & careless bureaucrats, the media & the officers in judiciary
have immensely deprecated the systems made to govern the democratic values.
One can feel astonished when one gets to know that even in judiciary the officials including jury
members are found corrupt, sluggish, lethargic, dormant, and capricious. And it is not far too away
on a given day the verdict will be sold solely. On what amount has been paid to jurist either by an
accused or an innocent. The verdict will be purely decided like an item is sold in auction.
Presently the legal cases being fought by me & my friend against the two public bodies have forced
me to take the recourse of law of this land (India). This tangle has arisen due to me not being able to
give vent of CORRUPTION as I was & am up against the un-ethical & abused moral values. To get
basic & fundamental civic amenities like newly build house electricity connection, water connection,
sewerage line, cleanliness surrounding my resident, streetlight, leading approached road as per
town planning. I need not have to knock the doors of judiciary system, the office of the president of
India, the Supreme court of India, the National Consumer commission & other all government bodies
like district administration, state administration, national administration (i.e. Administration system,
Gujarat Electricity Board, The Vadodara Municipal Corporation, however, surprisingly none of the
above has ever shown any keen interest to resolve this tangle since 1998- till date (11-12 years.)
Had I been able to fulfill the illegitimate demands of these culprits then I am quite confident that I
would have not been required to face humiliation, harassment & mental stress. Not only I have been
made mentally harassed but I have also been made to suffer a lot financially. This awesome
experience has also led me to not being able to contribute towards my family.
Those who are defalcating they are most appropriately described as corrupt people but I also
attribute lethargic, errant, unscrupulous, impolite, imprudent, insolent, delinquents, sluggish,
dormant, capricious, the people serving in a democratic administration, judiciary & legislation
systems as corrupt as defalcator. Such people are in mind more dangerous than the corrupts & unmasked corrupts. So called rules in a democratic system neither let you live happily nor allow you to
live peacefully.
Corruption is the abuse of entrusted power for private gain. Corruption has dire economic & social
consequences.

Where as corrupt people will spread homicide & not spare the victim to live. As for me corruption is
the biggest root cause social injustice, social in-equality, health, ill minded, whimsical, dull minded,
sluggish, ill literate, dormant, lethargic, capricious, opportunist.
There fore it is most imperative to invoke the human values based ethics & evolves better living
conditions for all in a society.
As otherwise I am strong believer in human values, philanthropist, god fearing, righteous, upholding
just values for all, sincere, honest, just, believer in god, believer in law of my land, morally extending
my best regards to my motherland & understand the problem others.

initiative.
The initiative I have launched has benefited largely to the common people residing in &
around my residential place/city. However, I & the people residing nearly my residence are
yet to enjoy other basic amenities like sewage, sanitation, street lights, leading approached
road, addressing the problem of breeding insects, un-hygienic living pathetic condition etc..
The other benefit the system has got is ___ the fund for development which is allotted to
the constitutionally elected irresponsible representative will now be used selectively on the
basis of proposed development schedule thus the expenditure made can be made public
hence more accountability/transparency can be seen on the part of executers.
Therefore the fund allotted as shown in the tabulation will not go in corruption. The figures

I have been visiting & participating in this world water forum-05 Istanbul (Turkey) only to know
the ideas of the people concerned who have either been victimised or who are holding higher
official position in the system ___ who may have contributed in resolving the civic amenities
related problems.
- I need to know the system of yours & whole world other country by which the norms are being
governed.
All this due to avoid corruption refused by me to do corrupt officials.
Need is the mother of every invention. The subject to be focused on is a pivotal point, which should
be addressed once for all to save the world community. Corruption is as hideous an act as terrorism.
Which not only restricts the growth of a nation or world but to a larger extent it engulfs the interests
of humanity. The act of corruption must be treated worldwide & it is as despicable as an act of
terrorism.
As of now, the entire world community is more sternly running after the annihilation of terrorism. Why the world
community does not extend importance and hold the social menace of corruption as dangerous as terrorism?
Almost all the nations in the world are crumbled under threat of corruption.
Moreover the developing & under developed countries are most affected. Because in such countries the social
inequality, illiteracy, over-population, poverty, inefficient administration, justice delay tactics, hunger,
exploitation, deprivation of basic civic rights, corrupt political, illiterate political system, administration & judiciary
system, lack of basic infrastructure, education, health etc… are the major attributes which contribute towards
being at backwardness & blocking the way of fairer world.
As far as I am concerned I feel that the menace of corruption can be best exterminated by judicial & good
administration governance will only. But unfortunately the lack of political will is the only hindrance in
exterminating the demon of corruption. Why is it so? ____ You know____ it is because of the criminalisation of
politics. Political parties are not so much concerned about the nation or society or fairer world or the people or
the world community. The political parties grab the power by way of political manoeuvrings, criminal activities,
and conspiracies, nexus etc…
Once the parties is voted to power its main objective will be to spread pseudo democratic values & along with
plunder the money from state exchequer under the schemes which have never benefited the society & the
people or world community for fairer world.
In a world in which the peace is disturbed we cannot expect complete prosperity fairer world unless & until the
nucleus of social problem called corruption is addressed in which the entire world community is permanently
benefited. Other wise by holding & organizing world conferences & by inviting political heads of states would
not serve the purpose of eradication of corruption.
Corruption does not necessarily mean the embezzlement of money, corruption means in-justice, corruption
means delay tactics, lethargic ness, sluggish ness, leaking the matter in other system, corruption means
keeping bad eye on a woman, corruption means unnecessarily delaying those matters which can be taken up in
quick time, corruption means misusing officials & constitutional power, corruption means colluding with others
for selfish gain.
The world needs to put up an organization, which should be autonomous in its nature of operation as similar as
UNO. & the directives being promulgated time to time to be considered as code of conduct which should be
binding on all states in the world.
If for that matter any state or country is declining or reluctant to comply with the proposals made by the world
forum that particular state or country should be debarred & boycotted for free trade & other political sanctions,
economic sanctions to be imposed. More over in the Worl d Bank, international monetary fund should also
stop funding to such a state or country. Which is reported to have been a highly corrupt state or
country?
To initiate such a movement the developed countries need to come to one platform. Further to set up such an
organization it is not so difficult if the world community & the heads of economically prosperous states or
country should enforce the call to set up this kind of an organization.
I am putting the facts before you through me are not criticizing the systems prevailing here in India. As in India it
is too difficult to get the desired services from the systems. Amongst all the systems illiterate & lethargic political
system is most corrupt & in a democracy only political system is representing its own country when there arises
a question of attending any world forum/agenda in the conference on the world level.
Therefore I call upon the world community giant financial institutions of the world, prudent heads of
states or country & right political parties from all over the world. To try & implement the suggestions
made above to extricate & eliminate this caused social evil once for all enabling the people of the
entire globe to live happily with their heads high, irrespective of origin of country, caste & creed, colour, social
status, education, health, physical condition, poor, rich etc…
As corruption entails problems relating & affecting to all above specified categories.
Freedom is not only confined to geographical boundaries of country but every individual living on this earth also
appreciates it.

over the 12-13 years is to keep spreading awareness of being courageous, righteous

If my complaint is redressed in the right spirit & by law I am quite sure that the corruption of RS. 1, 93, 000/CRORES can be eradicated, if my services are sought for the betterment of nation.
I do not only intend to aim at getting heavy compensation but equally interested to see that errant officials, who
have taken the laws granted & behave in such a manner that they are above the law, are punished severely so
as to set the precedent in the coming years.
Not only this will lead to transparency but to great extent the custodians of administrative system, political
system & lower judiciary system will remain fearful of laws and this will certainly lead to smooth & efficient
running of system.
The best way to punish these culprits will be to promulgate the verdict comprising an order which should state
that the impairment charges to the litigant be paid directly from the individual accounts of errant officials. If this
is done then only the errant officials will realize how stringent the punishment is!!!!!!
Any official who has committed any wrong practice should be immediately sacked from the services, as, to me
such an official is enemy of the nation & its society. He/she is as guilty as any anti-national element or a
corrupt
official.
Where as corrupt people will spread homicide & not spare the victim to live. As for me corruption is the biggest

The attitude & delaying tactics in discharging duty bound obligations are definitely showing the signs of
culpability committed by the errant systems. This has been done intentionally just for the sake of not being able
to achieve desired corrupt motive.
When I did not respond to pay off money un-officially the officials turned their back on me
with gross dereliction of the duty. More over the mantel agony, which I have suffered, is
immeasurable & irreparable ___ and judiciary has also failed to look into this aspect.
Whom shall I have to hold responsible?
Insecurity leads to - Ambiguity leads to - conspiracy & strong nexus leads to -
corruption leads to - poverty, social imbalance, economic inequality, hampering trade &
business, ignoring national interests, affecting the health of an individual & nation, depriving
opportunity of a deserved, increasing crime rate, inspiring the next to commit wrongful act,
fall in the respect for nation, criminalization of politics, Un-deserved getting installed at key
position in systems.
Honesty is the language, which even a deaf can hear & a blind can read.
Each human being is entitled to live in a salubrious living conditions irrespective of what
cast & creed he/she belongs to. The salubrious living conditions do not imply necessarily to
be having good climatic conditions. In a way sobriety can be best defined & interpreted in
terms of transparent & efficient administrative, political, & judiciary systems. The level of
efficiency can only come through when the corrupt practices are addressed & annihilated.
To do this job description of all working people whether the officials working in public,
private or govt. offices, should be transparent & accountable to general public. This
practice should percolate deep down to 4th class of official in hierarchy. The root cause of
any problem relating to not having good living conditions for a human is corruption. As
corruption will not allow majority of people to have an access to live in good social
conditions only a handful of people are benefited & they are mainly those who are working
in a system.
In award categories & the submissions to be accepted under enlisted form i – xvii need
financial resource participation coupled with efficient, honest & transparent human
resources.
The living environment evokes the need upon having a contribution from each one of the
citizens, a citizen who is an individual working in a private firm or who may be self
employed, entrepreneur or working in any democratic system. He should be fully aware of
his own obligations towards making & maintaing an improved living environment.
The public policy should be based on constant interaction between the public & the
authorities. Complaint logged should be immediately redressed. Ward offices to be put up
at several places in rural & urban areas. The functions of these wards would be to ensure
proper water supply, maintaining hygienic & proper sanitary conditions, fostering plantation
programme, catching stray animals, providing proper parking facility for vehicles,
sanctioning new building layout with a view to providing basic civic amenities, amenities
like domestic gas supply, domestic electricity connection & water supply. Pipelines should
be laid underground, unauthorised connection or unauthorised putting up of stalls be
removed, public transportation within the municipal limits to be made accessible & time
bound, making public parks including public garden for amusement purpose, enhancing
cultural activities etc. In order to achieve all this the public body has to have a strict vigil
around the clock with adequate resources.
