Both parts and all sections of the application form should be filled in for the application to be processed. The first part, i.e. the Web-based survey is used to collect information for statistical purposes such as personal data (i.e. name, gender, nationality), contact details, mandate/s applying for and nominating entity. The webbased survey should only be completed once, i.e. multiple selection allowed to indicate if the candidate is applying for more than one mandates. This is the second part, i.e. of the application form in Word which can be downloaded, completed and saved in word format and then submitted as an attachment by email. Information provided in this form, includes a motivation letter of maximum 600 words, will be used as received to prepare the public list of candidates who applied for each vacancy and will be made available to concerned parties, including through the OHCHR Internet. Once completed the application form in Word should be submitted by email to hrcspecialprocedures@ohchr.org If the candidate is applying for more than one mandates, an application form needs to be completed and sent for each mandate. Nowdays, is professor and researcher of the Cátedra Latinoamericana Ignacio Ellacuría, at the same university, and teaches human rigths issues in other universities in Mexico and Central America. Through participation in work groups about human rights violation cases, he has contibuted in human right reports to the Interamerican Human Rigths Comission, and shadow reports to the United Nations Human Rigths Committee, and civil society reports for Mexican Universal Periodic Review. The researches of the Master degree and the PHD, and other publications, include an exhaustive panorama of international and national human rigth instruments, particularly on the Universal and the Interamerican systems. Particularly, in the researcehs about justice access for women an children in human traffciking, and the United Nations Convention against Transnational Organized Crime and its Protocols, so the legistlative and policy making harmonization with local issues in Latin American Countries, especially Mexico. He was cofounder and the first President of the Latinamerican Human Trafficking in Persons Observatory (2010-2103), that includes several universities, human rights civil organizations, and researchers in women and children human rights in all Latin America, which are integrated for research, formation, and interactive agendas with local authorities in seventeen countries. He also takes part in the coordinator team of the "Catedra Latinoamericana de Análisis de la Realidad Política y Social Ignacio Ellacuria sj" that is promoted by the Latin America Jesuit Univetsities Asociation (AUSJAL), that makes analysis of complex human rights problems, from a sociohistorical point of view in Latin America. He is member of many Councils an assambles of human rigths civil organizations in Mexico, such as Un Mundo Una Nación A. C., non governmental organization that contribute with humanitary help and gives protection and advices to centroamerican irregular migrants in their way across Mexico. Motivation Letter (600 word limit) Contributing with the service of being Special Rapporteur in trafficking in persons, specially women and children, provides the issues for incidence in local authorities to perform well their job, in adition to colaborate in reseach of human rigths violation cases, commited against women, children or any person who is in trafficking situation. I have had the oportunitty of research the modus operandi of some local criminal organization and diverse women trafficking situations in Latin america, and had the experience to talk with authorities, civil organizations and academic reserchers, victims and interested people, in many countries, through researches, academic congresses, courses and diplomas for prosecutors and civil society. I think that traffiking in persons is a human rights complex problem that involves many actors and many situations. This kind of human right problems doesn´t have a succesfull solution because of all the harm that causes to the victims. Nevertheless, to provide laws, prosecute crime organizations, provide public policies to prevent and attend potential victims and give the victims the oportunitty to remake their lives, are issues that combat this complex problem. Trafficking in person outcomes responds at the logic of global capitalism, that assure the maximum profits in fewer time as possible, in an ilegal and illegitimate way, by the explotation of human beings. I believe that access to justice should walk in the oposite direction. Justice has to provide the victims the shortest way to damage repairs and the correct rights restitution as soon as posible. The States Parties of Conventions and Human Rights Protocols have to design plans and routes to do this reality, but not in a simple way. The main efforts that countries have done are insuficient to modify the problem, because they don´t attend the structural causes as well: the trade logic and the cultural issues in a capitalist and patriarcal world. Even the service of the Special Repporteurs are limited, this sights should provide important tools to combat the traficking in person. Government should understand their main role of regulation of capitalism, and provide policies that combat discrimination, violence against women and children, migrants, criminal organizations and poverty. Those should be the topics of their efforts: to provide better conditions for people to live, and look at the human rights as negative moral agreements. The observance of international agreements in human rigths is the way that 8|Page SECOND PART: APPLICATION FORM IN WORD (appointments to be made at HRC26 in June 2014) Special Rapporteur on trafficking in persons, especially women and children [HRC res. 17/1] global society has done to make sure the goverments accomplish, promote and respect human rights, and make sure that they can be requiered and a subject of review by a court. The Periodic Universal Review at the United Nations Human Rigths Council, where each country expose their efforts on preserve the human rights in their countries, and the efforts of the Special porcedures are mecanisms that can ensure progresibility of global concience. But the main efforts should be at every country and the regional mecanisms to do the human rigths instruments that provides victims justice and punish human rights violations. Each case should be investigated, and the special repporteurs can provide aid and press the authorities in what each country should work. The experiences in these fields aren´t enough, but they should be recovered to advance straight on forwards. I think that in all procedures have to keep the sigth of the victims, so they can talk and make themselves persons of their own history. They have to remake their histories and have a world about what it hapenns and how the world should be, for them and for other victims. Nevertheless, authorities shouldn´t treat them like victims, but persons who have a future. The term victim has a tendency to relate the worst past and tie down the individuals identity. So the borderline between the victim and the person is an historic process.
