Both parts and all sections of the application form should be filled in for the application to be processed. The first part, i.e. the Web-based survey is used to collect information for statistical purposes such as personal data (i.e. name, gender, nationality), contact details, mandate/s applying for and nominating entity. The webbased survey should only be completed once, i.e. multiple selection allowed to indicate if the candidate is applying for more than one mandates. This is the second part, i.e. of the application form in Word which can be downloaded, completed and saved in word format and then submitted as an attachment by email. Information provided in this form, includes a motivation letter of maximum 600 words, will be used as received to prepare the public list of candidates who applied for each vacancy and will be made available to concerned parties, including through the OHCHR Internet. I am a law professor who specializes in children's rights issues. I have taught a course on human rights and children since 2003. I have authored more than fifty scholarly and professional publications on human rights and children's rights issues and co-edited a book on the U.N. Convention on the Rights of the Child (2006). I have been an active participant in the development of NGO Alternative Reports submitted to the U.N. Committee on the Rights of the Child as part of the reporting process under the Optional Protocol to the CRC on the Sale of Children, Child Prostitution, and Child Pornography, and have contributed to NGO submissions to the Human Rights Council pursuant to the Universal Periodic Review process. I have been invited to present on children's rights issues and issues of trafficking and commercial sexual exploitation of children at conferences in North America, Europe, Africa, and Australia. Invitations have included not only academic conferences but also many forums for NGOs and government officials. I was invited to serve on the Institute of Medicine/National Research Council's study committee on commercial sexual exploitation and sex trafficking of minors in the United States. I served on the two-year study committee, which culminated in the release of a significant report on these issues in September 2013. I was invited by United Nations Inter-Agency Project on Human Trafficking (UNIAP) to form a research team as part of UNIAP's REACH Initiative examining traficking of individuals from the Greater Mekong Sub-Region and undertook research on the topic in 2009-2010. I am able to travel to Geneva and New York as needed and am also available to travel to other cities and countries for official missions and to meet with relevant stakeholders. As a children's rights researcher, I am very familiar with reports and visits of prior Special Rapporteurs on the Sale of Children, Child Prostitution and Child Pornography and am familiar with the types of research and writing that the position requires. Motivation Letter (600 word limit) Since the adoption of the Convention on the Rights of the Child in 1989 and the Optional Protocol to the CRC on the Sale of Children, Child Prostitution, and Child Pornography in 2000, there has been growing recognition of the need to strengthen efforts to prevent and and respond to the sale of children and commercial sexual exploitation of children. These violations of children's rights have severe short- and long-term consequences for children. I believe that the Special Rapporteur on the Sale of Children, Child Prostitution and Child Pornography plays a key role in advancing law and policy on these issues. The issues under the mandate of this Special Rapporteur position are the primary focus of my career, and I would welcome the opportunity to contribute to the strengthening of responses to commercial sexual exploitation of children. As a law professor who focuses on children's rights issues, I believe that the law plays a critical role in providing a foundation for a robust response to these and related children's rights violations. However, law is necessary but not sufficient. A multisector response is necessary, and in my work on this issue, I have drawn upon methodologies from various sectors, including not only children's rights law and other legal frameworks but also public health and international development. I have sought to engage a broad range of stakeholders, including both governments and civil society, across a range of fields, including law enforcement, social services, health care, education, the media, and the private sector. I believe there are significant opportunities to build partnerships across these sectors and others and to draw upon the core capabilities of all relevant stakeholders in order to ensure the rights and well-being of all children and prevent child exploitation. To successfully prevent and respond to the sale of children and commercial sexual exploitation of children, I also believe that survivors and youth play an essential role. It is important to hear from and incorporate survivors' voices in all aspects of the design, development, implementation and evaluation of laws, policies, and programs aimed at preventing child exploitation. I similarly believe that youth should have opportunities to participate at all stages in this process, consistent with their age and maturity as set forth in Article 12 of the Convention on the Rights of the Child. Finally, in my work in this area, I have emphasized the importance of prevention and of protecting children before they are harmed, in addition to assisting victims and holding perpretators accountable. I have emphasized the value of a human rights-based approach to prevention. The three-pronged framework of the Optional Protocol, which creates a mandate for action on prevention, prosecution, and assistance to victims and survivors, provides the necessary rightsbased framework to strengthen efforts to prevent the exploitation of vulnerable children.
