Other things you can do to keep yourself and others safe… _______________________________________________________ 2 Expectations for Parents and Guardians We encourage all parents to be involved with their child’s education as much as their personal circumstances permit and to know that their child is on an academic course for graduation. We also ask that parents accept the following responsibilities to help support their child’s success: Send your healthy student to school every day, on time and ready to learn. Send a note when there is an absence or if there is a change in routine. Demonstrate and model respect for all persons in the school community – students, staff, and other parents. Monitor your student’s work and always expect his/her best effort. Monitor what your child brings to school each day. Hold your child accountable for behavior and academic performance. Communicate with the teachers, the principal and other staff as needed to monitor your student’s progress and achievement. Ask questions and share concerns as they arise with your teacher or appropriate staff. Develop a partnership with the school staff to support your child’s education. Provide a place and time at home where your child can study effectively. Support the school and require your child to abide by the rules. We also ask that everyone check-in at the school office when visiting or volunteering at the school. For student safety, outside doors, except the main office, are kept locked during the school day. Visitors are required to wear a pass when in the building or on the school grounds. Expectations for School Staff All staff will work to nurture a caring, safe, and supportive academic environment. Come to school ready to work, teach and learn. Begin class on time with meaningful activities. Demonstrate and model respect for all persons in the school community – students, parents, and other staff members. Teach, model, and review the routines and procedures of the school and individual classrooms. Model and assist in enforcing expectations school-wide. Hold students accountable for their behavior and academic performance. Use problem solving and appropriate consequences when dealing with student misbehavior. Communicate with students, parents, and (need to know) staff regarding problems, progress and achievement. Work with parents and staff to address ongoing problems. Document interventions, results, and communications. See that parent volunteers and visitors to the classroom check in at the office and wear an appropriate school pass. Respond immediately to referrals for severe behavior. 3 Arrival Time/Daily Schedule Students should arrive at school after 8:50 am unless they are part of the breakfast program or arrangements have been made with your child’s teacher. Breakfast on Wednesdays starts at 9:25. There is no late start on half days. School is still dismissed at 3:40 on Wednesdays. On early dismissal days, dismissal time is either 12:25 pm or 12:40 pm. Please watch for specific times and dates on flyers and school calendars. Attendance Regular school attendance is necessary for mastery of the educational program provided to all Manchester students. Please make every effort to schedule doctor and dental appointments outside the school day. Early dismissal also interrupts your child’s education and the learning of other students in the classroom. Please call the school office in the morning if you know your child will be absent. To encourage consistent attendance habits, recognition will be given each trimester to students with Perfect Attendance (no absences) and Excellent Attendance (one absence). To receive these awards, a student must also be on time for school each day. The school day at Manchester Elementary starts at 9:05 each day (9:50 on Wednesdays). Students who arrive after that time should check in at the office for a tardy pass which must be presented to the teacher before entering the classroom. As a means of instilling values of responsibility and personal accountability, a student who is tardy three times in a trimester will need to make up a half hour of school time after the regular school day. The teacher will contact the parent to arrange this time and the parent will be responsible for transporting the child home. Medical and dental appointments will be considered excused tardies. Absences for reasons other than illness or medical appointments can be excused but must be pre-arranged with the principal. It is our hope that this attendance policy will help instill self-discipline and responsibility in our students. If you have any questions, please contact me by phone at 360-443-3230 or by email at callan@skitsap.wednet.edu. 4 Transportation to and From School Walking We ask that parents work with their children on safety procedures for walking to and from school, especially since there are no defined sidewalks or pathways in our neighborhood. For safety reasons, those students walking along California Ave. should stay well behind the white fog line on the east (school side) of the street. Students walking from north of Chester Rd. should cross Chester Rd. at the crosswalk at the end of the bus lane. For safety reasons, there are no crosswalks at the intersection of California Ave and Chester Rd. Students are to walk down to the crosswalk at the end of the bus lane to cross. Parents that come to school to pick up their child are asked to meet their child at the flagpole. For all students’ safety, please do not go to the classrooms or bus area to pick up your child. Siblings that meet and walk home together should also meet at the flagpole. School Bus Bus transportation is available to most students. This is a privilege and students are required to obey all established rules and regulations. Disorderly conduct on a school bus or at a school bus stop may result in a loss of bus riding privileges. Students are expected to ride their assigned bus. If it is necessary for your child to ride a bus other than the one assigned, a note from the parent to this effect must be sent to the child’s teacher by way of the school office. If your child normally rides a bus, he or she may walk home only if authorization from the parent is received by the school office. Automobile When students are delivered to or picked up from school by car, drivers are asked to use the upper parking lot in front of the school. Please be considerate of other drivers by parking in only appropriate spaces and not blocking the drive through loop. For safety reasons, we ask that you do not pick up students on California Ave. where students need to cross the bus lane or the parking lot to get to your vehicle. We recognize that the parking lot can get congested between 3:35 – 3:45 p.m., however, safety is our highest priority. Wheels Due to safety concerns and the lack of bicycle lanes, riding bicycles or any form of wheels (skates, scooters, skateboards…) to school is limited to 4th, 5th, and 6th grade students. Before students ride their wheels to school they must have their “Wheels” permission slip (available in the office) signed and on file in the office. Once reaching school grounds, students must get off their wheels and walk them to the bike rack area behind the school. This area is locked during school hours. Motorized scooters, bikes, etc. are not authorized for student use. Changes in Your Child’s Pickup Routine If you plan to pick your child up early from school, please send a note. When you pick up your child, please come directly to the school office. Teachers are instructed not to release any student from the classroom until the school office notifies them that the parent/guardian has arrived. This procedure is in place to protect your child and hold class interruptions to a minimum. Any change in routine needs to be communicated to us by the custodial parent. Even if you have given us names of people we can contact in case of emergency, you still need to notify us if those 5 people will be picking up your child. In order to protect the safety of your child, we will not release any student to an unauthorized person. Please send a note if there is a change in the pickup routine. If you need to call the school regarding a change, please call the school office at 443-3230. Remember that between 3:00 – 3:30, the school office can become extremely busy, so please call before 3:00 if possible. If you arrive at the end of the day to pick up a child without notifying the office, please come to the school office to check your child out. Inclement Weather We encourage families to plan for child care and emergency transportation in case of bad weather, hazardous road conditions, or other emergencies that may close schools or alter school hours, bus schedules and routes. News of closures will be broadcast on regional radio and television stations. Listen for news about South Kitsap School District. Information will also be posted on the district website, http://www.skitsap.wednet.edu. If no announcements are broadcast, schools will operate on a regular schedule. Sample Announcements: Schools Closed – When this is announced, all SK schools will be closed for one day only and all meetings, field trips, after school activities, etc. will be cancelled for the day. Schools Open, Limited Bus Transportation – Bus service is limited due to road restrictions or weather conditions. Educational programs are in session. School Open, Two Hours Late – School start is delayed for two hours. Students are dismissed at the regular time unless otherwise announced. No morning kindergarten, no mid-day transportation. We have emergency procedures for fire, earthquake, lockdown, and for sheltering in place. In the event of a fire or earthquake, our students and staff exit the building and assemble on our play fields. A temporary office is established near the basketball court and a team is available to check out students to parents or those designated as emergency contacts. When the school is under “Lockdown” or “Shelter in Place”, all doors to the school and classrooms are locked and no one is allowed to enter or exit the building. For the safety and security of all, students will not be released until the incident is over. During emergency responses, telephones quickly become clogged and we ask that you do not call the school. Correct names, addresses, telephone numbers, physicians, employment information, and at least two local emergency contacts are critical. The health and safety of every student is a primary concern of our school staff. If a student is injured at school, he or she will be administered emergency first aid when necessary by the school nurse or a staff member with first aid training. Parents will be notified in those cases serious enough to warrant communication or when there is any question as to the seriousness of the injury. If we are unable to reach the parent, the emergency numbers will be called. If we are unable to make contact, we will use our judgment on whether to contact 911 or keep the child in the health room. Children who become ill or show symptoms of illness may be sent home as a protection to other students as well as to themselves. Parents are asked to develop an emergency plan if they are unable to pick up their child. Students with a temperature of 101 degrees or above should remain at home until free of fever for 24 hours. Communicable diseases must be reported to the school office as soon as possible for the protection of everyone. Exclusion from school until the disease is terminated or treated is required, and on occasion the child may need a signed permission from the doctor upon returning to school. A school nurse is available for consultation and may be contacted through the school office. Medication at School All medication, including over the counter medication, is administered only after written permission from parent and physician. This medication must be accompanied by the completed “Administration of Medication at School” form (available in the school office) and provided in the original container labeled with the name of medication, directions, and student’s name. Medication should be delivered to the front office by an adult and is kept and administered in the health room. Please contact the office if any special instructions are required. Lunch/Breakfast Program Nutritious lunches and breakfasts are available to all students each day. Elementary lunch is $2.75, breakfast is $1.55. You can purchase milk separately for $.50. Students may pay at the time the meal is served or purchase credits through our kitchen staff. Make checks out to Manchester Elementary. Some students are eligible for free or reduced price meals. This eligibility is determined by federal guidelines. Additional information on these programs and applications are available in the school office. School lunch menus are distributed to students on a monthly basis. PTSO Parent Teacher Student Organization The Manchester PTSO is our parent organization and has been extremely supportive of our school programs. You are automatically a member and I encourage you to become involved with the 7 various activities to the extent that your work and personal schedule allows. Meetings are held monthly. Look for the monthly newsletter or on our school website for the next scheduled meetings. Manchester School benefits a great deal from the many volunteers that support our programs. Parents, grandparents, junior and senior high school students, and community members regularly volunteer in the classroom, library, office, health room, field trips, PTSO activities, before and after school activities, and a variety of special programs throughout the year. All volunteers are required by state law to have a background check even if you just want to attend a class party or go to recess with your child. If you are interested in volunteering, please contact us if you have any questions. Closed Campus/School Visitation The school district maintains a “closed campus” policy. Students are expected to remain at school from the beginning of the school day until the end of the school day. Visitors to campus must have the approval of the building principal and must sign in at the school office. We appreciate your interest in your child’s progress and learning experiences. You are most welcome to visit the school. To avoid classroom disruption, schedule classroom visitations through the school office or classroom teacher. When you arrive at the school, please sign in at the main office. School Dress It is our goal to establish a school climate that focuses on academic achievement. We ask that students dress in a manner that is not disruptive to the educational process and that is also safe for day to day school activities including recess and P.E. Clothing should be functional, neat, clean and presentable. Open-toed shoes are not appropriate for the playground or for P.E. and we ask that these not be worn. Clothing that advertises drugs, sex, and/or alcohol, or clothing that has inappropriate language is also prohibited. Gym shorts, short shorts, short skirts, halter tops, tube tops, tank tops, and tops that expose the tummy are generally not appropriate attire for school. 8 Homework Guidelines We encourage all families to set time aside for daily reading. In addition, homework may be assigned to students to enhance or reinforce classroom instruction. Questions regarding homework should be directed toward your student’s teacher. Birthdays/Invitations We encourage children to be sensitive to the needs and feelings of other people. Accordingly, we ask parents not to send birthday invitations to school unless all children in a classroom are included. Classroom teachers have their own procedures for recognizing their students’ birthdays. We ask that you do not send treats or gifts to school for your child or the class without discussing with your student’s teacher first. Any food brought in for special events must be purchased from the store and in its original container. We cannot accept any homemade food items. Textbooks and Supplies Textbooks and most instructional materials are supplied by the school to each student. Supplies such as pencils, paper, rulers, scissors, etc. are the responsibility of the student. Primary and intermediate supplies list are available in the office (and are also available in many local stores). Students are responsible for the proper care of all texts and instructional materials checked out to them. Fees are charged for the replacement of lost or damaged books and materials. Willful damage or destruction to school materials, equipment, or the facility will result in disciplinary action. Electronics, Cell Phones and Personal Items Cell phones and other electronic devices as well as other personal items are not to be used or visible during the school day. Students should not bring toys, trading cards or other personal items not related to the educational process to school. We cannot guarantee the security of, or be responsible for, any electronic device during the school day without teacher approval. The teacher will confiscate it and it will be the parent responsibility to pick it up. Firearms on School Premises: If any student is found in possession of a dangerous weapon or explosive device on school property or at a school sponsored event, law enforcement will be called and student will be subject to suspension or expulsion. Any student in possession or use of a firearm on school property, school transportation, or any school sponsored event shall be expelled for not less than one calendar year, including notification of law enforcement and parents/guardian. Expulsion may be modified on a case-by-case basis by the district Superintendent or designee. (School Policy 3330 and 3335, RCW 9.41.250 and RCW 9.41.280, RCW 28A.600.420 and RCW 28A.600.010). Tobacco on School Premises: Tobacco use or possession on school district property by anyone is a violation of State Law. The use or possession of tobacco on campus or at a school sponsored activity away from school is a violation of school policy and students will be subject to school discipline. (School Policy 3330, RCW 28A.210.310) Use, Sale or Possession of Substances: Student will not possess, use, or be under the influence of alcohol, drugs, narcotics, intoxicants of any kind, substances purported to be the same as and/or related paraphernalia on school grounds, at, on, or off-campus school-sponsored activities, en route to and from school, and/or while attending school. Behaviors listed above are against the law and 9 will involve law enforcement and students will be subject to school discipline. (School Policy 3330 and 3415, United States Dept. of Education Federal Certification Guidelines. Bullying/Harassment The district is committed to a safe and civil educational environment for all students, employees, volunteers, and patrons, free from harassment, intimidation, or bullying. “Harassment, intimidation, or bullying” means any intentional written, verbal, or physical act that may: Physically harm a student or damages the student’s property; or Has the effect of substantially interfering with a student’s education; or Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or Has the effect of substantially disrupting the orderly operation of the school. Harassment, intimidation, or bullying can take many forms which could include slurs, rumors, jokes, innuendos, demeaning comments, drawings, cartoons, pranks, gestures, physical attacks, threats, or other written, oral, or physical actions. These type of actions will result in parent/ guardian contact and may lead to discipline depending on frequency and severity of conduct. If you are aware of bullying, harassment, or intimidation taking place, please contact your child’s teacher or Mr. Callan immediately. Student Management The student management plan on the following pages was developed by a committee of Manchester parents and staff. Each year it is reviewed by staff before school starts in the fall. Teachers review it with their students during the first few weeks of school. We ask that you also review it with your student. We appreciate any input or feedback you may have regarding this plan and will make needed changes during our yearly review. Student Management Plan Our Beliefs Manchester Elementary is a place for learning. Toward that end, the Manchester staff works to nurture a caring, safe, and supportive academic environment. Students are expected to come to school ready to learn, to respect themselves and others, and to keep themselves and others safe. Procedures: Students are expected to take responsibility for their choices and behaviors. The principal, teacher and support staff will assist students and their parents in learning to meet school expectations. When a problem arises at school: The staff member or student states the problem respectfully. Acceptable choices/solutions are identified. When a good choice is made, the problem is solved. If a poor choice is made, the teacher will: Give firm directions and Administer natural and logical consequences 10 If a student continues to make poor choices or have problems that detract from learning, the teacher or the principal will administer more severe consequences. These may include, but are not limited to: Parent contact, Referral to the principal, In-class time-out, Out-of-class time-out (in the multi-use or another classroom), Loss of Self-Manager status School service work, In-school or out-of-school suspension. Resources available to teachers to help address ongoing problems include: Parent/Student/Teacher conferences, The student’s previous teachers or team teachers, Principal, Interventionist, School Psychologist, Referral to the CST (Child Study Team) or MDT (Multi-Disciplinary Team) Referral to law enforcement and/or state agencies. In the instance of severe behavior (fighting, physical or verbal assault, blatant disrespect, substantial disruption of the educational process, possession of weapons, explosives, or other dangerous objects) consequences may include, but not be limited to: school suspension, parent/student/staff conferences before the student returns to school, long term suspension, expulsion, referral to law enforcement and/or state agencies. During the first weeks of school the teachers, playground and lunchroom attendants help the students learn the rules for the playground and lunchroom. Your support from home will help to further reinforce the rules and make all the students’ recess and lunch times more enjoyable. Please take a few minutes to review these rules with your child. Playground Rules We have the same expectations on the playground as we do within the school setting. Be courteous, respectful and cooperative. Settle differences peacefully; get help from playground supervisor if needed. Use the Kelso rules! If you play with a ball, be responsible and return it to the ball basket. Use appropriate and respectful language when communicating with others. Ask for permission before leaving the playground. Be Safe. Wear only closed-toed shoes. Please leave cleats at home! 11 “Play fighting” or “playing around” is not allowed. This would include hitting, kicking, jumping on one another or throwing balls at each other in a playful manner. These activities frequently lead to someone getting hurt or escalating to a “real” fight. Walk directly to and from recess. The large soccer field is the only place where running is allowed. Play touch football only. Your mouth should be empty when you are on the playground. Any food or gum could cause choking accidents. During inclement weather, students are asked to wear appropriate clothing and to stay out of the mud puddles. Use the equipment and playground as it was intended. Use only hands when playing with balls on the upper field and blacktop. It is okay to use your feet to kick a ball on the soccer field. Sit, facing forward when using the slide. Sit and hold on when using the tire swing and seesaw snake. Rocks and sticks are to be left on the ground. Thank you for helping us keep the playground a safe and enjoyable place for all students! Recognition Programs We believe that all students can meet the expectations outlined above. In doing so, students demonstrate that they can manage their behavior and assume responsibility for their part in being successful at school. Cool Cougars – Student Self-Manager Program During the first weeks of school, teachers review school-wide expectations as well as specific classroom rules and procedures. Students are expected to abide by these. In October, students who consistently meet the expectations in all areas of the school (P.E., Music, Library, Lunchroom, Playground, etc.) are recognized as “Cool Cougars” or “SelfManagers.” Students receive recognition during the year that they are Self-Managers. Additional privileges and incentives may vary by classroom. Other incentives may vary from year to year. Students not meeting expectations… Those students that have difficulty can receive their Self-Manager badge by demonstrating appropriate behavior over a period of time and having the staff member in that area sign-off on a Self-Manager contract. Students can become Self-Managers throughout the year. Self-Managers that have trouble… 12 The child’s teacher (and support staff, if problem is occurring in another area) meets with the student to discuss problem and appropriate consequences. Loss of Self-Manager status is a possible consequence. Self-Manager badge may be earned back by… The student demonstrating appropriate behavior in problem area for period of time (usually 1-2 weeks). The student meeting with the staff member where a problem took place and obtaining a new signature. Neighborhood Assemblies Classrooms in each of the neighborhoods gather together about once a month throughout the year to give recognition to students for a variety of accomplishments. These include: Quality “Qs” – presented by each classroom teacher to recognize quality work. Rising Stars – presented by the classroom teacher or Mrs. Seemueller to students who have set goals and have met their goals.
