After several false starts, including a stay in Carthage, the Trojans found their city in Latium. However, they soon go to war with the Latins, but are victorious with their allies. Founding of Rome Romulus and Remus Summary! Romulus and Remus were twin sons of Mars, rescued by a wolf and raised by a shepherd. In a fight over where to build a city, Romulus killed Remus and built Rome on a hill, named after himself. Rome’s Neighbors The Etruscans were from a land north of Rome. They called their land Etruria. South of Rome was ruled by Greeks who came from Greece to settle land in Italy. Before his time there were no sewers in Rome, though the places between the hills were swampy and wet. Etruscan Government One of the other things Tarquin did was to establish a kind of police called lictors. These were officers who always walked before the king whenever he appeared in public. Each lictor bore upon his shoulder an ax enclosed in a bundle of rods tied with a red strap. This was called the fasces . It was a mark of the power of the king. The ax meant that the king might order criminals to be beheaded, and the rods meant that he might punish offenders by flogging.
