IFCS/FSC/08. 09 78th Forum Standing Committee Meeting 26-28 February 2008 Bangkok, Thailand Meeting Summary Report 1.0 Opening The President welcomed participants1 and thanked the Government of Thailand for hosting the meeting and the Government of Switzerland for providing financial support for document preparation and travel of participants. He emphasized the importance of a productive meeting stating the Forum Standing Committee (FSC) would continue to build on the agreements reached at its meeting in June 2007 to guide the preparation of the programme and plenary agenda for Forum VI. Dr Siriwat Tiptaradol, Secretary General, Food and Drug Administration, Ministry of Public Health, welcomed participants on behalf of the Government of Thailand. He said that Thailand's longstanding participation in IFCS had provided it with great opportunities to learn. IFCS provides a unique network connecting countries with others to address the important challenges posed by chemicals management. He emphasized Thailand's commitment to advancing chemical safety stressing the importance of working together to ensure the sound management of chemicals. 2.0 Adoption of Agenda The President presented the Proposed Annotated Agenda (IFCS/FSC/08.01) to the FSC for its consideration and adoption. The main focus of the meeting is the continued detailed planning for Forum VI including the review and input on the final drafts of the meeting documents and plenary session programmes for the substantive chemical topics, host government arrangements and financial issues. The proposed agenda was adopted. 3.0 Acceptance of the Record of the 77th FSC Meeting The revised Draft Record of the 77th FSC Teleconference (IFCS/FSC/07.30 rev1) was distributed to the FSC and other participants for review and comment. One member submitted suggested revisions that are incorporated in the revised draft. The revised Draft Record was accepted. 4.0 FSC - designation of representatives status report The Secretariat provided an update on the official designation of representatives to the FSC. The designation of new members representing Brazil and NGO industry are awaited. G. Entenza, Argentina, is participating in the FSC meeting as the alternate for Brazil and Chile as well as an invited adviser in his capacity as the SAICM Regional Focal Point. R. Koch informed the FSC that ICCA is reorganizing its governance structure and that a decision on a representative would probably not be taken before Forum VI so he will continue to participate as the NGO industry representative. 1 List of Participants - Annex IFCS/FSC/08. 09 5.0 Forum VI 5.1 Host government arrangements The President introduced the topic providing background information. At its 76th teleconference the FSC accepted the offer of the Government of Senegal to host Forum VI in Dakar with the understanding that a detailed local arrangements document covering all the IFCS requirements would be prepared and presented to the FSC for consultation. It was agreed that the FSC will be kept informed on an ongoing basis on the host government’s organizational arrangements. The secretariat referred to metting document "Forum VI, Organizational and Local Arrangements, Responsibilities of Host Country – Senegal, Basic Document" which presented information provided by the Government of Senegal and detailed outstanding matters. The main outstanding items are services for simultaneous interpretation during plenary sessions and regional group meetings on 14 September 2008, arrangements for conference hotels, reasonably cost food services at the conference facility, facilities for exhibits and side events and costs for optional arrangements (food & beverages, interpretation) for the latter. O. Sow confirmed that the Government of Senegal would meet all the IFCS meeting requirements and following the IOC in mid March, the Government of Senegal would provide the necessary detailed information. Until then the hotels were not able to provide information. He confirmed that the necessary arrangements would be made to provide simultaneous interpretation for plenary sessions and that interpretation services would be provided for the regional group meetings on Sunday 14 September. The Government of Senegal will also provide French/English interpretation for all regional meetings of the African group. To a request to offer reasonably priced exhibit space for NGOs and developing countries, the FSC suggested that a separate room be dedicated to exhibits and a standard table and chairs be provided to those requesting exhibit space free of charge. It was further agreed that side events can be held, at no charge, in rooms used for regional group meetings and meetings of ad hoc working groups. The FSC confirmed that no side events or workshops were being planned for Saturday 13 September and thus the conference facility space would not be needed that date. The Government of Senegal will host a reception on Monday evening 15 September 2008. The IFCS Secretariat and President have scheduled a planning visit to Dakar during April 2008. Meetings with the local organizing committee and others will be arranged to discuss and take decisions on the necessary arrangements. 5.2 Agenda and programme 5.2.1 Overview of programme and proposed general time schedule The working version of the "Overview of Programme and Proposed General Time Schedule" (IFCS/FSC/07.15 rev 2) for Forum VI agreed by the FSC at its 75th meeting was presented to the FSC for its reference and further consideration as needed. 5.2.2 Plenary agenda topics The FSC reviewed and provided input for the finalization of the meeting documents and plenary session programmes for the substantive chemical topics on the Forum VI agenda. The FSC agreed that advance information on potential outcomes from each of the topic plenary sessions would be helpful to participants in preparing for the discussions during Forum VI. The FSC requested the lead sponsors to consider potential outcomes of their session. L. Corra reminded members that the FSC had agreed that poverty reduction, widening gap, illegal traffic and children as cross cutting issues should be taken into consideration as relevant for each topic. 2 IFCS/FSC/08. 09 5.2.2.a Nanotechnology and Manufactured Nanomaterials: opportunities and challenges G. Karlaganis, Switzerland, the lead sponsor for the topic Nanotechnology and Manufactured Nanomaterials: opportunities and challenges, presented for the consideration of the FSC the final draft of the thought starter (TS) paper (IFCS/FSC/WG Nano/ 02 rev 4) prepared as the Forum VI meeting document and the proposed plenary programme (IFCS/FSC/WG Nano/ 04 rev 4) . He provided copies of the Code of Conduct for Responsible Nanosciences and Nanotechnologies Research recently adopted by the European Commission as additional reference information. The Code includes 7 principles and also provides guidelines to implement the principles. L.Corra provided information on ISDE's Statement on Nanotechnology addressing a number of health and safety issues including calling for adequate risk assessments before licensing of products containing free nano-particles The following comments and suggestions were offered by FSC members: The broad perspective of meeting session is good; balanced presentation on positive and negative aspects; the meeting document and proposed presentations for the session contain much useful information for developing countries; focus should be action oriented and in particular what efforts can be undertaken by different stakeholder groups; surveillance in work place - guidance on what to look for is needed; nanotechnology and manufactured nanomaterials should be a concern of industry in all sectors manufacturing goods and products; all should these industries should be engaged in discussions, research and safety; this aspect is missing from the TS - R. Koch will provide text; advertisement to consumers, particularly in area of cosmetics, and labeling of products should be addressed in TS; potential for widening the gap or closing it should be addressed during session; EC Code of Conduct on Research can serve as a useful model for others; the National Agency for Science & Engineering Infrastructure, Nigeria has agreed to make a presentation on the work ongoing and planned in Nigeria; K. Choi, R. Korea, will make presentation on work ongoing and planned work in R. Korea sharing the country's experience; L. Tanasugarn, M. Luxem and A. Olanipekun will provide an update of the information on ongoing work in their respective countries to be included in the TS; Several members referred to the topic of nanotechnology and manufactured nanomaterials as one of the most interesting and highest priority emerging issues and suggested that advance information on potential outcomes from the session would be helpful in preparing for the discussions during Forum VI. The FSC requested the lead sponsor to consider potential outcomes of the session and to report back later in the meeting. A number of members expressed the view that the outcome should be action oriented and constructive and include recommendations to the ICCM2 and global community. During the second day of the meeting, G. Karlaganis presented a new section for the TS entitled "Possible Forum actions". The FSC provided specific input covering issues such as including hazard as well as risk, work of NGOs and other stakeholders, importance of monitoring, research, adequate application of precaution, technology transfer, vulnerable groups and highly exposed groups, identification of knowledge gaps needed to effectively evaluate benefits and risks, allocation of resources. Input provided by the FSC will be incorporated into the final text. 3 IFCS/FSC/08. 09 The revised text will be distributed to the WG for their information and any further input they may wish to provide. G. Karlaganis presented for information a draft for a Dakar Declaration on nanotechnolgy and manufactured nanomaterials that he as the lead sponsor is considering submitting to Forum VI for its consideration. He invited comments and suggestions and also others to associate themselves with the document. A revised draft will be circulated to the WG for its information and comment. 5.2.2.b Substitution and Alternatives T. Jakl, Austria, lead sponsor for the topic Substitution and Alternatives, presented for the consideration of the FSC the final draft of the thought starter paper (IFCS/FSC/WG Substitution-Alternatives/02rev3) prepared as the Forum VI meeting document and the proposed plenary programme (IFCS/FSC/WG Substitution-Alternatives/ 04 rev3). The topic is addressed as a risk reduction strategy covering the life cycle and social dimensions. He clarified that for the substitution and alternatives plenary session the proposed presentation on DDT and its alternatives will focus on DDT within the substitution context and the technical approach and scientific methodological aspects would be presented. For the proposed presentation on substitution as a strategy of product development – as well as a driver for innovation (from stakeholder point of view) a representative from private sector has not yet been determined. The FSC did not request any revisions or additions to the TS prepared by the WG. The draft plenary programme was also reviewed by the FSC with out any changes suggested. It was requested and agreed that the presentation on DDT and its alternatives should complement the planned UNEP/WHO/GEF side event on DDT and its alternatives and any discussion during the plenary session on IVM & IPM. For the topic substitution as a strategy of product development – as well as a driver for innovation (from stakeholder point of view), R. Koch suggested a presentation by 3M on PFOS as an example of voluntary activity. During the FSC discussions, it was noted that the elaboration of possible Forum recommendations or agreed actions would most likely entail the establishment of an ad hoc WG during Forum VI to prepare. The elements in the TS could be presented in plenary as a basis for possible recommendations. For this topic, as well as the other plenary topics, the FSC expressed the view that it would be helpful to have in advance a further developed/detailed list of possible recommendations and action items based on the TS and presentations. T. Jakl, as lead sponsor, offered to prepare these in consultation with the WG and to submit them as a lead sponsor room document for the consideration of the Forum. The FSC agreed to the proposed process. 5.2.2.c Lead and cadmium - need for international action? M. Luxem, Germany, lead sponsor for the topic on lead and cadmium - need for international action? presented for the consideration of the FSC the final draft of the information/reference paper ((IFCS/FSC/WG Lead and cadmium/04 rev 1) prepared as the Forum VI meeting document and the proposed plenary programme. The focus is on the dispersal of lead and cadmium through international trade of these metals as commodities and in products and wastes and whether the potential hazards and risk via this mechanism may warrant coordinated international action to protect human health and the environment. The Forum may wish to consider whether such trade may lead to problems that cannot be sufficiently addressed by countries acting alone, whether those problems may rise to the level of an international concern, and thus whether they call for a coordinated international approach to addressing them - the risk, responsibility, and remedy approach to considering the issue. If the Forum concludes that adverse effects related to mobility of these metals through international trade may warrant coordinated international action, then the Forum may wish to consider what additional steps or actions may be desirable, including the means for their implementation. Any proposed actions 4 IFCS/FSC/08. 09 or recommendations agreed by Forum VI will be forwarded to the UNEP Governing Council for its consideration at its session in February 2009 when it addresses the topic of heavy metals and to the ICCM2 for its consideration. The FSC may wish to consider a title for this paper and the session that more closely reflects this refined focus. The authors suggest the option, International Transport of Lead and Cadmium via Trade: An International Concern? M. Luxem noted that the content of the draft meeting paper was of the character of a TS paper rather than a reference or information paper and that information and case studies from developing countries and CIT were sought. G. Wiser, co-author of the draft paper, explained that the TS addressed the issue of transport via trade to complement and add value to the work being carried out by UNEP and others. The TS was not a review of the science, that was work is being undertaken by UNEP. Three (3) questions were presented to the Forum for its consideration: 1) does trade in lead and cadmium result in problems?, 2) are these problems of international concern?, and 3) is a coordinated international approach needed? In its discussions the Forum may wish to think about and identify criteria for the 2nd question. The following comments and suggestions were offered by FSC members: products - the content is not always known and a cooperative approach is needed to address problems that occur; mining is an important industry in many developing countries economies, but in many the resulting environmental and health hazards are not adequately addressed; information on the role of WTO concerning these issues should be expanded; is the consideration of the topic in conflict with the role and mandate of WTO, e.g. in the impact of trade on environmental risks? a reason for countries to act multilaterally is to avoid problems with WTO; WTO is not the only entity/fora addressing trade issues e.g. environmental conventions; issue of importance of trade for the development of a country should be included; monitoring of resulting contamination from trade in goods is critical; UNEP supports the Forum session as a complement to the work it is undertaking and will provide an information paper on its activities for Forum VI; the problem may be in the use of chemicals in products, not in trade itself - focus on the use of Pb and Cd in certain products; OECD Lead Declaration - add information on what it covers; new OECD countries must implement the Declaration - experiences could provide models for others; national capacities to implement control measures usually have a high cost - if a country can not control, the gap is widening; programme presentations should reflect the interdisciplinary nature of the topic and examine both environment and health concerns; The FSC agreed to the proposed new title International Transport of Lead and Cadmium via Trade: An International Concern? and to the paper being prepared in the form of a Thought Starter. A revised draft of the TS paper will be distributed to the WG for input and then finalized for submission by the 1 April deadline. Members were invited to submit additional nominations for presentations by 15 March 2008. 5.2.2.d Ecologically sound and integrated pest and vector management N. Heidari, Islamic Republic of Iran, and R. Quijano, PAN Asia Pacific, lead sponsors for the topic ecologically sound and integrated pest and vector management presented for the consideration of the FSC the final draft of the thought starter paper (IFCS/FSC WG IVP & IPM/03) prepared as the Forum VI meeting document and the proposed plenary programme (IFCS/FSC WG IVP & IPM/04). N. Heidari provided an overview of the issues to be considered including intersectoral cooperation and regional cooperation. He reminded the FSC of its agreement to review and decide on the most appropriate title for the session and paper. 5 IFCS/FSC/08. 09 Three proposals were presented to the FSC for its consideration. R. Quijano provided an overview of the proposed programme noting that the time schedule for presentation needed to be further considered to allow adequate time for discussion. He confirmed PAN's interest in organizing a side event to allow additional time for presentations of case studies and in-depth discussions. The FSC did not request any revisions or additions to the TS prepared by the WG. The FSC agreed the title "Ecologically based Integrated Pest Management and Integrated Vector Management: key elements of pesticide risk reduction strategies" best represented the content and focus of the session and linkages to the 2020 goal. The draft plenary programme was also reviewed by the FSC with out any changes suggested. At the request of the FSC, the lead sponsors prepared a preliminary draft of possible recommended actions. The FSC advised that the outcome should not be general in nature, clearly build on work ongoing by international and other organizations and be targeted and focused on new ways of moving work and issues forward that were identified in the TS and presentations. The lead sponsors offered to work on possible recommendations in consultation with the WG and to submit them as a lead sponsor room document for the consideration of the Forum. The approach taken may be to formulate questions which will aim to identify gaps in current efforts and needs. 5.2.3 Opening Session The FSC assumes lead responsibilities for preparing the programme for the Opening session of Forum meetings. The secretariat introduced the proposed programme for the Opening session presented in the meeting document (IFCS/FSC/08.08). 5.3.2.a Host government representatives The President of Senegal, or his representative, will preside over the opening session. The organisation of the opening ceremony will be handled in conjunction with the Protocol Office of the Presidency. It is hoped that ministers from several sectors will address the Forum. Information will be provided to the FSC as soon as decisions are made. 5.2.3.b Forum VI Keynote speakers Keynote presentations will be made by Mrs Maureen Mwanawasa the First Lady for the Zambian and Dr Osvaldo Canziani, Co-Chair, Intergovernmental Panel on Climate Change, Working Group II: Climate Change Impacts, Adaptation and Vulnerability. Mrs Mwanawasa will address the Forum on the work of the Maureen Mwanawasa Community Initiative (MMCI) and the Organization of African First Ladies to protect children and other vulnerable groups from environmental threats, in particular the adverse effects from exposures to hazardous chemicals. Dr Canziani will speak on the linkages between climate change and chemicals management. Mr Craig Watson, Vice President of Quality Assurance and Agriculture Sustainability SYSCO Corporation, USA, has been invited to make a keynote presentation on emerging opportunities and corporate strategies for sustainable chemicals management solutions, addressing both agriculture and industrial chemicals issues. A response is awaited. 6 IFCS/FSC/08. 09 5.2.3.c President’s address At the 75th FSC meeting it was proposed and agreed that the President report on the activities and work of the FSC since Forum V in the Opening Session Forum VI, setting the stage for the Forum VI programme and what needed to be achieved at the meeting. FSC members supported not preparing a detailed President’s Progress Report noting that a report would duplicate efforts under way for the ICCM. 5.2.3.d Awards The Secretariat reviewed the nomination process for the IFCS Award of Merit and IFCS Special Recognition Award. FSC members were encouraged to consult with colleagues and constituents on possible candidates. 5.2.4 Administrative items IFCS Terms of Reference, Elections, Budget & Finance, Contingency plan The IFCS Terms of Reference (TOR) state that at each session the Forum will elect officers (para 6) and members of the Forum Standing Committee (para 7.2). The TOR also state 15. Budget and Expenses 15.1 The Forum Standing Committee shall prepare for consideration by each session of the Forum an estimate of expenditure related to the Forum, the Forum Standing Committee, and ad hoc Working Groups established by the Forum and a Secretariat, together with information concerning expenditures for the period since the last Forum. This estimate, with such modifications as may be considered appropriate by the Forum in the light of potential funding, shall subsequently be considered in the budget of the Forum. Forum V adopted a resolution on the future of IFCS. The Resolution established a working group to prepare a draft decision on the future role and functions of the IFCS for consideration at Forum VI. The draft decision document under preparation by the Forum Working Group (WG) proposes a future role and functions of IFCS and presents several options and approaches for the future IFCS structure and institution arrangements. To make an informed decision on the future of IFCS, the Forum should have a sense of the budgetary costs of each option under its consideration. The Forum WG will finalize the draft decision document at its meeting 28-29 February 2008. The decision on the future of IFCS will warrant an examination and possible revision of the IFCS TOR by Forum VI. The draft decision document under preparation by the Forum Working Group (WG) puts forth the following issue: "Note that an important question under any approach of incorporating IFCS into ICCM/SAICM is what rules of procedure or terms of reference would apply to Forum sessions or activities held under the auspices of ICCM. ICCM-2 will take place in May 2009, several months after Forum VI will be held in September 2008. While ICCM-2 is scheduled to consider and adopt rules of procedure for itself, Forum VI will not know what they will be, nor will the Forum know the nature of a bureau that may be created under them when it makes its decision about the future of IFCS. If Forum VI decides upon an approach in which IFCS would be incorporated into ICCM, the Forum will not know whether it can confidently “hand-off” IFCS to ICCM, because it will have no idea of whether ICCM-2 will be willing or able to accept the Forum, or under what terms. In light of this timing challenge, it may be prudent for Forum VI to adopt a contingent plan in respect to the future of the Forum, if it decides upon an approach in which IFCS would be incorporated into ICCM. " The Forum WG will consider the issue at its 28-29 February 2008 meeting. 7 IFCS/FSC/08. 09 If Forum VI decides upon an approach in which IFCS would be incorporated into ICCM, it should also consider arrangements for IFCS in the interim period until ICCM-2. The FSC discussed the preparatory work to support the consideration of these matters by Forum VI. The possible need for different terms of reference covering different time periods (e.g. September 2008 to ICCM2 in May 2009 and after ICCM2) and coordination with the ICCM OETLWG for the preparation of draft ICCM rules of procedure were noted. The flexibility for the IFCS to act and react would be important and it was observed that the Forum could give the FSC the necessary power and mandate. These issues would be considered by the WG on the Future of IFCS at its meeting following the FSC meeting. It was agreed to consider the matter further following the outcome of WG on the Future of IFCS meeting and the availability of the draft decision document. 5.3 Organization of work during Forum VI 5.3.1 Lead sponsors' role and responsibilities The Secretariat reviewed the lead sponsors' roles and responsibilities for the preparation of plenary sessions, documents produced during the session and the Forum V meeting report. These had been instituted as IFCS working procedures by the FSC and Forum since Forum II and were presented in the meeting document (IFCS/FSC/08.04). 5.3.2 Rapporteur The Forum will designate the individual to serve as meeting rapporteur at the Opening Session. According to the IFCS Terms of Reference (para 14) "…. the Secretariat, in consultation with and under the guidance of the President of the Forum, shall prepare a Provisional Agenda for each session of the Forum, including a recommendation for the meeting rapporteur." The rapporteur is responsible for preparing the meeting report. Lead sponsors for Forum Plenary agenda items have the main responsibility for drafting the meeting report text on Forum decisions or recommendations as well as the relevant section in Meeting Summary Report on their agenda items. The rapporteur prepares the meeting report based on their input. The FSC is invited to consider nominations for rapporteur and convey these to the secretariat as soon as possible. 5.3.3 Conduct of Business The document "Conduct of Business in Plenary Sessions of the Forum, Regional Group Meetings, and ad hoc Working Groups" (IFCS/FORUM-V/3 INF) is distributed as an information paper for sessions of the Forum. It was prepared by the Forum Sanding Committee when it was established. It is presented to the FSC for information. In response to a question, the secretariat clarified that Regional Group Meetings are open to the attendance of any IFCS participants and others attending Forum sessions as observers. Any “closed” session during a meeting must be announced well in advance of the meeting. Observers may participate in the discussions. 5.4 Side Events The secretariat provided an updated on the side events being considered by IFCS participants (IFCS/FSC/08 INF3). As a result of discussions at previous FSC meetings, pre-meetings for Forum VI have tentatively been noted for Saturday 13 September 2008 and Sunday 14 8 IFCS/FSC/08. 09 September 2008 in the Forum VI programme schedule and the host government has been requested to tentatively reserve the conference facilities for possible pre-meetings on these dates. The FSC confirmed that no pre-meetings were planned for 13 September; pre meetings and side event would commence on Sunday morning 14 September. J. Katima and L. Corra confirmed plans to organize a side event on climate change and chemicals management during Monday15 September lunch period to take advantage of the participation and contribution of Dr Canziani. They are seeking a financial sponsor to provide the necessary resources to provide lunch to the participants. R. Quijano, PAN and G. Wiser on behalf of IPEN confirmed that their organizations will be organizing side events on IPM and substitution respectively. Lead contacts and information will be provided as soon as possible. The secretariat has received confirmation from P. Chemin, France, P. Wexler, USA, and M. Kern, UNEP as sponsors for side events on ethical issues of nanotechnology and nanomaterials, global coordination of databases and DDT alternatives respectively. M. Gibb offered to organize a side event on SAICM to provide information on SAICM processes and procedures, budget and secretariat arrangements as well as updated information on planning for ICCM2. The FSC welcomed the offer. 5.5 Exhibits O. Sow stated that information would be made available shortly on the options for exhibits at Forum VI, costs for formal display materials and space, customs procedures and deadlines for requesting exhibit space. R. Quijano requested that special low cost arrangements be made for NGOs and developing countries who wished to sponsors exhibits. The FSC requested that a single conference room be designated as exhibit area and that standard meeting tables and chairs be provided at no cost to those wishing to set up an exhibit. Participants may bring formal displays if they so wished, but it was not necessary for the host government to organize rental of formal exhibit booths and equipment. 6.0 Monitoring Progress At its 75th meeting, the FSC members supported not preparing a detailed President’s Progress Report for Forum VI noting that a report would duplicate efforts under way for ICCM2 and the difficulties encountered in the past with obtaining information. The FSC suggested the secretariat prepare the standard summary report on the annual IFCS Simple Indicators of Progress reports submitted by NFPs and include in the report links to additional information available on the web to supplement the information provided in the national reports. The secretariat updated the FSC on the status of NFP annual report submissions. The deadline for submission of 2007 reports is March 2008. To date less than 10 annual reports have been received since Forum V. The FSC commented that the IFCS NFP reports contain a significant number of SAICM items and will be used as a source of information for the ICCM2 baseline report and thus support the ICCMM/SAICM reporting effort. The secretariat proposed and the FSC agreed that if a sufficient number of national reports were not received to support the preparation of a meaningful summary report, then a brief information note informing on the reporting mechanism and linking to the individual reports on the IFCS web site and other complementary information would be prepared. 7.0 Financial Report The Secretariat provided a summary report on the IFCS Trust Fund and Twinning Funds (IFCS/FSC/08.05). Priority effort was needed at this time to raise adequate funds for twinning support and support for plenary programme presenters. Noting the role and responsibility of the FSC to “assist the Secretariat of the IFCS in fund raising for the Trust Fund and for funds to 9 IFCS/FSC/08. 09 support participation in IFCS activities ("twinning" arrangements).”, she requested the FSC to consider ways to fund raise for IFCS in particular to support participation of developing countries, CIT and NGOs in Forum VI. Those requesting travel support for Forum VI would be requested to cost share. Recipients will be chosen following the adopted IFCS Guidelines. Anyone requesting funding who proposes a cost sharing arrangement will be given priority consideration, all other criteria being equal, to facilitate support to the greatest number of delegates. The FSC was requested to think innovatively about funding support possibilities including opportunities for bilateral and other arrangements. M. Luxem, T. Jakl and G. Karlagnis confirmed the availability of some financial support for the speakers for their respective plenary sessions. K-H Choi said that in addition to this year's financial contribution, R. of Korea will try to contribute in the future. L. Corra stated that the ISDE General Assembly meeting in April 2008 will discuss how the organization may cooperate. O. Sow said the government of Senegal is current negotiating conference rates with the hotels and would ensure that the best rates would be made available. G. Entenza proposed that a special per diem rate, lower than the standard UN rate, be established for the funded participants taking into account the conference hotel rates and food costs to facilitate support to more participants. Several members emphasized the importance countries and organizations contributing no matter what the level as an increase in the number of contributors provided a political sign of the important role IFCS has and served as a leveraging mechanism to obtain additional funds from their government. 8.0 INFOCAP M. Gubb introduced the topic. Financial support has been provided by the Government of Germany to begin the work necessary to integrate INFOCAP into the clearing house mechanism the SAICM secretariat is establishing. Technical and administrative issues were being considered. R. Wood presented a summary of a paper on options for the modernisation of INFOCAP and its integration into the SAICM clearing house. He presented an historical perspective of INFOCAP, the background and objectives of the network, current challenges and a comparison of two proposed approaches (centralized repository and distributed network). The following comments and suggestions were offered by FSC members: - reasons for the lack of participation should be examined and addressed; it was suggested that INFOCAP be used as an information source on projects funded by the SAICM QSP TF and the SAICM QSP Executive Board be requested to support and encourage submission to INFOCAP by funding recipients; - limited or restricted access to the internet in developing countries remains an obstacle; - updating should take into consideration that all materials and information relevant to INFOCAP are not currently available on web sites; - several expressed strong support for retaining INFOCAP as a vehicle for developing countries and NGOs without their own websites to make information on their priorities, projects and materials available; - the current version of INFOCAP allows for linkages to other web sites as well as uploading of documents; - facility to obtain country and subject overviews is a unique aspect of INFOCAP; - oversight and authorization for posting country information are still valid requirements to ensure only appropriate information is made available through the network; - a combination of the two proposed approaches conforms to the recommendation of the INFOCAP Steering Committee and should be investigated as an option. M. Gubb noted there were significant cost implications for the various options for the future structure and operations of INFOCAP. He thanked the participants for their comments and suggestions and said there would be further opportunities for discussion. 10 IFCS/FSC/08. 09 9.0 Time schedule for Forum VI preparations The FSC reviewed and update its time schedule for Forum VI preparations taking into account its decisions during the meeting (IFCS/FSC/07.16 rev5). The FSC agreed to convene two teleconferences prior to Forum VI: 27 May 2008 and 16 July 2008. Additional teleconferences will be considered as needed. The schedule will be kept in constant review by the FSC as preparations progress and updated as necessary. 10.0 SAICM – Implementation update The SAICM Secretariat and SAICM Regional Focal Points provided updates on SAICM implementation efforts.
