ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT Provide an overview of the project: (include project description, and the goals, objectives, activities and outcomes of the project). Project description: The Jefferson City Public Library (JCPL), the BOOST Initiative and the Jefferson City Housing Authority, all located in Jefferson City, Tennessee, are partnering to create scholastic, and character developing opportunities within Jefferson City and within the East Tennessee Region for BOOST participants (school aged children K-12) residing in the Jefferson City Housing Authority by providing transportation to and from such activities. Project Goals: 1. This project addresses the digital divide within Jefferson City, as well as increases the development opportunities in nine areas of literacy: 1. Digital Literacy- Cognitive skills that are used in executing tasks in digital environments 2. Computer Literacy- Ability to use a computer and software 3. Media Literacy- Ability to think critically about different types of media 4. Information Literacy-Ability to evaluate, locate, identify, and effectively use info 5. Technology Literacy- The ability to use technology effectively in several different ways 6. Political Literacy- Knowledge and skills needed to actively participate in political matters 7. Cultural Literacy- The knowledge of one's own culture 8. Multicultural Literacy- The knowledge and appreciation of other cultures 9. Visual Literacy- The ability to critically read images 2. The technology and computer literacy goals in this project are to provide the JCHA participants access to technology, such as laptops, gaming devices, and tablets. Access to these technologies will better prepare them in testing environments, help bridge socio-economic divides by providing experiences where these youth are able to participate in conversations around these technologies. ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT 3. The cultural, multicultural, political and character development goals are to provide access to programming that introduces and/or develops literacy skills, character development, STEAM (Science, Technology, Engineering, Art and Math) principles, community/civic engagement, and opportunities to explore cultures, music and the Arts. 4. The digital, media and visual goals for the project are to inform the JCHA participants of the supportive services available to them via JCPL electronic databases and basic computer classes: such as the Tennessee Electronic Library, the LearningExpress Library, PowerSpeak, and WorldBook Reference to name a few. 5. The information literacy goal for the project is by tutoring services at the library for not only the JCHA participants but for the community, where opportunities to practice and explore the presentation of information and identify methods used in relaying information. 6. Another goal for the project is to increase partnership opportunities for the JCPL and local regional resources to bring opportunities to Jefferson City and Jefferson County. Activities: Please refer to Project Timeline table on page four for details. Outcomes: 1. The outcome for the project goal of information literacy is to improve the Jefferson County Education Report Card. ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT 2. The outcome for the project goal of technology and computer literacy is to improve the access to different types of technology, the internet and a computer or laptop. 3. The outcome for the project goals to improve informational, educational, digital, visual and media literacies is to increase the opportunities to access electronic, visual, audio and print collections as well as programming with these foci. 4. The outcome for the project goals of political, cultural and multicultural literacies is to increase programming opportunities and engage and encourage discovery and interaction between the individual and the community. Identify the goals of the grant partnership. The goals of the grant partnership are to address the divides within the community. Specifically, the lack of access to digital, technological and developmental/educational resources. Present an implementation plan for the grant project (outline the roles and responsibilities of all agencies, institutions, and partners/collaborators regarding the management of this grant project). JCHA is responsible for promotion of the project within the housing areas; ownership, insurance and maintenance of transportation vehicles; clear signage for pickup and drop-off points; incorporating program sign-up details in housing applications; and attendance at all kick-off and large scale community events. JCPL and the AmeriCorp Vista Program Coordinator work together on aspects of all programming to establish target goals, learning objectives and evaluation methods for each program; ensure that all available public relation avenues are utilized in the promotion of the ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT project; arranging and presenting data is a user-friendly manner to express achievements of outcomes and goals to all partners and to local agencies (County Commissioners, City Council, Chamber of Commerce, etc.) AmeriCorp Vista Program Coordinator is responsible for locating and presenting grant opportunities to JCPL and the Bonner Society that will assist in capacity building; as well as, facilitating all programs that have JCHA participants. The coordinator will also create implementation, current operations and exit documentation that will assist in the transition of one coordinator to another. This document will be a living document that is reviewed quarterly to reflect the current progression of the project and will assist in future planning/evaluation. JCPL is responsible for scheduling programs, services and technology in such a way that JCHA participants and the community at large have opportunities to connect; provide a working space for the AmeriCorp Vista Program Coordinator; work with and assist in setting benchmarks for the coordinator regarding the program and capacity building strategies; evaluate coordinator and report back to the Bonner Center for Service Learning & Civic Engagement. Bonner Center for Service Learning & Civic Engagement is responsible for advocacy of this program and reaching out to other community organizations to explore future partnership opportunities; Volunteer recruitment for the project and assist JCPL and the Coordinator in strategic planning for this project. Identify the resources to be provided in the grant project (include staff, funding, equipment, facilities, and by whom these will be provided). ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT A strategic goal for the partnership is to reduce the funding that is currently being incurred by the Bonner Center for Service Learning & Civic Engagement. Currently, this organization is funding 100%, $12,000 per year, for the BOOST program. This is not sustainable and this partnership is to utilize existing resources within the community to reduce these costs by at least half. The majority of funding goes to supplies for programming. STAFF: Currently there are no paid staff working on this project. A federal grant supplies the funds for the AmeriCorp Coordinator. With this partnership, the personnel needed for this project will be obtained through the volunteer recruitment efforts of the Bonner Center, the AmeriCorp coordinator and the JCPL. FUNDING: Funding will be sought through grants, community partnerships and donations, and fundraising events. Transparency is a strategic goal so that funding bodies have a clear understanding of how, when and where funds will be applied. EQUIPMENT: JCPL will make use of existing technology grants to provide current technology and learning tools that support the objective of the project. When a particular technological or equipment need is identified than funding through grants, community partnerships and donations and fundraising events will be explored as suits the current working and timeline requirements. SUPPLIES: JCPL and Bonner will develop an annual budget identifying what funding each partner has available to the program; ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT FACILITIES: JCPL will provide the facility requirements with the new 16,000 foot facility, consisting of a 300 person conference space, a 20 person conference room, 28 computers and laptops, gaming center, mobile 80”whiteboard, overhead projectors, over 1100 square feet of collection, STEAM kits, electronic databases and programming addressing and developing lifelong learning interests. All products will be shared by the partnership and those exiting agree to leave products with the existing members for the continuation of the project. Discuss the sustainability of the grant project: (if project is to be sustained after the partnership ends, how will it be maintained?) ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT At the November 6th meeting, sustainability was discussed identifying scenarios that could affect the project’s long term vision if a partner should become no longer interested or able to continue. JCPL stated that as long as the program was viable, using benchmarks of attendance, budget needs and transportation, that all project goals were aligned with the library’s strategic mission and vision. Using data collected a future request for on staff personal may be possible. The Bonner Center identified that if costs could be reduced by half then continuation of the program is desired, because the project assists in helping the Center achieve benchmarks that it has set and assisting Carson Newman students in the community service goals needed for graduation. The AmeriCorp Vista Program Coordinator, is federally funded and as long as the funding grant is continued, and benchmarks are met or exceeded, then funding of this position is very likely. This coordinator position has been awarded for the last nine years to assist in the continuation of the BOOST program that is currently at the JCHA facilities. A document will be created and quarterly updated so that if the Coordinator is no longer funded, the partners can canvas the local community for a replacement. In the interim, JCPL and the Bonner Center will work together to cover the gap until a long term solution is achieved. The transportation will be owned, insured and maintained by the JCHA with the partnership having the top priority and main use of vehicles. If the JCHA is unable to join the partnership, other community partners will be sought to assist in the transportation requirements in getting the participants to the library. Some of the other possible partnerships could be with the local ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT Boys and Girls club, Carson Newman College, the use of the county fleet, or reaching out to local churches with buses or vans to assist in the transportation. Include services to be provided in/by the grant project: (include programs, services and activities, and party responsible). Services to be provided by the project are: 1. Transportation of JCHA participants to JCPL will be approved and certified Bonner Center staff and the Coordinator. This will include the pickup and return of participants to JCHA communities. 2. Programming offered Tuesday through Friday at the library. The parties responsible for this programming will be the Coordinator and the JCPL director. Community and Carson Newman students will be used to assist in the facilitation of these services. a. Tuesdays and Thursdays are tutoring services from 3pm to 6:30pm, utilizing the tools needed that will have the greatest impact on learning. I.E. Tutoring services will be adapted to making use of the resources available to achieve necessary comprehension. This may look like students on computers; discussion groups; practice reading; projects that demonstrate principles, etc. b. Wednesdays and Fridays are programming days that will introduce new concepts, learning aids, and/or character development opportunities and/or services and collections that are available through or at the library. Program times are 3pm to 6:30pm. This may look like individual or group exploration of STEAM kits, volunteering within the library, conversation with a wider ABRUELAND ASSIGNMENT 5 – GRANT PARTNERSHIP AGREEMENT community on a topic of interest, access to the internet, musical instruments, or gaming technology. 3. This project provides greater opportunities for participants to interact and engage with the community. 4. This project can provide a positive example of community support and partnerships, where by there is less duplication of services and resources, to the City and County officials, local businesses, civic organizations and community groups.
