Abstract

The Jefferson City Public Library, the BOOST Initiative and the Jefferson City Housing

Authority, all located in Jefferson City Tennessee, are partnering to create scholastic, character developing opportunities within Jefferson City and within the East Tennessee Region for BOOST participants (school aged children K-12) residing in the Jefferson City Housing Authority by providing transportation to and from such activities. Jefferson City has a population of approximately 8,600 residents. The grant writer is Anjanae Brueland, library director of the

Assignment 3: Service Plan (15% of the total grade)

DESCRIPTION: Develop a service plan composed of the following parts:

1.

Describe generally what the library or information-related setting will do and how the service will be delivered.

NEED: BOOST Initiative and the JCPL have identified that children living in the Housing

Authorities have few to no opportunities to access books, computers or enrichment programs outside of the school library and the BOOST Initiative.

The Jefferson City Public Library (JCPL) will partner with the Jefferson City Housing Authority

(JCHA) and the Carson Newman BOOST Initiative to provide transportation, in the form of 3 twelve passenger vans, from these housing areas to the Jefferson City Public Library. The library will develop a series of STEAM programs that will introduce, support and maintain the interest and further education in the areas of Science, Technology, Engineering, Art and Math.

How the service will be delivered: The Partners are applying for grants that will provide these vans to the Jefferson City Housing Authority. Carson Newman BOOST Initiative staff will drive vans to the library regularly, as well as, other educational venues within the East Tennessee region.

Specifically, JCPL and BOOST will create weekly programming for grades 2 nd through high school that revolve around the STEAM principles. This will include pulling in local and surrounding professionals that will add a touch of ‘real-world’ expertise to the activities and programs.

Identify at least two specific goals whose achievement will meet the identified need.

GOAL 1: To offer residents of the Jefferson City Housing Authority transportation to enrichment activities and programs at the Jefferson City Public Library and within the region.

GOAL 2: Increase the number of library card holders from these areas.

GOAL 3: STEAM programs have a minimum attendance of three BOOST program members on the days that BOOST visits the library over the span of a year.

For each goal:

Identify two to three specific objectives whose accomplishment will realize the goal.

GOAL 1:

OBJECTIVE 1: To organize meeting between the Jefferson City Housing Authority, the BOOST

Coordinators and the Jefferson City Public Library to assess what requirements must be met to offer this service.

OBJECTIVE 1: To have identified at least three grant opportunities that fit this goal.

GOAL 2:

OBJECTIVE 1: JCPL will provide a written procedure, a list of requirements and training for the issuance of library cards to both the BOOST Coordinators & the JCHA

Coordinators.

OBJECTIVE 2: Partners will work together to identify opportunities to encourage library card sign ups.

GOAL 3:

OBJECTIVE 1: JCPL and BOOST Coordinators create an annual Public Relations Strategy.

OBJECTIVE 2: JCPL and BOOST Coordinators create online and outreach opportunities to inform the portion of Jefferson City public that will make use of JCHA.

Identify the specific activities that will be undertaken to accomplish the objectives.

GOAL 1: To offer residents of the Jefferson City Housing Authority transportation to enrichment activities and programs within Jefferson City.

OBJECTIVE 1: Assess what requirements must be met to offer this service.

ACTIVITY 1.1.1: To organize meeting between the JCHA Coordinators, the BOOST

Coordinators and the JCPL Director.

ACTIVITY 1.1.2: Create Project timeline and establish tasks list.

OBJECTIVE 2: To have identified at least three grant opportunities that fit this goal.

ACTIVITY 1.2.1: BOOST Coordinators & JCPL Director will bring possible grants for consideration. Partners will select the grant order and identify needs to satisfy grant requirements.

ACTIVITY 1.2.2: Assign tasks and set next meeting.

GOAL 2: Increase the number of library card holders from these areas.

OBJECTIVE 1: JCPL will provide a written procedure, a list of requirements and training for the issuance of library cards to both the BOOST Coordinators & the JCHA

Coordinators.

ACTIVITY 2.1.1: Partners will establish who and where there are opportunities for the issuance of library cards to JCHA residents.

ACTIVITY 2.1.2: Library card kits will be created and delivered to these individuals/locations.

OBJECTIVE 2: Partners will work together to identify opportunities to encourage library card sign ups from JCHA residents.

ACTIVITY 2.2.1: Create flyers and promotions regarding library cards in JCHA Newsletter,

Bulletin Board and website.

ACTIVITY 2.2.2: Ask to include a “Would you like a Jefferson City Public Library card?” on the BOOST registration forms.

GOAL 3: STEAM programs have a minimum attendance of three BOOST program members on the days that BOOST visits the library over the span of a year.

OBJECTIVE 1: JCPL and BOOST Coordinators create an annual Public Relations Strategy.

ACTIVITY 3.1.1: Partners identify public relations avenues and create a media kit.

ACTIVITY 3.1.2: Partners will then negotiate who, how and when each news item or announcement will be submitted to the kit.

OBJECTIVE 2: JCPL and BOOST Coordinators create online and outreach opportunities to inform the portion of Jefferson City public that will make use of JCHA.

ACTIVITY 3.2.1: Pop up programs/booths at Walmart, Food City, Lowe’s and at the

Parent’s fair

ACTIVITY 3.2.2: Connect websites and on social media.

Identify the resources that will be needed.

Staff: The BOOST Program Coordinator will be the main contact for the grant and the main drivers of the vans. The library director will be the main contact regarding the library, programming and library cards. All Partners (JCHA, JCPL, and BOOST) will be involved in PR. JCHA will own & maintain vans to include necessary insurance. Currently BOOST has over 16 volunteers who will be available to assist in this effort.

Collections/Information Resources: BOOST Program Coordinator and library director will meet to design/purchase STEAM kits for hands on activities/programs.

Facilities: The Jefferson City Housing Authority and the Jefferson City Public Library

Technology: Standard computers & software already in possession of all partners will be used. No new technology is needed.

Other: Tables for pop up programs & parents’ fair.

 You need not provide cost estimates for these concerns, but indicate generally what you would do to develop such estimates.

BUDGET: The partners would need to identify the total costs of owning, running and maintaining the vans; to include insurance(s). Some considerations would be: fuel, servicing, insurance for van, driver & passengers that would be needed over the span of a year. JCHA would need legal advice on the development of a permission slip.

How will you determine if the goal has been achieved?

Goals will be achieved if: the partners are successful in obtaining the vans; the number of BOOST library card applications are at least a quarter of those who have registered in the program; and at least three BOOST members attend STEAM programs on the days of their visits.

How will you evaluate the service and its outcome for the target group?

At the end of the program year parents of JCHA BOOST participants will be surveyed. Sample questions are:

Have you noticed a higher level of enjoyment of reading for your child?

Does your child talk more about a subject?

3.

Does your child have a library card?

4.

Do you and your child(ren) read together? Daily? Weekly? Monthly?

How long have you been reading to each other?

6.

Does your child enjoy their involvement in the BOOST program?

7.

Has this program made an impact on your child(ren)?

Do you have suggestions on how we can make this program better?

Will you use specific measures associated with the objectives (e.g. number of users served, # of service units delivered), subjective measures (surveys, focus group interviews), measures of community impact or change, or some combination of all of these? All three typed of measurements will be applied over the scope of a three year period. For the first three years once the vans are obtained,

ABrueland Assignment 3 specific measures such as the number of BOOST participants; number of BOOST participants with library cards; number of BOOST participants in STEAM programs; and numbers of days that BOOST participants visited the library will be gathered. The subjective measures, of annual surveys will be used.

At three years, all data will be analyzed to identify possible trends. Each family that will be encouraged to share their stories and experience of the program to help develop a sense of the programs impact on the community. Questions like have you noticed changes in your child(ren) (confidence, esteem, enjoyment of reading, increased vocabulary, wants to interaction with other more, etc.) since their involvement in the program? Please elaborate in your words.

Communication

Describe how you will reach the target audience. The target has been identified as the school aged children and teens that live in the JCHA areas.

How will you make them aware of the service, its value, and the benefit they will drive from it?

There will be a large media push for these residents. Each residency will be have a flyer mailed to their address, it will be mentioned in the JCHA Newsletter and bulletin boards and well as it will be part of the interviews for the initial application process for JCHA. There will be links on the BOOST, JCHA and

JCPL websites and social media sites promoting the sign up for BOOST and the annual program calendar.

As data is collected with each year of programming the promotional materials will be updated to reflex the findings and share testimonials.

What will be the focus of your message, and what media will you use to reach the target audience.

Consider both formal and informal channels of communication . The focus of the message is the offering of safe, scholastic programming that will strengthen academic standing, encourage character development, and improve literacy skills. The media avenues are the JCHA Newsletter, websites & social media, mention on JCHA application form, bulletin boards and discussions during the interview process for moving into the JCHA.
