July 20th, 2009 Information for Proponents The following information is provided in answer to questions raised by Potential Proponents prior to the deadline for questions. This addendum #7 contains 2 pages in total. Land/Building Sites – Large Format Session Questions Question #1: Can you explain 3.7 implications with respect to exclusivity? Response: 3.7 SURREY Multiple Preferred Proponents In the REQUEST FOR PROPOSAL Information Question #2: Is City Centre exclusive to Land or Building Sites? Response: City Centre will not be exclusivity-assured at this time. However, it should be noted the City anticipates City Centre to be associated with Large Format Land Sites as a potential preferred operator. Question #3: How will upgraded technology be handled or welcomed by the City? Response: The City does not want to stand still on fast moving and evolving digital technologies. However, any changes must be proposed and approved by the City. The mid-term review for 20 year contracts requires a new generation, including, but not limited to technology, structures, screens; if these upgrades have not been proposed sooner. Question #4: Can you explain the terms of the pilot? Response: The City identified that such termination terms at the request of the City would be a short-term period not to exceed 36 months, including advertisers' notification of removal. The City recognizes the investment per structure at 500-1.OM. The City is asking for negotiable compensation terms under which one or all of the structures can be removed. Terms will be agreed upon during the submission evaluation process. 1 Question #5: What are the criteria for the go ahead after the initial pilot term? Response: The City will determine an internal criteria system for tolerance to support the placement and detainment of Digital Structures on City Buildings. Question #6: Will the signage by-law be changed or waived? Response: No there is no need to make changes to the City Sign By-law as a development variance permit approved by Council is sufficient. Question #7: What are VANOC terms? Response: The City has provided an option to VANOC, up to 60 days following the availability of any new outdoor advertising space established after January 10, 2009, to acquire for December 1, 2009 to March 31, 2010 some or all of the outdoor advertising space located on land under the control of the City. If VANOC exercises the option to purchase some or all of the new ad space, the price will be based on industry standards as at July 1, 2006 considered to be most similar in size and location to the new ad space, increased by the percentage increase in the CPI between July 1, 2006 and January 1, 2010. Question #8: When are the Digital Structures to be installed? Response: It is anticipated that Digital Structures will be installed by December 1, 2009. Installation schedules should be submitted for evaluation with the proposals. Question #9: How are the images and advertising placed on the boards and how are the images and advertising updated, scheduled and designed etc.? Response: Central Broadcast is the City's preferred method of updating images and advertising on City building sites. This broadcast transmission capability and related scheduling will be provided by the Proponent. Advertising Design/Content will be developed by the Proponent for their clients or the clients advertising consultants or agencies. 2. To delete the following in Addendum #4: Under "Addenda & Power Point Presentation can be found here: http://www.surrey.ca/Doing+Business/Tenders+RFQs/Request+for+Proposal/Open/1220-3--1709.htm" there is a section entitled "Media" and the last bullet which reads "VANOC – no agreement" should be deleted. 3. To delete the following in Addendum #6: Page 6, paragraph 3 – "There is no agreement with the city of Surrey for VANOC and you need to get that in mind so that in the short term there are potentially huge media opportunities there." Page 8, paragraph 7 – "Surrey as a venue City under the VANOC Program, which we are really proud of, but ultimately to capitalize on the related advertising." All Addenda will become part of the Contract Documents. 2
