The following information is provided in answer to questions raised by Potential Proponents prior to the deadline for
questions. This addendum #1 contains 2 pages in total.

This clause will NOT apply as a consideration for the Digital Structures -Land Sites only.
Is City Centre exclusive to Land or Building Sites?
City Centre will be not be exclusivity-assured at this time , however it should be noted, the City anticipates City Centre to
be associated with Large Format Land Sites as a potential preferred operator,
How will upgraded technology be handled or welcomed by the City?
The City does not want to stand still on fast moving and evolving digital technologies. However, any changes must be
proposed and approve by the City .The mid-term review for 20 year contracts requires a new generation, including but not
limited to technology, structures, screens; if these upgrades have not been proposed sooner.
Can you explain the terms of the pilot?
The City identified that such termination terms at the request of the City would be a short-term period not to exceed 36
months, including advertisers' notification of removal City recognizes the investment per structure at 500-1.0M.
The City is asking for negotiable compensation terms under which one or all of the structures can be removed. Terms will
be agreed upon during the submission evaluation process.
What are the criteria for the go ahead after the initial pilot term?
The City will determine an internal criteria system for tolerance to support the placement and detainment of Digital
Structures on City Land.
Will the signage by-law be changed or waived?
No there is no need to make changes to the City Sign By-law as a development variance permit approved by Council is
sufficient.
What are VANOC terms?
A VANOC agreement has not been signed by Surrey, if however, it is signed the Preferred Proponent is expected to
respect the Ambush Marketing Guidelines.
Rates, therefore will be as quoted under this potential agreement by the operator without discounts. Holland Park is the
Surrey Venue Site.
When are the Digital Structures to be installed?
It is anticipated that Digital structures will be installed by December 1st /09. Installation schedules should be submitted for
evaluation with the proposals.
