ABSTRACT Nigeria is faced with problem of Electricity supply. A proper billings system is to be adopted to solve this problem. The billing system must be affordable by the consumer and be of benefit to the PHCN. This study looks into billing system in Nigeria and some part in the world. Problems and how to solve the problem of inconsistence power supply. The case study for this research is gwagwalada, Abuja. Gwagwalada is a place in Abuja with over 157,770 population and 1043m3 according to census 2006. The method used in carry out this study is discussed in chapter three. The target population in Abuja was calculated to determine the sample population using Leslie and Kish formula. This gives a sample population of 400. There were different forms of result from the questionnaire. The results show that majority of the consumer uses generator as an alternative power supply. Majority of the respondent believes power supply the mode of billing system in poor state and needs proper attention. Proper electricity and billing system in Nigeria is needed so as to stabilize the state of Electricity power supply. This billing system should be of profit to the PHCH and should be at affordable rate to the consumer.
